(1)        No, the United Cricket Board of South Africa is not fully dissolved as it has been restructured to become Cricket South Africa.

(a) The funds were received for cricket development purposes.

(b) The funds have already been used. The Talent Acceleration Program, Hubs, Rural development, Colts, Future Cup and Women Advancement programmes were beneficiaries of such grants.

  1. No, the Minister is not aware of SA Sports Confederation and Olympic Committee’s intention to terminate the membership of the SA Equestrian Federation.  According to the SA Sports Confederation and Olympic Committee the Board has not taken any such decision to terminate the membership of the SA Equestrian Federation.
  1. According to the SA Sports Confederation and Olympic Committee they have been advised that there is a dispute between the Equestrian disciplines relating to the constitution and the powers of the individual disciplines.

The SA Sports Confederation and Olympic Committee has indicated that on the information they have received from the National Federation, there is an acting president, Mr Johann Koorts; however the National Federation will be holding a Special General Meeting to amend their constitution and elect

QUESTION NUMBER 1369

1369. Mr D Bergman (DA) to ask the Minister of Sport and Recreation:

1)       Whether he has seen the new transformation policy for the SA Rugby Union and has found the policy to be sound;

(2)      whether he has seen the new transformation policy for Cricket South Africa and has found the policy to be sound;

(3)      is it his position to push for quota-based transformation policies in the (a) rugby and (b) cricket sporting codes?         

 

REPLY

1) and 2).  Both rugby and cricket (including all other federations) have signed and adopted a multidimensional national Transformation Charter. This charter has also been adopted by the entire sport movement.

The charter describes a scorecard based transformation framework comprising seven dimensions. Performances levels in each of the dimension ions are monitored annually by the independent EPG commission who makes recommendations to the Minister including changes in targets to be set for each dimension

PARLIMENTARY QUESTION NUMBER 1369

3). A MOA has been entered into with rugby, cricket, football, netball and athletics all of whom who have undertaken to implement the findings and recommendations of the annual EPG audit in each one of the charter dimensions. Performance in each of the dimensions over the next 4 years have been forecasted by codes and will be monitored annually by the EPG.

The MOA forms the basis of the relationship between the federations and the minister with respect to transformation.

  1. The Minister met once with Minister Nene on the 20 July 2014, the meeting referred the matter to COGTA and Inter-Ministerial Committee on Nation Building and Social Cohesion for further discussion.

REPLY:

  1. No, the department or the entities reporting to him does not provide any sponsorship deals. Neither the Sport and Recreation Act, the Boxing Act or the South African Institute for Drug-free Sport Act, nor any of the policies of the Department empower the Minister do provide sponsorship.
  2. (a) Yes – The one entity reporting to the Minister of Sport and Recreation, namely Boxing South Africa, has applied for sponsorship for the 2015-16 financial years.

(b) No, the Department’s entities do not have any sponsorship deals intended for the 2016-17 years.

  1. Boxing South Africa has applied for funding with the National lottery       distribution fund.
  2. This sponsorship deal is meant to cover the costs of a programme on the development of Women’s Boxing.

(1)  (a)The Organising Committee of the Commonwealth Games, which hosts 17 codes of Sport, held in Glasgow in 2014 estimated that   the 2014 Games would cost   £ 575 Million.

(b)The Games were delivered successfully within budget. The final cost of the Games cost   £543 million, £32 million less than the agreed budget in November 2013.

 

(2)   The initial budget for the 2010 World Cup Soccer bid was (a) R8.4billion and (b) finally R13.5 billion was spent due to cost escalations.

(b)  The finalisation of processes for approval is under way and the matter will be brought before the Portfolio Committee of Sport and Recreation.

 

(2)  No financial impact assessment was undertaken; however an economic impact assessment was undertaken.

(a) (i) (ii)  Consultation is in progress to ascertain the costs and the estimated total costs for preparing for the Games and hosting the Games.

(iii) South Africa is at the bidding stage of the Games and any maintenance and post games costs will be determined once the bid is awarded and structures are in place to deal with these matters.

(b) At this stage it is premature to determine these costs as the process is still at a bidding stage and these costs can only be determined once the host city is announced, appropriate structures are in place, the full scope of work is known, items to be procured and the concomitant budget is available.

 

(3) (a) [1]The Games are estimated contribute to the GDP as follows:

Directly: R 5.8bn  

Indirectly: R3.3bn

Induced benefits: R1.9b.

  1. (a) (i) None – all athletes were paid for (ii) Seven (7) athlets where in breakaway Athletics South Africa did their own bookings and they were reimburseed by SASCOC. The reimbursement was paid to ASA as per procedure in October 2014. This affected the seven (7) athletes in this position. Nie (9) athletes that were also breakaways were reimbursed through their claims as part of the OPEX programme. Three (3) went as part of the overall team and their bookings were done in Team SA delivery.

  1. Yes the case of Jan Blignaut vs Athletics South Africa has been setled
    1. Judgment was given in favour of Blignaut in the High Court, Pretoria, Directing ASA to pay the amount of R10, 402, 106.94 together with interest and cost to Blignaut.
    2. Last year on the 16th September 2014. This was to be an immediate payment as stated on the day of court order.
  2. However, only R200, 000.00 was paid, as a mark of good faith, in the hope that a satisfactory and affordable settlement could be negotiated and a counter proposal for settlement has been submitted to Blignaut’s sttrney and his response is awaited.

The Minister does not have a technical team advising him on football matters, he has however directed the Department of Sports and Recreation South Africa to commission a technical report on the performance of the Senior National Footbal Men’s Team at the African National Cup and to make recommendations on how to improve the performance by utilising the normal procurement process of the department.
