Reply:
(a) (i), (ii), (iii)
On managing the protocol on Asbestos components in our various public health facilities, in terms of Government Notice R155, covering Regulation 2001 based on which Asbestos guide for Asbestos Regulation 2001 and guide for demolition work all issued in March 2003, a total of 4 394 public health facilities were inspected.
The situation is as follows:
- Asbestos ceilings: 657 (see Annexure 1)
- Asbestos roof: 571 (see Annexure 2)
- Asbestos internal walls: 116 (see Annexure 3)
- Asbestos external walls: 75 (see Annexure 4)
(b) The reason is that in most buildings, especially ceilings, were made of asbestos. We are following the protocol to deal with them as and when necessary according to the guidelines.

(a) What is the total number of persons who are on the waiting list for surgery in each hospital in Limpopo, (b) what are the reasons that each person requires surgery at, (c) what is the name of each hospital they are going to have the surgery, (d) on what date was each individual added to the waiting list and (e) by what date is each individual expected to have the surgery in each specified hospital in Limpopo?
Reply:
(a)-(e) Honourable Member the National Department of Health does not collate this level of detailed patient level data pertaining to waiting list for surgery. Each surgical ward in a hospital has this data which is never static or stable at any one time, but is used for clinical management of patients.
There is no standardised way which the National Department can use to compile such data at national level.
This is because the criterion used to place anybody on a waiting list is too complex and very fluid to be able to compile sensible data.
Criteria for waiting lists depend on a multiplicity of complex factors like clinical evaluation, availability of beds, prioritization of some patients over others depending on their clinical conditions. Patients conditions may change within a matter of hours and this may render the list irrelevant.
Hence the list is better kept ward per ward with all these changes that may happen day per day or even hour per hour.
This problem is faced by many health authorities internationally.

(1)What are the reasons that the head office of Alexkor SOC Ltd is situated in Johannesburg when it is a marine diamond company based in Alexander Bay in the Northern Cape; (2) whether Alexkor’s offices in Johannesburg and Alexander Bay duplicate any corporate services; if so, (a) what are the relevant details, (b) why are these corporate services being duplicated and (c) on what statutory grounds are these services being duplicated; (3) whether he has found that Alexkor SOC Ltd is financially secure and will have sufficient funds to continue its operations in the future; (4) whether any marine mining vessels have (a) been grounded and/or (b) not been granted permission to continue work for Alexkor SOC Ltd in each of the past three financial years and since 1 April 2017; if so, (i) why and (ii) what are the further relevant details in each case?

Response is based on information received from Alexkor

Alexkor, as a result of the Deed of Settlement (DoS) entered into with the Richtersveld Community (RC) has been left with its only asset being the marine diamond mining rights in the Richtersveld.
The marine and land diamond mining have been pooled into an uni-corporated structure called the Pooling and Sharing Joint Venture (PSJV). This is the structure that owns and operates the mine on the Richtersveld.
Thus, Alexkor does not at present have any mining operations. Therefore Johannesburg is the best location while it is seeking opportunities to establish its own operations. The ease of access to mining houses and finance houses makes the location ideal, and this applies to other mining companies located in the city but with operations across the continent.

No corporate functions are being duplicated.
Although the PSJV is a self-contained entity in Alexander Bay, it is governed by its own Board consisting of three NEDs from both Boards of Alexkor and the RMC (three interim NEDs appointed by the Court on behalf of the RMC), and has its own employees. It is a Joint Venture and is not incorporated, neither is it bound by the provisions of the Public Finance Management Act (“PFMA”). Alexkor is therefore required to maintain a Head Office in Johannesburg to fulfil all the statutory requirements of a State-Owned Company. |

While Alexkor sole source of income is its share of the proceeds from the PSJV, it will continue to struggle to make ends meet as the PSJV has had challenges with a deep sea mining vessel being damaged and withdrawn from service and the land mining operation not yielding sustainable diamond volumes. At this stage, interest from cash holding is meeting the shortfall; however, a long term solution is being sought including acquisition of mining assets and value addition on current Richtersveld diamond production. |

Reply:
(a)-(e) Honourable Member the National Department of Health does not collate this level of detailed patient level data pertaining to waiting list for surgery. Each surgical ward in a hospital has this data which is never static or stable at any one time, but is used for clinical management of patients.
There is no standardised way which the National Department can use to compile such data at national level.
This is because the criterion used to place anybody on a waiting list is too complex and very fluid to be able to compile sensible data.
Criteria for waiting lists depend on a multiplicity of complex factors like clinical evaluation, availability of beds, prioritization of some patients over others depending on their clinical conditions. Patients conditions may change within a matter of hours and this may render the list irrelevant.
Hence the list is better kept ward per ward with all these changes that may happen day per day or even hour per hour.
This problem is faced by many health authorities internationally.

(b) The previous Deputy Minister, Mr Bulelani Gratitude Magwanishe used a chartered flight during 17 -19 February 2013 together with Deputy Ministers of Rural Development and Land Reform and Minerals Resources and other 17 passengers.
(i) The reason was to engage with community members at Richtersveld on matters relating to the implementation of the 2007 Deed of Settlement. Alexander Bay is in an area that is difficult to get to and the only means of transport to get there are to either drive for distances of more than 600 kilometres in any direction inside South African Borders or fly via Namibia. Given the tight timeframes and the need for the Deputy Ministers to be in Cape Town for Parliament on Tuesday 19 February 2013, it was decided that a charter flight was the most prudent way to travel.
(ii) From Cape Town International to Alexander Bay and back.

(1) Whether public participation processes were conducted with the Steenbokpan community for the construction of a Transnet railway line from the new Medupi Power Station; if not, (a) why not and (b) by what date will public participation processes with the specified community commence; if so, (i) on what dates were meetings held and (ii) what are the details of the feedback received; (2) Whether the specified community will benefit from the construction of the specified railway line; if not, why not; if so, to what extent; (3) Whether the specified community is in any danger of being removed from the Steenbokpan; (4) (a) What is the current status of the construction of the specified railway line and (b) by what date will construction on the specified line recommence?
Reply:
This response is according to information received from the SOC:
1. Transnet is NOT building a new railway line from Medupi Power Station but is building a 860m take off line into Resgen Mine from Transnet’s Thabazimbi – Lephalale Main Line. Once the take off line is completed, a new 38km railway line into Resgen Mine will be constructed by Resgen Mine in their private capacity.
(b)(i) Yes, with regards to the take-off line into Resgen, Transnet’s RME department conducted two meetings on 17 January 2018 and 14 February 2018 facilitated by the Local Municipality. On 17 January 2018, RME Management met with the Local Municipality Manager and others (details can be provided from municipality). At this meeting Transnet Management presented the Human Capital policies and procedures. They also discussed the work scope and human resources requirements for the take-off line.
(b)(ii) It was agreed that CVs will be handed-in at the Municipality for the local authorities to verify that it is Lephalale people applying and not “outsiders”. Subsequent to a follow-up meeting on 14 February 2018, the Mayor gave a go-ahead and the recruitment process started. Transnet has interviewed all the potential candidates and is now ready to issue Fixed Term Contracts for a month’s duration to all successful candidates.
(2) The local community will benefit from the employment opportunities created as follows:
- 42 x General Workers,
- 2 x Safety Reps,
- 2 x Flagmen,
- 1x Machine Operator.
(3) The specified community is not in any danger of being removed from the Steenbokpan;
(4)(a) Transnet is busy with the preparatory works, i.e. ballast offloading, tamping and regulating.
(b) The construction work will commence as soon as the local community members are given their Fixed Term Contracts, as per 2 above.

(1) The long term solution is as outlined by the Deputy Minister, i.e that they will be allowed to do internship in South Africa after a special training session provided by our universities.
(2) The Health Professions Council of South Africa (HPCSA) agreed that they will register them for internship after some evaluation after they had been trained locally for a specific period of time.
(3) Yes they will.

Reply:
1. (a) The Department of Public Works has been informed by the Department of Rural Development and Land Reform of land parcels within its portfolio that are earmarked for the resolution of land claims. The detailed list of properties under the Department’s custodianship earmarked for land claims is attached as Annexure A.
(b) (i), (ii) and (iii) The location of these properties is indicated in the list of properties attached.
(2) The land parcels have remained vacant, in the main, for the same reasons that vacancy exists in the bigger portfolio under the custodianship of the National Department of Public Works (NDPW). In this regard, and among other things:
- the land in the portfolio is reserved to address future accommodation needs of national User departments, noting that well situated land is a scarce resource; and
- the land in the portfolio is also kept in trust to address other key Government objectives, such as human settlements and land reform programmes in alignment with the requirements of the relevant departments running these programmes;
Notwithstanding the above, the NDPW seeks to let out all unutilised land with the objective of raising income to cover rates and taxes costs and to ensure the properties are secured through use.

The University of Mpumalanga is one of two new universities where the construction of its Campus Clinic was completed at the end of 2017 and the facility is not yet operational. The University has an arrangement with the Mpumalanga Department of Health which provides mobile clinic services at the Mbombela Campus once a month and a contract with ER24 for the provision of emergency medical services at the Mbombela and Siyabuswa Campuses. In January 2018, the University appointed a Student Counsellor who provides counselling services to students at the Mbombela and Siyabuswa Campuses.
(iii) The cost of offering healthcare services at the twenty-five universities is
R 185 878 367.
(iv) The number of employees providing the services in each profession is as follows:
- 34 x Medical Doctors;
- 166 x Nurses;
- 26 x Paramedics;
- 12 x HIV/AIDS Counsellors;
- 16 x Other Counsellors;
- 8 x HIV/AIDS Co-Ordinators/Officers;
- 1 x Physiotherapist;
- 4 x Social Workers;
- 14 x Health Promoters;
- 2 x First Aiders;
- 3 x Medical Assistants;
- 2 x Psychiatrists;
- 20 x Psychologists;
- 3 x Employee Assistance Programme Specialists; and
- 1 x Radiation Protection Officer.

.(a)-(b) In terms of Government Gazette No R 185 issued in 2012 and the national norms and standards only central hospitals provide transplant services.

(3) A total of 1,901 Protection Officials underwent training at the Transnet School of Security since 1 January 2014 of which 1,891 completed the training. The Transnet School of Security issued certificates to all the learners after the completion of the Learnership.
Of the 1,891 Protection Officers who completed training, a total number of 1,789 certificates have been received from the Safety and Security Sector Education and Training Authority (SASSETA).
Transnet is awaiting the outstanding 102 certificates from the SASSETA which will be issued to the Learners once received by Transnet. Transnet has been made aware that the SASSETA has experienced challenges in the issuing of these outstanding certificates and Transnet is following up on the matter.
(4) (a)(i) Currently Transnet employs 881 Protection Officers across the business.
(a)(ii) Transnet has external service providers rendering protection services where the business requires protection services across the national foot print, with approximately 6,600 guards from 73 suppliers.
(b) Currently there are no vacancies for protection officers.
(5) Transnet School of Security is not currently recruiting Learners.

(a) What is the total number of persons who are on the waiting list for surgery in each hospital in Gauteng, (b) what are the reasons that each person requires surgery at, (c) what is the name of each hospital they are going to have the surgery at, (d) on what date was each individual added to the waiting list and (e) by what date is each individual expected to have the surgery in each specified hospital in Gauteng?
Reply:
(a)-(e) Honourable Member the National Department of Health does not collate this level of detailed patient level data pertaining to waiting list for surgery. Each surgical ward in a hospital has this data which is never static or stable at any one time, but is used for clinical management of patients.
There is no standardised way which the National Department can use to compile such data at national level.
This is because the criterion used to place anybody on a waiting list is too complex and very fluid to be able to compile sensible data.
Criteria for waiting lists depend on a multiplicity of complex factors like clinical evaluation, availability of beds, prioritization of some patients over others depending on their clinical conditions. Patients conditions may change within a matter of hours and this may render the list irrelevant.
Hence the list is better kept ward per ward with all these changes that may happen day per day or even hour per hour.
This problem is faced by many health authorities internationally.

Whether he has been informed that the Letaba Hospital in Tzaneen, Limpopo, disposes of its toxic waste in the Limpopo River; if not, (a) what steps will he take to stop the practice and (b) will the persons responsible for this practice be held accountable; if so, (i) on what legal and administrative provisions does the hospital rely for the disposal, (ii) has he found that the disposal of the toxic waste in the river complies with applicable legislation and (iii) who approved the disposal of toxic waste into the river?
Reply:
Honourable Member, I am aware of the problems of waste being pumped into Letaba River in Tzaneen in Limpopo, and not into the Limpopo River as the question suggests.
This issue appeared in some print media on 13 March 2018. Here are correct facts:
(a) According to the Limpopo Department of Health, there is no evidence that the Letaba Hospital disposes of its toxic waste in the Limpopo River.
If by toxic waste you mean medical waste, there is a contracted service provider who collects the medical waste on Monday, Wednesday and Friday of every week. The Provincial Health Office and Letaba Hospital are in possession of the certificate of safe disposal issued by the service provider.
Hence it is not possible for any medical waste to be pumped from the hospital into the river.
However, what happened is this:
The hospital effluent is pumped into a municipal reservoir. Other facilities and households also pump into the same municipal reservoir. When Eskom had problems with the municipality not paying their electricity dues, Eskom cut off the electricity supply to the municipality. Hence their reservoir pumping mechanisms were affected and effluent then leaked into the river.
The fact that inside the effluent there were some toxic and dangerous medical waste DOES NOT MEAN it originated from the Hospital. The Hospital is able to account for all the medical waste which is disposed of as I said above.
What we believe could have happened is that other practitioners or facilities which generate medical waste could be discharging same into municipal effluent system.
I have asked the Environmental Section in the National Department of Health to put pressure and also work with the municipality's Environmental Health Practitioners to look into the matter to establish the origin of this medical waste. It cannot have originated from the Hospital, unless the Hospital was given a false certificate by the waste disposal company.
We will also be happy if the green scorpions could look into the issue.
(b) Yes, definitely whoever the toxic or medical waste originated from will have to be held accountable.
(i), (ii) and (iii) The Hospital is not disposing any toxic or medical waste into the river and nobody ever authorised the disposal of toxic waste from the Hospital into the Limpopo river, Letaba river of any other river for that matter.
