    The Minister of Sport and Recreation has not met swimming authorities (Swimming South Africa) to specifically discuss the lack of sponsorship for the swimming team. However, he has held a discussion on this matter over the phone with them.

    The Minister however held Business Briefing sessions with the private companies identified as potential sponsors. The aim was to firstly share with them the vision for sport and secondly to lobby them to support South African sport. The Minister has also held a discussion with the former sponsor of Swimming SA, Telkom.

    (1) Whether he has been informed that Athletics SA has halted all short courses for athletics training that are offered at tertiary institutions; if not, what is the position in this regard; if so, what was the reason for this decision;

    (2) whether these short courses will again be offered at tertiary institutions in light of the shortage of athletics coaches; if not, why not; if so, what are the relevant details;

    (3) whether any alternative measures will be instituted in order to expand athletics training; if not, why not; if so, what are the relevant details?

    MINISTER OF SPORT AND RECREATION SA:

    (1) No, the Minister has not been informed about this. However, information received from Athletics South Africa indicates that Athletics South Africa has not halted all short courses for athletics training that are offered at tertiary institutions.

    Athletics South Africa is busy working with the IAAF to align its coaches' education system with the international one (and one which will be in line with the national coaching framework). All that was stated is that until the new system is in place, no course should purport to be official Athletics South Africa course. If the old, dysfunctional, system continues while a new one is in place, it will mean that people will have 'official' qualifications which do not measure up to the new standard.

    (2) and (3) The institutions which have queried this have been advised that they can continue with their academic programmes and when the new system is in place equivalent qualification recognition will be considered. If the courses on offer are of an acceptable standard and cover the same material, they will be given recognition. If not, they are clearly not up to standard and probably should not have been offered in the first place. This was clarified again to the institutions at a meeting of USSA Athletics in September.

    The original communication sent to members of ASA was:

    "Athletics SA has been in extensive discussions with the International Association of Athletics Federations about revising the South African coaching qualifications framework. The agreement is that we need to follow the IAAF model, but adapt it to local circumstances.

    Currently we are in discussion as to how to adapt the IAAF Level 1 and 2 courses so that they can be offered in modules instead of as one entire course (10 days for level 1 and 14 days for level 2). It is hoped that agreement will be reached soon and the training of level 1 and level 2 instructors can commence in the near future.

    As soon as we have agreement on the format of the courses and we have arranged for dates for the training of instructors, we will communicate this to the members of Athletics SA.

    We ask for patience and understanding from all members while this process is continuing, as we want to get the process right and ensure that we follow the correct IAAF protocols, so that South African qualifications will be recognised by them.

    In the meantime, we request that members do not offer courses purporting to award official certificates. There is no problem with introductory courses or seminars being hosted, but they cannot be labelled as being official Athletics SA courses.

    We hope to be able to communicate the detailed plan to members within the next couple of weeks."

    QUESTION 2537 FOR WRITTEN REPLY IN NATIONAL ASSEMBLY

    MR G P D MAC KENZIE (COPE) TO ASK THE MINISTER OF SPORT AND RECREATION

    What

    (a) are the reasons for the SA Football Association (Safa) reporting an operating loss of R56 million, given the amount of sponsorship the Premier Soccer League (PSL) receives and

    (b) factors contributed to this state of affairs?

    MINISTER OF SPORT AND RECREATION SA:

    (a). Although the Premier Soccer League is a "Special Member" of the South African Football Association, it has its own governance structures, generates its own revenues, and runs its own administration. Given that it is the Professional League in the country, it is able to command significant broadcast and sponsorship revenues for itself. SAFA, on the other hand, has to generate its revenues primarily from Bafana Bafana and Banyana Banyana, and this must be used to fund nine national teams, four leagues (three of which are separately sponsored), and all of football development in the country. The PSL gives SAFA an annual grant of R7m out of its television funding.

    (b). SAFA's loss this year can be attributed to the following:

    · The difficulties in renewing their broadcast sponsorship and the consequent delays in renewing other key sponsorships.

    · A cost base that was created during the World Cup years, that needs further significant reduction.

    · A contracting sponsorship market due to tough market conditions.

    This loss includes non-recurring losses from the impairment of assets of R15,9m, additional depreciation of R7m from increase in their vehicle assets, and a R6m provision for loss in Afcon 2013 LOC incurred until June 2012. The loss from their core operations was therefore R27,6 million, which was incurred through a full programme of all our National teams, including the Olympic preparations for our Senior Women's National Team, and an increase in investment in football development and competitions. SAFA were able to reduce their operational costs through cost containment measures, and intend to intensify these going forward.

    SAFA had hoped to achieve revenue targets last year of R340m, based on the renewals of their key partners, ABSA and SAB, and the signing of new broadcast deals for both free to air and pay television. These renewals were delayed due to the difficult negotiations on the sale of the Broadcast rights. They were able to conclude a significantly improved free to air broadcast package with the South African Broadcast Corporation (SABC), but have not as yet finalised a pay television deal.

    The failure of the men's Senior National team to qualify for the African Cup of Nations in 2012 also negatively impacted these negotiations. Both ABSA and Castle have now renewed their sponsorships, but at lower than anticipated levels. Going forward, SAFA have plans to make up this revenue with other sponsors and other funding sources through a new sponsorship structure for the Association.

    The Association has commenced a restructuring process in response to difficult market conditions and a high cost structure which was the result of an intensive preparation programme for the 2010 FIFA World Cup. It has adopted a two-pronged approach, that is, raising additional funding and reducing and realigning costs to funding.

    The Association has received an unqualified audit from KPMG, and has demonstrated that it remains a going concern. It is currently going through significant restructuring to create a reduced and sustainable cost base, and new and innovative measures to generate funding for football development are also now in place.

    QUESTION 2525 FOR WRITTEN REPLY IN NATIONAL ASSEMBLY

    (1) What are the reasons for not assigning a sporting code to golf;

    (2) whether there are plans in place to assign a sporting code to golf, especially in light of its inclusion in the 2016 Olympic Games; if not, why not; if so, what are the relevant details?

    MINISTER OF SPORT AND RECREATION SA:

    1. Golf is a recognized sporting code.

    2. Sport and Recreation South Africa recognizes and works with the South African Golf Association (SAGA) on all matters relating to Golf. SAGA is the governing body for amateur golf in South Africa formed by the unification of the South African Golf Union (white) and the South African Golf Association (black) in September 1992 to form the South African Golf Federation. In 1997 the name was changed to the South African Golf Association.

    The SAGA in conjunction with Women's Golf South Africa (WGSA) is responsible for controlling and administering the Handicapping System for all affiliated golfers in the Country. The Association arranges international events for representative teams and awards National Colours to those participants. SAGA also works with the other golf bodies as identified below:

    2.1 WOMENS GOLF SOUTH AFRICA (WGSA)

    Womens Golf South Africa is the controlling body of Amateur Womens' Golf. Its purpose is to co-ordinate the activities of women golfers and to ensure the maintenance of the traditions of amateur golf as defined in the Rules of Golf. It also promotes, advances, encourages and fosters the game of golf in the interests of its members and their players.

    2.2 SOUTH AFRICAN GOLF DEVELOPMENT BOARD (SAGDB)

    South African Golf Development Board is a Section 21 Company whose aim is to provide free coaching and practice equipment, nurture elite players by sponsoring equipment, club fees and competition participation as well as to make facilities more accessible.

    2.3 THE PROFESSIONAL GOLFERS ASSOCIATION OF SOUTH AFRICA (PGA-SA)

    The Professional Golfers Association-South Africa is a member's organization of over 436 qualified Golf Club Professionals. It exists to promote interest in the game of golf. It also trains and services golf professionals whose principal aim is to offer professional service to amateur golfers at a club, driving range, or other golf establishments.

    After the FIFA World Cup, however, the FIFA World Cup Organising Committee, as approved by FIFA, purchased 79 cars, 53 X 22 -seater Sprinter buses and 35 luxury coaches as a legacy of the World Cup. The cars and sprinter buses were allocated to the 53 SAFA regions to serve their transport needs, as this is one of the critical development needs for football.

    The 35 luxury coaches are still in the care of SAFA. SAFA is about to sell 24 of these buses and retain 11 to serve its operational needs.

    The expenditure was as follows:

Furthermore an Audit Committee through i t s Chairperson writes a bi-annual report, to the Minister reporting on the responsibilities of the Audit Committee which includes amongst others:

    1 a) the SASCOC Board met on Tuesday, 15 November 2011 at which the impasses on the sport of Powerboat South Africa was discussed after submission by the Chair of the Transformation, Ethics and Dispute Resolution Commission. The Board resolved unanimously as follows:

    1. That PSA be placed under administration with immediate effect of receipt of this letter.

    2. The Mr Kobus Marais as a member of the SASCOC Board has been appointed as administrator.

    3. Mr Kobus Marais shall report to the SASCOC CEO directly on all matters affecting PSA and its affiliates, and consult with the Transformation, Ethics and Dispute Resolution Commission where necessary.

    4. The following is Mr Kobus Marais terms of reference:

    a. That he shall convene all meetings of Powerboat South Africa, South African Pleasure Boat Association, Junior Powerboat Racing Association, South African Inflatable Boat Association, F1 Association and SA Jet Ski Association.

    b. That he will structure all the above mentioned disciplines to comply with SASCOC's requirements including calling and conducting AGM's.

    c. That he will ensure all scheduled events take place and its fully compliant.

    d. A forensic audit be conducted into the finances of Powerboat South Africa, South African Pleasure Boat Association, Junior Powerboat Racing Association, South African Inflatable Boat Association, F1 Association and SA Jet Ski Association in consultation with the offices of SASCOC.
