Waters, Mr M to ask the Minister of Water and Sanitation
With reference to the reply of the Minister of Environmental Affairs to question 1999 on 29 June 2018, has his department conducted any water quality tests of any water bodies in the Ekurhuleni Metropolitan Municipality (a) in each of the past five financial years and (b) since 1 April 2018; if not, what is the position in this regard; if so, (i) what are the details of the findings in each case and (ii) will he furnish Mr M Waters with copies of each report?
Reply:
a) Yes, the Department has conducted water quality tests in the catchment of Ekurhuleni Metropolitan Municipality as part of national monitoring programmes for the past five financial years. The national monitoring programmes are:
- National Eutrophication Monitoring Programme (NEMP)
- National Microbial Monitoring Programme (NMMP)
- National Chemical Monitoring Programme (NCMP)
The catchment of Ekurhuleni Metropolitan Municipality has five (5) sites that are monitored for National Eutrophication Monitoring Programme, two (sites) for National Microbial Monitoring Programme and one (1) sites for National Chemical Monitoring Programme (NCMP).
The eutrophication sampling points are in the Civic Lake, Homestead Lake, Kleinfontein Lake, Blaaupan Lake and Victoria Lake. The microbial sampling points are in Blesbokspruit and Kaalspruit rivers. The chemical sampling point is in Leeuspruit River.
(b)(i) Since 01 April 2018, the position is as follows:
NEMP: Currently, in relation to eutrophication status; water quality has deteriorated to poor quality due to increasing nutrient levels. Victoria, Blaaupan and Homestead Lakes have an oligotrophic status denoting a system that is low in nutrients and not productive in terms of aquatic animal and plant life. The water quality is suitable for full contact recreation.
Kleinfontein Lake: has hypertrophic status which is a system with serious water quality problems due to high nutrient levels. The quality in Civic Lake has declined from mesotrophic to eutrophic status which is a very productive system with increasing signs of water quality problems.
The water in both lakes may pose severe nuisance conditions when used for full contact recreation due to algal scum. The composition and health of the fish population may be affected by these high algal numbers.

The increasing nutrient levels (phosphates and nitrates) observed at Blaaupan, Homestead, Civic and Kleinfontein Lakes has the potential to further deteriorate water quality. The sources of pollution within the Ekurhuleni Metropolitan Municipality (EMM) include industrial effluents, sewage treatment works, agriculture, storm water runoffs and mining operations
NMMP: The microbial data collected indicates that the resource water in the Blesbokspruit and Kaalspruit River are not suitable for consumption without limited treatment and posed a high risk of infections when consumed untreated. The water showed low to medium risk when used for irrigating crops and full contact water sport.
NCMP: The suitability of the water for Domestic (Health) Use at site Leeuspruit River applies. The water quality attributes available for the period: pH; NO3+NO2-N; Na; Cl; and EC.The statistical results for each variable are: Minimum; 50th percentile (a measure of the average); and the Maximum.
According to pH there is no health effects expected. The NO3+NO2 (nitrate), Chloride and Sodium is an insignificant risk - meaning no health risk. The Electrical Conductivity (EC) is consistent with this.
At Leeuspruit River, there is no indication of cause for concern from a health perspective should the water be used for domestic use from the available data.
i) Yes, the Department can furnish the copies of each report; however, it should be noted that these reports are available on the DWS RQIS website for public perusal.

How many litres of water were lost through leaks (a) nationally and (b) in each (i) province and (ii) municipality in the 2017-18 financial year?
Reply:
The Department does not have the water loss data for the 2017-2018 Financial Year at the moment because the information is drawn based on the municipal financial year. The last comprehensive analysis on water loss and non-revenue water (NRW) in South Africa (inclusive of Provincial and Water ServicesAuthorities) was based on the 2016-17 Financial Year.
For the development of the annual municipal water balance, the Department is reliant on water use and water loss information submitted by the Water Services Authorities, which requires both technical and financial inputs. The Department gives allowance of two months after the end of the municipal financial year for the municipalities to do financial corrections before starting of collecting the water balances to enable the national analysis and reporting.

The affected Provincial Departments instituted forensic investigations in their respective municipalities, in accordance with section 106 of Municipal Systems Act and the investigations are still in progress.
The Limpopo Province held introductory meetings with the affected municipalities on 28 August 2018 and the investigation is expected to be finalised within 3 months. The Northwest Province commenced with the investigation in July 2018 and the investigation report was finalised on the 18th of October 2018. The investigation in Gauteng is expected to be finalised on the 30th of November 2018.
The affected Provinces appointed the following service providers:
- Limpopo Province- Grant Thornton PS Advisory (Pty) Ltd
- North West – Sekelaxabiso
- Gauteng – Deloitte
The forensic investigations supplemented by the Investigator’s report on VBS, will assist government to establish the extent of transgression, identify the perpetrators and pave way to disciplinary processes and possible recovery deposits.

The information requested by the Honourable Member is not readily available in the Department. However, the Department has sent letters to eight Provincial Departments responsible for Local Government, to engage municipalities to provide the relevant information. (a). Why has the Chief Executive Officer of the Pan South African Language Board been on suspension for months and (b) on what date will the suspension (i) be lifted or (ii) the specified person be charged?
Reply:
a) The Chief Executive Officer of the Pan South African Language Board instituted legal action out of the Pretoria High Court under case no. 43870/18 as well as the Labour Court in Johannesburg under case no.J2689/18. In the circumstances, disciplinary proceedings cannot be commenced with, until these two cases have been finalised.
b) (i) The Johannesburg Labour Court matter was heard on the 07th of November 2018, the Department currently awaits Judgment. The Pretoria High Court matter will be heard again on the 04th of February 2019. The lifting of the suspension therefore will largely depend on outcome of judgment in each of these cases.
(ii) The specified person has already been charged.

1. The Old Ramkraal Prison is a Provincial Heritage site which falls under the Free State Provincial Department of Sports, Arts, Culture and Recreation (DSACR).

To ask the Minister of Arts and Culture: : (a) why has the cost to build the stone wall at the stone quarry on Robben Island increased so dramatically over the past three financial years, (b) what was the initial cost to build the stone wall and (c) what is the estimated cost to complete the wall?
Reply:
a. Reasons for the increased cost to build the stone wall on the Robben Island are the following:
- The nature of the proposed design which was to replace the bridged dry-stone packed wall with a concrete seawater barrier that would then be clad with a layer of gabions and the dry-packed bluestone on the island side and a pebble ramp on the seaside.
- Environmental provisions that included having to build only over a 6 months’ period outside the bird and penguin breed seasons.
- Further bridging of the wall as the project preparations including the sourcing of further funds, this was more severe during the June 2017 storm when the bridged opening increased by a further 20 meters.
- What Coega Development Corporation refers to as the ‘Island Factor is a logistics cost that had been underestimated by the consultants early in the development of the project that became an issue at procurement.
b. R10, 3 Million in 2015 was estimated at Preliminary design stage.
c. R28, 6 Million based on the lowest tender price.

The aim will be to reduce our current leasing costs to government and develop our technical skills.
The Department has established a Working Group comprising relevant Government Departments and SOCs to develop a communication satellite strategy for a South African communication satellite.

(b) In the previous administration (2009-2014), members of the Gupta family were present at public or official functions or meetings that I attended, and as with other attendees, engaged with me at the events. Outside of such occasions, the following invitations or requests were directed at or received by me or by my office for bilateral meetings with members of the Gupta family:
(i) In approximately late 2011, my office received a request from a member of the Gupta family to meet with me. As no information was provided to warrant a meeting with me, I declined the request and directed my office to refer them to meet with one of my officials instead, as is standard practice with many requests by business people for bilateral meetings. They did not take up the offer and no further effort was made by them subsequently to follow up on this request.
(ii) Personal invitations to celebrate Diwali were received on more than one occasion, which invitations I declined. In addition, sometime in early 2013 I received an invitation to attend a wedding involving relatives of the Gupta family in Sun City, which invitation I declined.
While this does not relate to a member of the Gupta family, in February 2010 on the day of the State of the Nation Address, Mr Duduzane Zuma came to briefly introduce himself to me at my offices in Parliament. No specific request was made by him at the meeting nor does my office have any record of a request for a follow-up meeting.

SITA has awarded contracts on RFQs to VOX as per the attached table (Annexure).
Over and above the transactions listed in the attached table, in 2014 SITA published to the open market RFB 1316/2014 for off-net voice services for the agency. After evaluation and approval the tender was awarded for 3 years to Vox for the total amount of R10 425 600.00. The tender was approved by the Bid Adjudication Committee as per the SITA Delegation of Authority. In terms of the tender requirements, bidders were required to provide two options on the solution required and to price them separately. After award, it was realised that the bid price for the solution awarded to Vox was actually for the other option.
SITA attempted to withdraw the award. The decision to withdraw was challenged by Vox as it was of the view that it is entitled to the tender. SITA launched a counter application to have its decision set aside in order to approach the market. The Court set aside the award to Vox as it was based on the incorrect evaluation results.

Reply:
The Economic Development Department, Competition Commission, Competition Tribunal and ITAC have not awarded contracts to any of the mentioned companies.
With regards to the IDC, I have been furnished with a reply by the CEO of the IDC, Mr Geoffrey Qhena, to the question, which I quote as follows:
