(a) The Minister has met with SARU to discuss SARU's handling of the allegations of financial misappropriation by its Chief Executive Officer (CEO), Mr. Jurie Roux, levelled against him during his tenure with the University of Stellenbosch.

(aa) The meeting took place on Friday 04 March 2016.

(bb) The meeting took place in Rosebank.

(cc) The Minister is satisfied that the Federation has properly exercised its fiduciary responsibility and refers the questioner to the legal opinion provided by Fanie Cilliers, S.C. and Professor Michael Katz. They advised that it would be unfair labour practice to take action against an employee on perceptions of third parties or on the basis of a report of which the facts have not been tested in court. Based on the above advice, the Minister will not be taking any action against Mr. Roux.

(2) SARU has indicated that they are unable to provide a breakdown of amounts (salaries, bonuses and travel allowances) paid to the CEO over the past five financial years. The Financial Statements contained in the published Annual Report for SA Rugby only provide consolidated amounts paid to the Executive members. The CEO of South African Rugby Union like any other employee has labour rights which are protected by law. The right of confidentiality of information between employer and employee is a protected right.

Open Tenders Company approached SASCOC to partner on a programme/project that wm engage the youth through social network platforms with regard to opportunities within sport and possible benefits during and post Durban 2022 Commonwealth Games. The Board of SASCOC agreed to the partnership and a decision was taken to establish a company registered as "Nation of Champions". SASCOC saw this partnership as a vehicle to achieve shared objective& pertaining to youth development aimed at nurturing globally connected and skilled youth who will be job creators of tomorrow. The company shall also seek to generate revenue through advertising and sponsorship, part of which shall be invested back into sport development programmes.
Most of the above however, has been overtaken by the CGF•s insistence that they would like to work directly on the legacy projects for the Durban 2022 Games and therefore will work with SASCOC, the CGA In the country as the custodian of the Games In the country. Maybe the above may also be overturned when an MOU Is signed by the CGF with specific areas accommodating CGF's mandate and legacy project.

In the next 7 years all relevant programmes of the Department, including the conditional grant framework will be aligned to the delivery on amongst other, the legacy of the Commonwealth Games 2022 for the country.

In this vein, it is envisaged that the club development programme that is being piloted in 2 provinces presently will be rolled out in the other provinces, targeting mainly the rural areas.

Within these programmes, there will be capacity development initiatives, the provision of equipment and attire and formation of clubs and local sports structures

Through a targeted approach basic sport and recreation infrastructure will be rolled out to those areas most in need.

Sport and Recreation South Africa will work closely with the local Organising Committee to ensure that rural areas are also beneficiaries to other initiatives.

SAFA routinely interrogates the coaches' reports through its Technical Committee and has done so at the March 2015 Technical Committee meeting.

SAFA also received an independent expert technical analysis of all 3 matches at the 2015 Africa Cup of Nations Final Tournament in Equatorial Guinea and has discussed it thoroughly with a view to making corrections for future matches.

SAFA has its own internal match analysis system which it has used for all national teams.

b) No government funds were used for Bafana Bafana at any time during this period. The independent technical analysis was done by an international match analyst engaged by SAFA;

c) Government did not use any service providers. Instead, SAFA engaged the independent technical analysts who were vying for a long-term relationship with the Association. They produced their analysis to indicate the strengths of their system. SAFA deems its own system to be of equal value and continues to use its own match technical analysis system to adjust/improve the performance of its national teams.

In terms of Government protocol, Sport and Recreation South Africa as the department cannot contact the Legal Attaché of the United States of America's (USA's) Federal Bureau of Investigations, directly. It has been done via DIRCO. Ministry has already written to the Minister at DIRCO requesting her to solicit all the information and evidence that the USA Government purports to have in their possession. Further to this we have also interacted with Minister of Justice upon his receipt of the indictment from the USA government with the Legal Attaché of the United States of America's (USA's) Federal Bureau of Investigations, and agreed with the Minister of Justice that the matter be referred to the IMC on Corruption, DIRCO and Chairperson of Anti-Corruption.

The Minister has taken notice of the inequity in match fee payments amongst women's and men's national teams. The Departmental Review Committee with the Big 5 sporting bodies (Athletics, Netball, Football, Rugby and Cricket) seeks to address this matter amongst the many issues being looked into. The work includes specific support to support the National Women's teams, improvement of match fees, ring fenced funding for development and tournaments and professionalising the women's sport to attract sponsors. The situation is improving and various tailor made strategies are currently being implemented

The government's involvement in the Local Organising Commitee (LOC) has been through Various Cabinet resolutions endorsing SAFA's bid to host the 2006 and 2010 FIFA World Cup and also through its representation on the Board of the LOC by various former Ministers and Deputy Ministers. The Government of the Republic of South Africa had accepted and welcomed the Close out report of the Local Organising Committee as adopted and approved by its board. The highest concentration of Africans in the Diaspora, where Africans are also leading governments is not in the UK but the Carribean.
