· United Nations Commission on the Status of Women: 01 – 15 March: Travel for two officials to New York at a total cost of approximately R284 000 for flights, a accommodation, ground transport and S&T. This meeting reviewed the 15 years of implementation of the Beijing Platform for Action.

· African Union Meeting: Kenya: Travel for one official at a total cost of R80 000 for flights, accommodation, ground transport and S&T. This meeting is the periodic Meeting of Ministers for Gender/Women's Affairs

· SADC Meeting on Protocol for Gender and Development: DRC: Travel for one official at a total cost of R57 000 for flights, accommodation, S&T and ground transport. This meeting reviewed the SADC Protocol on Gender and Development

· Commonwealth Meeting: Barbados: Travel for one official at a total cost of R280 000 for flights, accommodation, ground travel and S&T. This meeting focused on the midterm review of the implementation of the Commonwealth Plan of Action on Gender Equality and Women's Empowerment. South Africa also presented a paper on an Inclusive Macroeconomic Framework.

· The costs for five departmental officials in the entourage of former Minster Noluthando-Mayende Sibiya in the Ministry for Women, Children and Persons with Disabilities to the 3rd Conference of States Parties on the Convention on the Rights of Persons with Disabilities to New York on 31 August – 5 September 2010 was:

Cost for the Flight per persons: R90 800.36 x 5 = R454 001.80

Cost for hotel accommodation per persons R18 824.27 x 5 = R94 121.35

Total: R548 123.15

The following was achieved from the 3rd Conference of States Parties:

Participation and information sharing about South Africa's policies, programmes and evaluation measures to promote the full and equal participation of persons with disabilities. Information sharing on how we evaluate progress and measures in place for implementation gaps.

The then Minister for Women, Children and Persons with Disabilities, Hon. Ms. Noluthando Mayende-Sibiya co-chaired one session with H.E Prince Raad Bin Zeid al –Hussein of Jordaan on Inclusion and the right to education (article 24 of the CRPD).

South Africa read statements on:

· Inclusion and the right to education (article 24 of the CRPD). This particular session was co-chaired by Bureau members of whom South Africa is a member.

· Inclusion and living independently in the community (article 19 of the CRPD)

· Persons with Disabilities on Situations of Risk and Humanitarian Emergencies (article 11)

a. The actual expenditure report received from Presidency is reflecting a balance of R59 889 580. This amount includes total transfers to CGE of R31 993 000. Therefore actual expenditure for the department is R27 896 580 as at 31 October 2010. If we do a straight line budget for the remaining period of 5 months, the department will have a shortfall of R164 709.

b. Cost cutting measures on goods and services will be put in place.

With reference to the National Indaba on Ritual Killings hosted by her department on 22 March 2010, (a) how many children have been the victims of ritual killings in the past five years, (b) what are the relevant details regarding the policy that was formulated at the Indaba to address this issue and (c) what are the names of all the traditional practitioners and other stakeholders who attended the Indaba? REPLY

The National Indaba on Ritual Killings was triggered by the slaying of a young girl Masego Kgomo, from Soshanguve. The body parts of the deceased were missing and believed to have been used for muti purposes by certain inyangas. Through this and other ritual killings, there is a public perception that there are inyangas who kill people, or find criminals to do so and then use their body parts to make muti.

The main aim of the meeting was to initiate a discussion around human body mutilation and ritual killings of women and children. The objective is to find a common way of protecting these vulnerable groups. In this way, the government would be in a position to address the root causes of the killings and the other factors that encourage such crimes. The second, important aim of the meeting was to understand the reasons behind the perception that muti made out of body organs (parts) is more effective than herbal muti. We have learnt that, when people, including children are found killed the cases are reported as murder. The SAPS recording system does no distinguish between murders based on ritual killings and other forms. This prompted a suggestion during the Indaba, which requested the Department of Health to determine a mechanism of recording these cases, so that we may be able trace whether a murder case is related to ritual killing or not. For now, there are no statistical data on the number of children who have been victims of ritual killings in the past five years.

The National Indaba on Ritual Killings did not discuss a Policy. We only came out of the Indaba with critical resolutions. The following important agreements were reached at the Indaba:

· The setting up of structures and task teams inclusive of members of the House of Traditional Healers, to facilitate the development of sustainable strategies and action plans;

· The above-mentioned teams, together with SAPS will develop protocols for capturing data, disaggregated in terms of gender, race, province and specific crime;

· The departments of Police and Justice's officials will be capacitated to understand witchcraft-related crimes, especially ritual killings;

· There will be strict and close monitoring of all reformed and existing legislation pertaining to violence against women, children and persons with disabilities;

· Campaigns to end harmful practices affecting the vulnerable groups mentioned above will be strengthened;

· Traditional Institutions should educate members of the community of the difference between Traditional Healing and Witchcraft;

· Indabas should be replicated at the Provincial level for the involvement of the broader communities;

· The Human Tissue Act will be supported by additional legislation to deal with those who buy body parts;

· The Department of Women, Children and Persons with Disabilities will work with relevant Departments, i.e. Health, SAPS, Social Development, Justice etc. and all stakeholders to raise awareness;

· Traditional Healers are requested to refrain from inciting violence by declaring that certain people are witches;

· An intense research will be conducted to understand what other people benefit for using medicines derived from body parts as opposed to those derived from plants, as an example;

· The findings will help in the development of the Action Plan and to transform data capturing.

We have attached a list of traditional practitioners and other stakeholders who attended the Indaba.

(1) With reference to the establishment of a departmental reporting hotline, (a) when will it be in place and (b) what will be the cost of implementing this hotline within her department?

(2) (a) How many complaints have been referred to her department by the presidential hotline, (b) what is the nature of the complaints which are referred to her department and (c) how many of these complaints have been resolved? NW3392E

REPLY

(1) (a) The department has identified the need for the establishment of a departmental reporting hotline in the foreseeable future, to attend to complaints lodged by the public to its three Branches and sectors, namely; women, children and persons with disabilities. Currently, the department gives referrals to the public from the Presidency hotline, to the government departments. The department makes follow-up on individual cases/complaints over a two-week period to ensure that these cases are indeed attended to.

(b) The department is not in a position yet to provide the cost implication of implementing this hotline. However, the department intends to consult widely with SITA and other service providers, to establish the exact cost of such a hotline project.

(2) (a) As from July 2009 to December 2009, there were 17 complaints, concerns and queries referred from the Presidential hotline to the branch for the Rights of Persons with Disabilities, related specifically to disability. For the period January to 27 September 2010, there were 78 complaints, concerns and queries referred, which is a total of 85 complaints for the period July 2009 to 27 September 2010.

(b) The nature of the complaints referred may be classified into the following general categories, namely:

i. Employment, entrepreneurial opportunities and discrimination in the workplace;

ii. Further education and bursaries;

iii. Accessible transport;

iv. Residential facilities;

v. Assistive devices;

vi. Funding needed for NGOs;

vii. Special schools;

viii. Information regarding education, skills development, learner-ships etc;

ix. Housing;

x. "Walk ins" i.e. people walking into the office to lodge complaints during the period July 2009 to September 2010; and

xi. Social grants

Whether the Government has any system in place to facilitate formal enquiries into all child mortalities in instances where it is (a) known or (b) suspected that a violent act was a contributing factor to the death of the child; if not, why not; if so, what are the relevant details? NW3306E

REPLY

The analysis on the trends in child mortality is hampered by lack of up-to-date empirical data. The vital registration data from Statistics South Africa indicates that, the annual number of death for children under the age of five has increased by more than 65% in the last decade. It is difficult to determine the causes and the extent to which this may be attributed to an improvement in the vital registration data, or not.

The estimates from the National Burden of Diseases Study reveal that, there are three major killers of children under the age five, namely, the prevalence of the HIV/AIDS pandemic; neonatal causes; and childhood infections such as pneumonia and diarrhoea. These are mostly either preventable diseases or treatable conditions.

In the foreseeable future, the department plans to announce the results of a Study on child killings, which was done in collaboration with the Department of Correctional Services.

The results of this study will enable the department to determine the other causes of child killings better, especially on the presumption that a violent act was a suspicious contributory factor to the death of the child.

It is critical to clarify that, the Deputy Minister of Home Affairs launched the Hotline in 2008. The Films and Publication Board launched the Anti- Child Pornography Campaign prior to the kick-off of the 2010 FIFA World Cup tournament.

In terms of the internet hits, for the period 01 June to 31 August 2010, a total number of 1, 300 hits were recorded and it is a sizeable response which we are hoping will increase. The scenario shows that, awareness is highly heightened and we commend the good work done by the Films and Publication Board and other relevant stakeholders, in this regard.

Response

(a) The Department for Women, Children and People with Disabilities invited His Excellency, the President, Mr. Jacob Zuma, to be the key note speaker at the National Women's Day commemorative event in ABSA Stadium, East London. The Department also extended the invitation to members of Parliament and other dignitaries as well as spectators. All expenses for accommodation of the President, Members of Parliament and other dignitaries were covered by the organisations / departments in which they are employed and no funding was therefore provided for by the Department for Women, Children and People with Disabilities in this regard. All provincial delegates who needed to be accommodated were paid for by the respective provinces. The Department did not fund this as well.

(b) The names and locations of the establishments where the above mentioned attendees were accommodated is not information that the Department for Women, Children and People with Disabilities would be in possession of, as no such procurements were done by the Department itself.

(1) (a) Which ministries and committees were involved with the planning and arrangements for the National Women's Day event at the Absa Stadium in East London on 9 August 2010? (b) what was the total cost of hosting the event and (c) What (i) is the breakdown of expenditure and (ii) was the cost of (aa) catering for the event and (bb) bus and taxi transport to the event?

(2) How many buses were made available to transport (a) members of each political party and (b) supporters of each political party?

(3) What are the names and locations of the areas from which spectators of the event were sourced and (b) how were these spectators (i) identified and (ii) invited to the event?

Response:

1. (a) The preparations for the commemoration of National Women's Day on 9th August 2010 was coordinated by the Department for Women, Children and People with Disabilities under the lead of the Minister who was mandated to deliver on this function. The event was scheduled to take place in East London, in the Eastern Cape. As such the department collaborated with the Eastern Cape Premier's office, the provincial Departments of Social Development, Sports, Recreation, Arts and Culture in the Eastern Cape and the Eastern Cape Women's Caucus (multiparty).

(b) The entire event cost R5, 523, 259.90 million and was jointly funded by the Department for Women, Children and People with Disabilities and the Eastern Cape. The DWCPD contributed R4.5 million rand to the total cost.

(c) (i) The breakdown of expenditure as provided for by the Eastern Cape is as follows:

· Accommodation: R 69 765

· Entertainment and Arts and Craft Exhibition: R 252 811.30

· Transport and mobilization: R 2 111 586.63

· Catering: R 2 114 210

· Communication and Publicity: R 149 298

· Logistics: R 895 354

(2) Buses from the following provinces were available to transport delegates of all political parties

· Free State: 15 buses at their own cost

· Gauteng: 10 buses at own cost

· Limpopo: 1 bus at own cost

· North West: 3 buses at own cost

· Eastern Cape: approximately 85 buses from total budget

(3) Majority of the spectators were mobilised from the Buffalo City municipality, where the event was held. However, all districts of the province were catered for transport.

Spectators were sourced through publicity and mobilisation means as well as through the multiparty women's caucus representatives; Provincial OSW, through door to door campaigning especially in the areas surrounding the ABSA Stadium. Official Invitations were also sent out from both National and Provincial offices.

(1) How many Thuthuzela centres have been built during the period 1 April 2010 up to the latest specified date for which information is available?

REPLY

(1) The Honourable Member should note with acknowledgement that, so far, the government has made sizeable progress in terms of the establishment of Thuthuzela Centres. During the period 01 April 2010 to date, no new centres were established, except to mention that, four centres which are already established will be fully operational in due course, in the period before the end of the current financial year. The four mentioned centres are in the areas:

a) Rustenburg in the North West, which is 75% operational;

b) De Aar in the Northern Cape;

c) Springbok in the Northern Cape which are also 75% operational, and

d) Kuruman in the North West which is 53% in operation.

Over and above that, there are few centres which are still in the process of being established, with the aim of being completed before the end of this financial year.

These are centres which will be situated at the Provinces of the North West, Limpopo, Kwazulu Natal and the Eastern Cape.

(2) With regard to the funding of the Thuthuzela Centers, so far the South African government has been receiving funds from the two organisations, the Danish Embassy and the USAID

The CGE did not collaborate with Statistics SA, because the CGE is currently undertaking its own Millennium Development Goals (MDG) Report, which will draw some information from the Statistics SA report.

The CGE MDG's report will be finalised at the end of August 2010.
