Reply:

The Prevention and Combating of Trafficking in Persons Act 7 of 2013 (TIP Act), comprehensively and holistically addresses the scourge of trafficking in persons. It came into operation on the 9th August 2015.

The TIP Act allocates the responsibility to compile data on incidents of human trafficking involving women to the following Departments:

  • Justice and Constitutional Development
  • South African Police Services
  • Social Development
  • Health

I would recommend to the Honourable Ms. Marchesi to redirect her questions to the relevant departments for further information.

Reply:

  1. The department’s Annual Performance Plan of 2015/16 indicates that, in this financial year, the Department will develop intervention plans for girls’ and young women’s access to STEM fields, and that from 2016/17, the target is to enable 2000 girls and young women to access STEM fields per year.

      (a) Funding sources for this intervention will be the private sector, NSFAS and various partners.

      (b) There are no projected funding figures as the project depends on sponsorships from the private sector, and partners.   

    2.  As we are aware that these students are sponsored mainly by the private sector, getting employment is guaranteed by the sponsor.

(1) In light of the strategic plan of her Ministry that was presented in July 2014, which included ensuring that 60% of women occupy senior management positions, producing four quarterly reports and running four anti-corruption initiatives during the year, has she achieved all the specified targets; if not, why not; if so, what are the relevant details; (2) (a) what is the rationale for running four anti-corruption initiatives in her Ministry and (b) could this suggest that corruption in her Ministry is so rampant to an extent that four anti-corruption units should be established?

Reply:

  1. According to the revised Strategic Plan and Annual Performance Plan of the department the target of women who occupy senior management positions was set at 50%. As at 31st March 2015, the actual performance against this target was 85.8%.
  2. (a) In terms of a 2003 Cabinet decision, all departments are required to have minimum anti-corruption capacity (MACC) requirements in place. It is therefore a government policy and not any suggestion of a rampant corruption in the department.

Reply:

Government has adopted a multi-sectoral approach to addressing Gender based violence which includes the department as well as the Justice Crime Prevention and Security cluster departments under the leadership of the Department of Social Development. This multi-sectoral approach takes into account existing policies, strategic plans, relevant legislation and is focused on implementation of the Integrated Program of Action on Violence Against Women.

The government has also established an Inter-Ministerial Committee on Gender Based Violence which takes into account violence against all women and children regardless of their sexual orientation and geographic location. The government Programme of Action on Violence against women and children requires that communities are engaged which would be in urban, peri-urban as well as rural area.

This target is being revised to align with the Cabinet-approved government plan of action on ehm1nat1on of violence against women and children "Integrated Programme of Action: Violence Against Women and Children'', led by the Department of Social Development, and no further work on the part of DoW on this target will be done. The Department's APP is being amended accordingly to focus on the actions that the Department of Women is responsible for.

(1) With reference to the reply of the Minister of Communications to question 1031 on 27 November 2014, what was the total amount that (a) her department and (b) each of its entities (i) spent on and/or (ii) budgeted for advertising for each month between 1 January 2013 and 31 July 2014, excluding expenditure transferred through the Department of Communications for advertising; (2) does such figure for each month represent the (a) total value of advertising that appeared in the media in that month, (b) amount paid in that month for advertising that may have appeared previously or (c) amount paid in advance for advertising that appeared at a later date; (3) in each specified case, what amount did (a) her department and (b) each of its entities spend on advertising in (i) print, (ii) radio, (iii) television, (iv) online and (v) outdoor; (4) in each specified case, what is the breakdown of advertising by (a) her department and (b) each of its entities in terms of (i) name of and (ii) amount spent on each (aa) publication, (bb) radio station, (cc) television station, (dd) website and (ee) billboards location in each province?

Reply:

The Department of Women is a new department which has just been established. It is for this reason that the question is not applicable to it.

The Department of Women is still in the process of establishing its own systems and processes that will enable it to gather, capture, store and use such data as one of the tools to curb violence against women in our society.

Reply:

Chapter 4, clause 15.3 of the SMS Handbook guides the awarding of bonuses to SMS members while the DPSA Employee Performance Management and Development System Framework (for levels 12 and below) guides the awarding of bonuses to levels 12 and below. In terms of clause 9.5 of this framework, departments must not spend more than 1.5% of their remuneration budget for bonuses.

The information requested will be available in Annual Reports once these are tabled in Parliament.
