REPLY

The Nelson Mandela Sport and Culture Day program took place on 22 November 2014 and as history has recorded this was an unprecedentedly huge project which involved a cross-sectoral array of various delivery partners and interest groups. Its scope was huge and so were the intricacies and dynamics that underpinned its success.

The process of coordinating and consolidating reports from the various partners and interest groups that were involved in its delivery is therefore currently underway and yet to be finalised. All the questions pertaining to this project will duly be responded to once that has been concluded and this pertain among others, to Parliamentary Question 2865.

(1) Whether he is aware that the non-profit company of SA Sports Confederation and Olympic Committee (SASCOC) indicated its dissolution in its 2014 financial statements; if so, (a) when did he become aware and (b) was he consulted before they submitted their dissolution;

(2) did he support the dissolution; if not, (a) why not and (b) did he engage with SASCOC in this regard; if so, what was the outcome of the engagements;

(3) what was the date that SASCOC filed for dissolution;

(4) was the specified dissolution in terms of the voluntary winding up provisions of section 80(2) of the Companies Act, 71 of 2008;

(5) (a) which organisation has now been recognised to replace SASCOC and (b) when was that recognition given? NW2575E

REPLY

(1) The Minister and the Department was fully aware that SASCOC was converting from an NPO registered in terms of the Companies Act to a Voluntary Association. a) He was aware since April 2013.

b) The Minister was consulted. The SASCOC membership took a resolution at its Special General meeting on 9th November 2013 to dissolve the NPO SASCOC as of the 31st March 2014 and adopted a constitution and the formation of SASCOC as Voluntary Association. The Assets and Liabilities of the NPO SASCOC will be transferred to SASCOC the Voluntary Association.

(2) The process and engagement was supported together with the formation of SASCOC as a voluntary association.

(3) SASCOC is currently engaged in the process of dissolution of the NPO as per its resolution taken at its Special General Meeting on 9th November 2013.

(4) The dissolution is in terms of the Section 80 (2) of the Companies Act, 71 of 2008.

(5) (a) and (b)

SASCOC as a body is still recognised as the macro sports body as per recognition dated 11 December 2007. The only difference is that it is no longer a Non Profit Company registered in terms of the Companies Act but a Voluntary Association governed by a constitution and compliant with the Olympic Charter and the Sport and Recreation Amendment Act of 2007

REPLY

As indicated in the response to Parliamentary Question 892, the SA Sport Awards project in all instances, the SA Sport Awards are delivered through a service provider appointed following an open, competitive bidding process.

The total contract value arising from this process is therefore an all-inclusive amount to the appointed contractor for the successful delivery of the entire project including all direct and incidental expenses linked to the project.

(2) (a) No entities reporting to the Ministry of Sport & Recreation SA contributed to the budget,

(1) What total amount has been awarded by the Sports Trust to the (a) Sisonke Gym, (b) National Sports Week in Bloemfontein and (c) National Sports Awards that will be hosted in 2014;

(2) (a) what were the criteria met by these projects to receive the support and (b) what is the current status of the projects?

(a) Sisonke Gym:

The total amount allocated by the Sports Trust for Sisonke Boxing Gymnasium project is R3,932,905.90.

(b) National Schools Sport Championship 2013 in Bloemfontein:

Sport and Recreation South Africa did not transfer any monies to the Sports Trust for the South African National Schools Sport Championship 2013 in Bloemfontein. The National Lotteries Distribution Board transferred an amount of R23 million to the Sports Trust in order for the Sports Trust to pay for the goods and services of the SA National Schools Sport Championship 2013 which was held in Bloemfontein.

(c) The South African Sports Awards 2014:

Sport and Recreation South African has not transferred any monies to the Sports Trust for the coming South African Sports Awards 2014.

The project was identified as one of the Ministerial Special Projects based on the following key considerations:

1. The engagement of SRSA with Sisonke can be traced back to 2011 when Ms. Noni Tenge became the IBF World Female Welterweight champion and the Minister had sought to applaud and recognize the outstanding achievement of this South African boxer in line with our strategy and stated policy objectives of supporting and promoting women in sport.

2. It was on 11 June 2011 at Carnival City, Johannesburg, when Noni 'She Bee Stinging' Tenge, the young, female boxer from the dusty streets of Mdantsane, made history by becoming the first ever, IBF Welterweight Female Champion of the World whilst concurrently also reigning as the WBO Champion of the World and WBO Intercontinental Champion of Africa.

What was most heartening about this young champion's success was the humble, rural settings that constitute her background, more especially the dilapidated, roof-leaking facility that served as her gym and honed her skills. Having looked at the sad state of that facility, the Ministry of Sport & Recreation SA saw a need to work on an integrated program that would serve to celebrate Noni Tenge's accomplishment whilst at the same time, outlining a Plan of Action that will address other immediate challenges facing boxing and sport generally, in Mdantsane, particularly the shortage and dilapidated state of facilities.

The commitment premised from an acknowledgement that if Sisonke Boxing Gym could produce the world's most domineering female force in boxing like Noni Tenge in its dilapidated state and within minimal support, then possibilities are endless if it were to be adequately supported. In actual fact, not only has it produced a female world champ but it has also produced many other accomplished boxers like Olympian and Commonwealth athletes such as Siphiwe Lusizi, Ayabonga Sonjica and Thulani Mbenge, who have also won Continental titles.

In recognition of that bitter reality at the centre of a historical accomplishment by an African Female Athlete, the Ministry of Sport & Recreation saw as highlighted above, a need for intervention. Key among issues to be covered by the Ministry's intervention Plan of Action was to work with the Buffalo City and the Province of Eastern Cape in renovating and refurbishing the Sisonke Gym in Mdantsane to enable it to produce more champions in the future. As a start, the Ministry contributed training equipment to the gym.

3. There was no credit made out to the Sisonke Boxing Club. However, since then, the Sports Trust as a partner of government has been requested to finalise all the necessary processes of ensuring the renovation and refurbishment of the gym. The Department has made a contribution to the Sports Trust to ensure that this becomes a reality.The project when completed would be benecial to the broader community of Mdantsane which is in dire need for public amenities.

National Schools Sport Championship 2013 in Bloemfontein:

The South African National Schools Sport Champions is a deliverable on the MoU signed between Sport and Recreation South Africa and the Department of Basic Education and the National Sport and Recreation Plan.

The South African Sports Awards 2014:

The South African Sports Awards is reward and recognition programme that is exposed in the National Sport and Recreation plan and is on the annual performance plan of the Department of Sport and Recreation South Africa.

Sisonke Gym:

All the preliminary project preparatory stages (concept development, designs and costing) have been finalized.

According to the Buffalo City Metropolitan Municipality requirements, public consultation through various media platforms had to be conducted. Notices were therefore placed on the newspapers for the public to indicate acceptance or rejection of the project, sub division and the zoning application. The closing date for public submissions was the 10th of November 2014. All indications are that there are no objections recorded to date.

National Schools Championships and SA Sports Awards:

The Sports Awards is an annual and continuous project the 2014 edition was held on the 30 November 2014 whilst the Planning for SA Schools Sport Championship is in earnest and will take place on the 10 – 16 December 2014.

(d) Managers attended Technical Meetings for their relevant sport, ensured that their athletes complied with all rules and regulations, liaised with the respective sports desks to arrange training, transport, etc. The Managers are the conduit between the General Team Management and the athletes. They were required to fill out daily report forms, arrange interviews through the press attaché, supply rooming lists for Doping Control, and ensure that all team members complied with the official athletes' agreement. Coaches were there to coach and train their teams/athletes.

(3) The contracting was done by the South African High Commission in London for and on behalf of SRSA. This was after comparing the suitability and availability of other venues in Glasgow. The services required were for (a) Venue Hire and Catering and the cost in British Pound Sterling were converted to South African currency was (b) ZAR 1 386 984.50 for the entire duration of the Common Wealth Games.

(c) (i) n/a- a reconnaissance visit to Glasgow was done by SRSA officials (Chief Operations Officer and Chief Director: Corporate Services) with assistance of the South African High Commission in London where 4 different venues were assessed (these were the only possible venues still available that might have suited the needs for Ekhaya

(ii) n/a

(d) "The Trades Hall of Glasgow" was considered the most suitable to the needs of Ekhaya Hospitality Centre.

SASCOC did also procure the (a) Venue Branding and Equipment and Freighting within the specifications of the Trades Hall with conditions that the branding and venue dressing had to protect, preserve and ensure damage free to the walls, floors, wooden plating and other building features. This made the venue dressing very costly, but this was mitigated by the largely affordable daily rate for renting the building itself. The other costs drivers were for the import duties on the freight of the exhibition and the storage fees in respect to all the cargo shipped to Glasgow and its return fare at the cost of (b) ZAR 5 940 000.00. The other companies that quoted SASCOC for the same scope of work was (c) (i) kings Function Hire-ZAR 9 690 000.00.

(d) SASCOC is an Association governed by its Constitution. It implements its own guidelines and processes in regard to the procurement of goods and services. This process is managed through a data-base of preferred service providers as and when the need arises. Such procurement requires quotations on costs for goods and services. These quotations are then assessed by SASCOC management, who subsequently make a final decision relating to the appointment of a successful preferred service provider.

Gym event and (ii) Gala dinner held at Emperor's palace is in respect of the

incidental expenses attached to the Minister's travel to and from these events,

i.e Wear & Teer on the vehicle as well as fuel. The total expenditure worked out

at the approved government rates applicable in January 2014 are;

1. The National Sport and Recreation Plan directed Sport and Recreation South Africa to prioritize Sporting Codes for Schools by year 2012, in order for these codes to be optimally supported and developed.

The following codes were prioritized: Athletics, Basketball, Boxing, Chess, Cricket, Football, Gymnastics, Goalball, Hockey, Netball, Rugby, Softball, Swimming, Table Tennis, Tennis and Volleyball.

2. Post the signing of the MoU in November 2011 between Sport and Recreation South Africa and Department of Basic Education in implementing Schools Sport Strategy. The respective Director Generals established a joint operational structure (Joint Task National Task Team) which comprises of SRSA and DBE officials, with a mandate of implementing and monitoring the implementation of the Schools Sport Strategy.

REPLY

(1) It is not necessary to introduce quotas for white and brown soccer players in the National team. The goal of the Transformation Charter is for all sport teams to represent the national and provincial demographic profiles of the country. Currently, football has a national team representation of approximately 80% Black African, 9% Coloured/Indian and 9% White, which reflects the demographics of the country.

(2) Minister will not force teams to field incomplete teams or to withdraw from meetings if there are no persons available to fill quotas. The onus is on the sport codes to achieve their own targets, which they are in process of presenting as a 5 year projection until 2018.

(3) Minister has not been informed of such cases where players have been ejected from national teams because of the colour of their skin.

(a) The Department of Sport and Recreation had provided and ring-fenced funds within the DORA Sport support and promotion Grant for the rural specific programmes. 40% of this grant is ring-fenced for School Sport and of this 50% should support rural schools. A new programme to support rural sport aptly called the Rural Sport Improvement Programme through which the Department provides sport equipment, sport attire and funding for hosting of rural sport tournaments under the auspices of the Traditional Leaders in rural communities has been instituted. Accordingly, the training of teachers as sport coaches has commenced for participating schools who have registered to participate in the National School Sport Championships League.

(b) The Department also working with several partners and provinces has been rolling out multi-purpose sport courts in rural schools with the provision to that they will be shared with communities with a heavy rural focus and bias.

(c) The Department has annually been supporting rural schools with provision of playing attire and sport equipment. This programme is continuous.

(1) The total number of people who constituted Team South Africa at the 20th edition of the Commonwealth Games held in Glascow, Scotland from 23 July -3 August 2014 was 280. This comprised of (a) 14 representatives of the sport confederation since the commonwealth games are a multi-coded sport event, (b) 187 athletes, (c) 36 coaches and (d) 30 managers.

(i) The Minister of Sport went to Glasgow to attend the Commonwealth Nations' Sport Minister's meeting and further to attend the official opening of the 20th Commonwealth Games at Celtic Park Stadium. The Commonwealth Nations' Sport Minister's Meeting is a Multinational platform for Sport Ministers representing 71 countries in total. (1)(i)(e) The Minister's delegation comprised of 3 officials, beings (i) 2 from the Ministry and (ii) 1 from the Department as well as (f) the Minister's spouse in line with the applicable prescript of Chapter 6 of the Ministerial Handbook.

(ii) Deputy Minister:- no guests

(iii) Director General:- did not attend the 2014 Commonwealth Games

(2) Neither the Minister nor the Deputy Minister stayed for duration of the games but for the limited time that the Minister and the Deputy Minister respectively stayed at Glasgow the hotel used was Blythswood Hotel and transport was provided by Little's Chauffeurs. Both these services were secured and paid for through the Confederation as it was recommended standardized Commonwealth Games offerings for Ministers in attendance. The airport transfers were arranged by the South African High Commission in London.

This Parliamentary Question cannot be responded to in the stipulated time frames because of the following reasons:

(i) The question requires the department to back as from 2010 and more time will be required to peruse files and specifically sift the information relevant to effectively respond to the question.

YES - SAFA has been in discussions with other broadcasters who expressed an interest in the available rights. In addition, SAFA is still in ongoing discussions with the SABC who are still under contract with SAFA.

(b) what were their financial offers or propositions:

Only one financial offer was received which was less favourable in terms of:

1. Financial reward offered,

2. The rights demanded by the broadcaster both within South Africa and on the rest of the Continent, and further called for

3. Reduced obligations on behalf of the broadcaster in terms of many key deliverables required by SAFA

(c) why did SAFA select Siyaya TV?

Reply: Why:

SAFA announced last year that it needed to look at new ways of generating revenue and because of historical disadvantages, SAFA until now has generated far less revenue than other sporting codes such as rugby and cricket. Clearly the negotiated broadcast rights fee was a key factor which distinguished Siyaya from the other potential broadcasters.

The Siyaya agreement is founded on a true partnership which is groundbreaking in many other key areas as well. "When government first called for expressions for digital terrestrial television (DTT), one of Siyaya's stated goals was that DTT should reach rural communities. This is very important to SAFA and its 341 Local Football Associations. Other key deliverables include:

• Commitment to Live Broadcast for All SAFA Senior National Teams;

• Guaranteed broadcast coverage for SAFA Leagues;

• Broadcast coverage of SAFA's Youth National Teams;

• Weekly Magazine program;

• SAFA Awards dinner and other events coverage;

• Territory;

• IP Rights retained by SAFA; and

• Minimum production standards and minimum number of matches to be produced

According to the information provided by the federation, no SAFA employee or NEC member will receive a commission for the Siyaya agreement. Whether he is aware that the National Lottery Fund paid R4,8 million in December 2013 to the SA Football Museum; if so, what amount was found to be (a) unauthorised, (b) irregular and/or (c) fruitless and wasteful expenditure?

REPLY

The Minister is not aware of any grant made by the National Lottery towards a football museum. The information also obtained from SAFA indicates that it too, has no knowledge of a grant of R4,8m made by the National Lottery Fund to the SA Football Museum. Further, SAFA has no relationship with an entity named 'SA Football Museum'.

REPLY

1) SAFA does not have a plan at this time to establish a sports museum. SAFA received a proposal from a private entity 3 years ago to endorse the establishment of a football museum, but elected not to endorse the project in the format it was presented at the time. Since then, SAFA has not engaged in any discussion about the establishment or endorsement of a sports museum.

2) SAFA has no knowledge of a grant of R4,8m made by the National Lottery Fund to the SA Football Museum. SAFA has no relationship with an entity named 'SA Football Museum'.

REPLY

(1) The amount budgeted by for the 2014 South African Sports Awards is R20 million.

(2) The department is in the process of determining the final budget breakdown which will include, securing the venue, masters of ceremonies, local musicians, catering, flights and accommodation for nominees, marketing and advertising, branding, trophies, coffee table book, launch of the award event, announcement of nominees event and management fees.
