1. Yes. the Brackendowns Police Station has a designated area at the Victim Empowerment Centre. in room number 39, where victims can report cases in private. A total of 50 cases were reported, between 1 January 2021 and 31 May 2021. The cases comprise 43 domestic violence cases and seven rape cases.
2. Yes, the police station has sufficient rape kits and the latest consignment was delivered, on 11 July 2021.
3. (a)(b) There is no plan to build a police station at this stage. The current building is leased. Planning for an alternative leased facility has commenced and the needs assessment was submitted to the Divisional Commissioner: Supply Chain Management (SCM).

(1) The member of the South African Police Service (SAPS) is known to the Management of the Tonga Police Station and is authorised to utilise the state vehicle, which is allocated to the Crime Information Management Centre (CIMAC), to attend to the duties associated with this post.
(2) The member has not been authorised to  utilise the state vehicle for personal use. Should any substantiated allegation of the misuse of the state vehicle be brought to the attention of management, with any form of relevant detail provided, disciplinary steps will be taken, in terms of the SAPS Disciplinary Regulations, 2016.

The SAPS member uses the state vehicle to attend to duties in the capacity of a CIMAC official and is tasked with the responsibility of analysing crime scenes, identifying crime hotspot areas and presenting analysis reports to the Station Crime Combating Forum, on a daily basis. In the interest of service delivery, the member was periodically granted authority to utilise the state vehicle in question, after hours and was accordingly issued with an approved garaging authority, by the Police Station Management.

Detective Service:

Same as above for visible Policing, with the Inclusion of the following requirements:
Must be a Detective with Detective Service Training (Detective Course, Dete4ive Learning Programme (DLP), Resolving of Crime (ROC), etc.

Tip-offs are typically reported to the 08600 10111 Crime Stop share-call number, a police station or the Rural Safety Coordinator, attached to a police station.

The protocol entails that information relating to an impending farm attack, which is shared w1h a Crime Stop Line agent, will be communicated to the 10111 Centre or the Police Station nearest to the farm or smallholding where the incident might occur, for an emergency response.

Any tip on reported to a police station or its Rural Safety Coordinator, will be directed to the Station Commander, to activate an integrated operational response.

The reviewed National Rural Safety Strategy also makes provision for an early warning system and a crime intelligence capacity in the exiting Operational Command Centre (OCC), at national, provincial, district and police station levels.

The OCC was established, to ensure enhanced command and control at the functional operational levels, through the elective reporting functioning and coordination of activities, on a 24-hour basis.

The role of the OCC is to support the crime combating operations of the SAPS its stabilisation and normalisation plans to effect crime reduction, focused intelligence-led policing, enhanced incident response and the activation and coordination of specialised capacities, within the South African Police Service (SAPS).

In the event that a crime has already been committed, the existing 72-hour activation plan, comes into effect. The plan is activated immediately after a serious and noteworthy violent crime has been committed, by mobilising the integrated operational environment of the SAPS to speedily track, trace and apprehend/arrest the suspect/s, within 72 hours.

• IPID investigate cases in terms of its mandate as per section 28 of IPID Act 1 of 2011. This matter was referred to IPID by MEC Fritz of the Western Cape Provincial Government in terms of section 28 (1)(h) of IPID Act 1 of 2011.
• Based on the investigation of incident in question where IPID found no offence or misconduct was committed by members of SAPS.
• IPID confirmed that SAPS acted within the law, as they were called for intervention to assist in the crowd management and enforcement of the Disaster Management Act at the SASSA Bellville offices.
• SAPS intervened upon request by SASSA to assist in crowd management and in execution of their duties ensure the use of non-lethal intervention, managing the crowd; being the grant recipients, in implementing the Disaster Management Act to maintain social distancing and Crowd Control Management.
• IPID therefore did not recommend any action to be taken against the members as they were acting within confines of the law and no misconduct was committed in terms of SAPS regulations.

1. The persons that were allegedly invol\led in the assault are not security officers but self-employed businessmen. The following cases were opened and are being investigated:
   • White River, CAS 214/03/2021, common assault, pointing of a firearm and malicious damage to property. This case was opened by Mr Byliefeldt against Mr Maroga, Mr Nkadimeng and others.
   • White River, CAS 196/03/2021, malicious damage to property and crimen injuria. This case was opened by Mr Maroga against Mr Byliefeldt.
   • White River, CAS 74/04/2021, crimen injuria. This case was opened by Mr Masuku against Mr Byliefeldt.

1. The businessmen, referred to above, are also the complainants in criminal cases, involving the alleged victim of the assault, at White River. Multiple cases are, therefore, being investigated, all of which are still pending.

1. The misconduct investigation against the members in question, in terms of the SAPS Disciplinary Regulations, 2016, was instituted and finalised. It has been referred to the Office of the Provincial Commissioner, for the implementation of further departmental steps and possible sanctions.

The South African Police Service (SAPS) has taken note of the initiatives by Corruption Watch and appreciates any initiatives by civil organizations in the fight against crime. However, the SAPS has already implemented a Complaints Hotline, to enable members of the public to report complaints against the SAPS and incidents of corruption maladministration within the SAPS. The “My SAPS” Application, provides more or less the same capabilities as the Corruption Watch initiative tool and provides members of the public with the contact details of police stations and offices, as well as the capability to report incidents of corruption.

A case docket was registered for a missing person, after Mr Moreng Checkers Mashego disappeared, on 17 November 2020, in the Kruger National Park, while on duty. The case docket was changed to an inquest, after clothing and equipment, including a radio and rifle were found. Samples found on the scene of crime were collected for identification purpose and dispatched to the South African Police Service (SAPS) Forensic Science Laboratory (FSL). The DNA result is outstanding
