The recent PQ 596 is the related to PQ 255, which was published in IQP No. 02 on 17 February 2023. (See attached) Below here is the same reply that was provided for PQ 255, which serves as the response also to the recent PQ 596.

1. Yes, the Department has recently received the proposed budget requirement for the profiling of the Greydell community from the Buffalo City Municipality; the estimated cost is R600 000.00 and the estimated timeframe is 3 months to complete including compilation of the report. It is expected the profiling will commence in the new financial year in consultation with political leadership and subsequent to funding approval processes.

2. 

(a) The Department is currently surveying the land in question with a view to subdividing it for disposal to relevant identified stakeholders, inter alia, a portion to the HDA for BCM Human settlement purposes, a portion to ACSA for the extension of the runway and a portion to the Department of Forestry, Fisheries and the Environment for incorporation into the Umtiza Nature Reserve.

(b) The Department is currently engaging other stakeholders on the Greydell resettlement program with a view to finalise an intergovernmental solution to the invaded land.

(c) Timeframes for the interventions are being determined at present; and

(d) Costs for the interventions are being determined at present.

(a) The Department has since 2019 processed the release of 69 land parcels measuring approximately 2 668 hectares, through the Special Power of Attorney to the Housing Development Agency (HDA). The land released to the HDA, will therefore ultimately be transferred to Municipalities for hand over to housing beneficiaries and management, once developments are finalised.

(b) The total number of properties held by the Department of Public Works and Infrastructure (DPWI) and utilized to house User departments are 19 252 properties measuring 3 285 531 hectares.

Noting that his department has recently processed 27 requests from Eskom for the expropriation of private land parcels which are expected to enable the construction of transmission power lines in Limpopo, what total number of other similar requests will be processed between 2023 and 2025?

Reply:

The Department of Public Works and Infrastructure (DPWI) receives expropriation applications from Eskom in line with the Electricity Regulations Act of 1996, read with Expropriation Act No 63 of 1975. Accordingly, the Department considers the applications after due diligence process is done. If the Executive Authority is satisfied with application as per Acts guiding this process, the application is processed.

According to current plans over the next 10 years Eskom’s Transmission division is supposed to build about 15000 km of transmission lines. For all these, Eskom will be acquiring servitudes from land owners. Therefore during 2023/24 as Eskom rolls out its servitude acquisition programme, there could be some “DPWI” land that may be needed, and Eskom will only approach the Department at that time.

Eskom only becomes aware of the land owners after the route has been confirmed and the Service Provider will then be appointed in this regard. The Appointed Service Provider identifies the affected land owners and the process of acquiring the servitudes starts by negotiations. If negotiations do not yield positive results, the expropriation process follows thereof. It is therefore difficult, to be explicit in terms of the total number between 2023 and 2025.

Reply:

The Minister of Public Works and Infrastructure:

a) Following the storm that affected the Qalakabusha Correctional Centre on the 3 April 2023, the Department of Public Works and Infrastructure (DPWI) Facility Management and Professional Services teams visited the site on the 4 April 2023 to prepare an assessment report on the damages that occurred. The details of the report revealed that the scope of works to be done required a project of a larger scale to be registered and prioritised by the Department of Correctional Services. The DPWI had then written to the Regional Commissioner’s office on the 6 April 2023 requesting the DCS to accept the findings of the report and either prioritise and fund a CAPEX project or confirm whether the DCS will carry out the repairs using implementing agents.

The DCS did not respond to the letter but forwarded an invite for the DPWI Professional Services to form part of a compulsory site briefing meeting with their National Project Management Team and service providers on the 12 April 2023. The DPWI officials observed in the meeting that DCS was preparing a specification and inviting service providers to tender for the work to be done on site. The observation of DPWI team on the day was that DPWI in any capacity will not be carrying out the repairs to the Qalakabusha CC following the storms in April 2023 as DCS will be carrying out this service themselves utilising their own budget. To date no response has been received from DCS regarding prioritizing funding and registering a project for Qalakabusha CC repairs after the storm damage.

b) DPWI is unable to provide timeframes as a response has not been received from DCS regarding registering a project.

1. The Department of Public Works and Infrastructure has already completed the R500 million refurbishment programme to the 13 Proclaimed Fishing Harbours in the Western Cape and has ensured local beneficiation as elaborated under question (2b).

2. (a) The timeline of the refurbishment programme commenced in April 2016 and was completed in March 2023.

(b) The Department through the refurbishment programme to the 13 Proclaimed Fishing Harbours in the Western Cape empowered over 100 local SMMEs to the value of over R116 million as well as created 925 local jobs during the programme. The beneficiaries of both SMME empowerment and job creation included women, youth as well as people with disabilities.

Reply:

NDPWI Regional team visited the property on the 18/05/2023 to do a physical verification of the property in question which is situated in 39 Arbuckle Street in Himeville under The Dr Nkosazana Dlamini Zuma Local Municipality. The findings of the property are as follows:

  1. The property was allocated to the Department of Justice (DOJ) for the provision of residential accommodation for the then appointed Magistrate;
  2. The current building is not being used (vacant) and it was officially returned by DOJ to NPWI in 2013;
  3. Since the property is vacant and currently there is no maintenance being done, however the department is paying for rates and municipal services (basic charges). However, our records reflects that there was maintenance done between the periods of 2003 to 2011.
  4. The department is currently paying for rates and basic charges for services, which is up to-date;
  5. No maintenance has been done in the property in the past five years;
  6. The property is currently vacant and not being used;

What progress has been made to date with implementing the necessary repairs to the roof of the Potchefstroom Magistrate’s Court that partially collapsed in September 2022? NW1751E

Reply:

The Department received the Engineers report for the reconstruction of the collapsed roof. The new construction of the roof was not on the initial scope of work for the Repairs and Renovations project that is currently underway in Potchefstroom Magistrate’s Court.

The Department invited quotations from roof specialists for the construction of the roof and the variation order application was submitted to the Variation Order (V.O.) Committee for consideration and upon approval of the V.O, the remedial work will start to reconstruct the roof.

What progress has been made to date with implementing the necessary repairs to the roof of the Potchefstroom Magistrate’s Court that partially collapsed in September 2022? NW1751E

REPLY:

The Minister of Public Works and Infrastructure

The Department received the Engineers report for the reconstruction of the collapsed roof. The new construction of the roof was not on the initial scope of work for the Repairs and Renovations project that is currently underway in Potchefstroom Magistrate’s Court.

The Department invited quotations from roof specialists for the construction of the roof and the variation order application was submitted to the V.O. committee for consideration and upon approval of the V.O, the remedial work will start to reconstruct the roof.

(1) Whether, with reference to the former minister’s reply to question 68 on 24 February 2023, wherein she confirmed that the department had informed her that the security companies engaged at Knoflokskraal had fulfilled their brief (details furnished), he will furnish Mrs C Phillips with the relevant details regarding the total number of (a) completed structures on the relevant properties when a certain security company (name furnished) took over on 15 April 2021, (b) half-completed structures demolished and/or removed by the specified company when they took over on the specified date and (c) completed structures on the relevant properties when the contract of the company expired on 15 May 2021; if not, why not; if so, what are the relevant details; (2) whether he will furnish Mrs C Phillips with the relevant details regarding the total number of (a) completed structures on the relevant properties when a different security company (name furnished) took over on 1 June 2021, (b) half-completed structures demolished and/or removed by the specified company when they took over on the specified date and (c) completed structures on the relevant properties when the contract of the company expired on 30 November 2021; if not, why not; if so, what are the relevant details? Reply:

The Minister of Public Works and Infrastructure:

(a) The number of completed structures were not recorded on 15 April 2021. However they were recorded during an operation carried out by the Sheriff of the court in May 2021 as 382.

(b) The number of demolished structures as at May 2021 was recorded as 100.

(c) The number of structures were not recorder at the end of the security company’s contract. However they were recorded as 382 in May 2021.

(a) The number of completed structures were not recorded on 1 June 2021. However the next count was in February 2022 where 3800 structures were recorded.

(b) The number of demolished structures in February 2022 was recorded as 247.

(c) The number of structures were not recorder at the end of the security company’s contract. However they were recorded as 3800 in February 2022.

The Minister of Public Works and Infrastructure:

The projected timeline on advertisement of unutilised properties was not achieved as the Department is finalising the list of properties to be advertised. The revised date on advertisement of unutilised properties is projected to be on July 2023.

(1)With reference to the reply to question 1606 on 16 July 2021 regarding the introduction of recycling in the parliamentary villages in Cape Town, wherein his predecessor undertook that all future facilities management contracts will include recycling and a contract was signed in 2022 with TEFLA to maintain the parliamentary villages and there is no evidence of any recycling initiatives being introduced in Acacia Park or any other parliamentary villages, what is the value of the facilities management contract signed with TEFLA; (2) whether provision has been made for recycling to be included in the specified contract; if not, and despite a commitment being made by his predecessor and/or her department that such a clause would form part of all facilities management contracts in the parliamentary villages, what measures are going to be introduced to ensure that recycling can be part of the waste collection services in the parliamentary villages with immediate effect; if so, why has it not been implemented?

The Minister of Public Works and Infrastructure

(1) The recycling was included in the scope of work of Tefla under Waste Management Duties (WMD), however due to an existing contract having the same scope the services were excluded for three until the existing contract expire. The value of the Facilities Management contract signed with Tefla Group is R510 565 626,33.

(2) Recycling was included as part of the Facilities Management Contract (FMC) under Waste Management Duties (WMD). However, these services were excluded from the scope of TEFLA for the first three years of the contract with the intention to deal with them separately through an existing contract. The existing contract for waste management will expire in year three of the five year FM contract, at which point TEFLA will take over the services and implement them as per the service level agreement.

With regard to plans for refurbishment and/or modeling of damaged and dilapidated hospitals, the matter can be best dealt with by our sister Department of Infrastructure Development, as it is not within the purview of the Department of Public Works and Infrastructure. Therefore, the question should be referred to the relevant MEC, accordingly.

In view of the reported 360 courts that were operating with partially functioning generators, and in light of the fact that his department issued 80 instructions for the installation of new generators in various courts across the Republic, what (a) is the detailed breakdown of the costs with regard to the installation and maintenance of the generators and (b) are the details of the 80 courts that were identified?

The Minister of Public Works and Infrastructure

a) The Generator Programme is aimed at rolling out 80 new generator installations at various courts in Limpopo, Free State, Northern Cape, Western Cape, Kwa-Zulu Natal, Mpumalanga and Gauteng Provinces respectively. The projects are currently in the planning and design phase which entails the site inspections, status quo reporting, drawings, specifications and approvals including municipal approvals. The market prices and cost breakdowns are determined upon the conclusion of the procurement process which will take place upon the approval of the 2023/24 procurement plan, anticipated at 30 April 2023 and the completion of the planning and design phase. The anticipated cost estimates range from R400 000 to R2 000 000, which varies per facility. The size of the facility and cabling length to the main supply are some of the parameters that determine the cost, which varies per facility.

The Department of Public Works and Infrastructure has assessed Parliamentary Question 1778 and had since established that the construction of the Mtentu and Msikaba Eastern Cape Bridges, are some of the National Strategic Infrastructure Projects that are managed by the South African National Roads Agency SOC Ltd (SANRAL), which is a Government-owned public company that reports to the Department of Transport (DoT), therefore our colleagues in the Department of Transport will be best suited to response to this question. (a) The Board of Trustees on the 26 August 2022, resolved to approve the provision of security for the Acting Chief Executive Officer (ACEO).

(b) The procurement process was undertaken through the IDT’s SCM processes allowing for urgency and a single source bid.

(2) The approval was granted based on the ACEO’s report tabled to the Board on 26 August 2022. The CEO reported that the Hawks were conducting a risk assessment and the Board directed that the risk assessment by the by the relevant law enforcement agencies should be comprehensive in context so that it is treated with the seriousness it deserves.

(3) Yes, the need for continued security services will be reviewed as and when necessary. The Board will assess the security services at the Board meeting of 31 May 2023.

(4)

(a) Duration of contract: 1 year starting from 01 November 2022.

The Minister of Public Works and Infrastructure:

1. The Matjhabeng Local Municipality in the Lejwaleputswa District in the Free Street submitted their Replacement of old Asbestos Cement and Galvanised Steel pipes project to Infrastructure South Africa. This submission was borne out of the municipality-led feasibility study that was concluded in September 2021. The study indicated that the municipality is experiencing high water losses due to pipe bursts attributable to high network pressures and aging Asbestos Cement and old Galvanised Steel pipe network. The municipality is incurring high costs to repair the old and deteriorated water distribution pipe networks. This infrastructure requires replacement. The total estimated cost for this project is R1.6 billion.

2. This water and sanitation project has been prioritised by Infrastructure South Africa for project preparation and packaging. The Matjhabeng Local Municipality does not have funding allocated for this project. In this regard, Infrastructure South Africa is currently packaging the project to comply with the requirements of the National Treasury’s Budget Facility for Infrastructure (BFI). Some of the requirements by the BFI includes detailed cost benefit analysis, economic viability assessments, financial modelling and procurement strategy. Infrastructure South Africa, working closely with the municipality, will be submitting the BFI application on or before 14 July 2023, for consideration for funding through this process.

The project is managed by the Road Agency Limpopo (RAL), which is solely owned by the Limpopo Provincial Government. The Limpopo Provincial government is the shareholder of RAL and the MEC of the Department of Public Works, Roads and Infrastructure, is appointed as its shareholder representative. Therefore, PQ 2322 should be referred to the MEC of the Department of Public Works, Roads and Infrastructure.

a) In the 2022/23 financial year, the Department of Public Works and Infrastructure (DPWI) through the Expanded Public Works Programme (EPWP) branch has supported a total of 271 small-, medium- and micro-enterprises (SMMEs) or enterprises. Below is a breakdown of the type of the enterprises supported:

    1. 93 Private Companies
    2. 73 cooperatives
    3. 11 Non-Profit Organisations (NPO) or Social Entrepreneurs
    4. 5 Not yet determined (as they are in the process of registration) and 3 being Close Cooperation
    5. 86 Vuk’uphile contracting companies

b) The SMMEs supported through the EPWP Branch are located throughout the country. Below is a table showing the provincial breakdown:

c) The aim of the Expanded Public Works Programme (EPWP) Enterprise Development programme is to support enterprises from Programmes implemented by the EPWP sectors. Through Enterprise Development, EPWP participants are supported in their quest (desire or drive) to start and operate businesses so as to achieve sustainable livelihoods. The support offered in Enterprise Development varies from formation of enterprises to training of enterprises in business principles. Additionally, other support measures offered include but is not limited to:

  1. Identification of potential enterprises in EPWP sectors and programmes
  2. Providing business training
  3. Building capacity of EPWP-created enterprises`
  4. Providing assistance with business compliance, including business registration
  5. Linking these enterprises with business development agencies and other opportunities
  6. Forming linkages to aid access to markets providing financial and non-financial support

For contractors supported in the Vuk’uphile Programme, the support offered entailed facilitation of allocation of training projects for development of contractors.

The Minister of Public Works and Infrastructure

1. (a) Yes, in 2013 a desk top analysis was done and ascertained that areas of the station were over-utilized and SAPS have placed such need for a capital works project on their U-AMP. In addition, DPWI has provided additional space by means of a rehabilitation project relating to the conversion of garages into offices which has slightly alleviated the over-utilization. Final Delivery of this project was taken on the 05 September 2019.

b) Yes, the 2013 desk top revealed that the cells are in need of a total upgrade. The Client must register a Capital Works, works control system project to address this shortcoming as they hold the Capital infrastructure budget, which will be prioritized in terms of the placement on the U-AMP.

c) The Station had identified the need, in 2013, to convert the official single quarters into offices, which is a capital works project and will require the Client to register a Capital Works, works control system project as they hold the Capital infrastructure budget. However SAPS 2023/2024 U-AMP does not indicate this need and a revised conditional survey will have to be conducted in this regard and has been scheduled for the 30 May 2023.

d) Yes, a site assessment was conducted on the married quarters of the Brighton Beach Police Station

(i) The 2013 desk analysis ascertained that the married quarters were in good condition and were renovated last in 2007.

.(ii) A revised conditional survey will have to be conducted in this regard and has been scheduled for the 30 May 2023.

2. The provision, installation and connection of the JoJo Tanks is considered a capital works project and hence would require SAPS to request such capital works from DPWI as governed by the service level agreement as they hold the Capital infrastructure budget. Regrettably, SAPS had independently purchased 3 x 5000lts JoJo tanks on the 08 August 2022. The same SAPS appointed Contractor that delivered the JoJo Tanks had them installed and connected to the main water municipal line. The electrical supply from the JoJo tanks are currently running from extension cords. DPWI Workshops have been requested to evaluate whether they are able to assist in the connection of such and as a result, a firm date of electrical connection cannot be provided.

3. SAPS is required to request such capital works from DPWI as governed by the service level agreement as this is a capital works project as they hold the Capital infrastructure budget.

This request to DPWI is further required by the GIAMA.

4. DPWI has a Water Savings Term Contract, REONET, on site who had addressed this subject. Should this be a new complaint, SAPS to register a call with DPWI Day-to-Day Call Centre?

Whether, with reference to Mr P A van Staden’s email enquiries to him on 3 and 20 April 2023 and subsequent Whatsapp messages on 26 April 2023 and 3 May 2023, he is now in a position to indicate when Mrs Jana Janse van Rensburg of the farm Altar, also known as farm Diepkloof 44/23 and 3 JS in the district of Groblersdal, Limpopo, may expect payment of outstanding compensation from his department for firebreaks done by the specified person to state-owned land bordering her land during the period 1 January 2021 until 31 October 2022, as a result of his department’s failure to maintain fire control measures in accordance with the National Veld and Forest Fire Act, Act 101 of 1998, and sections 17 and 18 of the Fire Brigade Services Act, Act 99 of 1987; if not, why not; if so, what are the relevant details?

1. The Department received a letter of demand from Geo Louw (representing Jana Van Rensburg).

2. The region had already obtained a legal opinion from State Attorney.

3. In terms of the legal opinion obtained from the State Attorney, the complainant should not be paid unless if there is a court order to that effect. The complainant as per the legal opinion provided, is not being disadvantaged, but in the event they believe in their case, they may proceed and test their case before a competent court of law as they did by way of issuing a letter of demand, hence litigation starts by issuing a letter of demand and the subsequent process shall follow thereafter.

4. It may also pose a challenge with the auditors in the sense that the Department may not have valid grounds as to why it deviated from the legal opinion provided, which legal opinion was accordingly requested by the same Department to guide the Department with the further handling of the matter in question.

(1) The horticultural staff complement of TEFLA is herein below mention, however TEFLA has outsourced the pest control to a company called Choice Pest Control. Herein below is total number of horticultural staff employed to maintain gardens throughout the Parks are as follows:

(a) Acacia Park – 66

(b) Laboria Park - 8

(c) Pelican Park - 9

(2) Only pest control has been outsourced to a subcontractor, Choice Pest Control. All other horticultural services are provided by TEFLA directly through their internal staff.

(3) All horticultural work was part of the project scope and no additional costs are incurred by the Department in carrying out this work. The horticultural scope is attached.

b) Station block, cells, single and married quarters.

c) A Back to Office Report is still in progress but has thus far captured serious concerns surrounding the flat concrete roof leaks at the block of flats, the cells that do not comply with the Project Five Start Specifications, the down pipes, aging infrastructure (waste water underground pipes) and lack of security measures.

(2) The provision, installation and connection of the JoJo Tanks are considered a capital works project and hence would require South African Police Services to request such capital works from DPWI as governed by the Service Level Agreement and Government Immovable Asset Management Act as they hold the Capital infrastructure budget. Regrettably, South African Police Services had independently purchased 3 x 5000lts JoJo tanks on the 08 August 2022. The same appointed Contractor that delivered the JoJo Tanks had them installed and connected to the main water municipal line.

As REONET (shared water savings initiative) is already on site, a request will be made to them for the possible assistance in electrical connection of the water tanks, failure which will require South African Police Services to fund this connection and create a Works Control System Project. A time frame can thus not be provided immediately.

(3) As South African Police Services are custodians of allocating official quarters to their qualifying members, this question must be posed to South African Police Services for a response.

(4) It is acknowledged that despite a safety assessment not being conducted that the spill over within the basement is of serious concern which has further been captured as such in the Back to Office Report. The Client was requested to log a call with NDPWI Central Call Centre to afford NDPWI an opportunity of addressing such via day-to-day.

(5) No, a budget has not been allocated for repairs and refurbishment of the station in the current financial year. The budget process has already commenced by means of the Back to Office Report which must be submitted to Construction Projects Management Business Units for evaluation and cost estimate purposes, after which such will be submitted to Property Portfolio Management Unit.

The following dates are projected:-

Submit Back to Office Report to Construction Projects Management Business Units by 30 June 2023. Construction Projects Management Business Units to evaluate and provide cost estimate by end of July 2023. Submit the motivation to Property Portfolio Management Unit or further attention in respect of processes to allocate funds and create a Works Control System Project within the first week of August 2023. Allocate funding and create a Works Control System Project for implementation within the 2024/2025 financial year, subject to availability of funds.

(2) The Department of Public Works and Infrastructure is a custodian of government infrastructure. The department has various entities, which are state owned companies, including the Construction Industry Development Board (CIDB). The CIDB is a statutory body established to promote and regulate the construction industry. It plays a vital role in promoting best practices, regulating the industry and providing support to contractors. The CIDB is well positioned to address the concerns of incapable construction companies and effectively grading contractors to ensure that this conduct does not arise in future.

In support of human development, the Department processed additional 13 land parcels for release to the HDA across provinces. HDA indicated that the land parcels released within KZN will also be utilised to support communities affected by the floods, in particular Portion 891, Erf. 76 Cato Manor within eThekwini Metropolitan Municipality.

Background

In Park Road Police Station is being implemented by the Development Bank of South Africa on behalf of the Department of Public Work and Infrastructure. The project scope for this project entails construction of new facilities (New Gate House, Dog Kennels, CSC, Educational Centre and Archive) and Repair and renovation to all existing building.

a) Plant (IDP) was signed off by the DBSA, as SSD was experiencing cash flow problems. IDP, the second Contractor, was subsequently terminated on the 23 July 2019 due to non-performance.

b) (i) At that time of March 2019, the SSD was paid R9 704 530.60 for works done by SSD (about 15.4 % of Initial Construction Cost of R62 879 067.08) and progress on site was 17%. IDP were however terminated on the 23 July 2019 and no monies were paid to them.

(ii) The contract duration was for 24 months with the initial completion date of 30 November 2019. As mentioned above, the IDP were terminated on the 23 July 2019.

c) Following the ceding of the initial contract between SSD and IDP, and subsequent the termination of IDP. A new tender process was started under RFP 222/2019 to appoint the replacement contractor. The recommended bidder offer was R85 211 178. The DBSA requested funding for R98 299 615 (Construction, Professional Fees and DBSA Management fee) however this was no approved. DBSA was instructed to institute legal processes to claim from repudiated contractor and recover the funds in order to successful complete the project.

DBSA appointed Mpfumelelo Business Enterprise cc (MBE) on 29 October 2020 for R 48 970 754.93 on a phased scope. To date, the overall progress is approximately 73%, the anticipated practical completion date of is 03 October 2023. To date R 37 302 012,99 Incl. VAT has been certified for work done by MBE

MBE was handed over the Park Road SAPS site on 04 January 2021 and works commenced on the 18 of January 2021 for a 11 months duration to implement the reduced scope (Phase 1).

With respect to the percentage of budget and expenditure to date. As mentioned above, SSD was paid R9 704 530.60 for works done by SSD (about 15.4 % of Initial Construction Cost of R62 879 067.08). For the current contractor, R 37 302 012,99 Incl. VAT has been certified for work done by Mpfumelelo Business Enterprise cc (MBE) (About 76% of Contract amount of R48 970 754.93).

1. The Old Magistrates Court in Underberg falls within and is known as Himeville Magistrates Court. This court is being used by the Department of Justice to provide court services to the community.

2. The building is in current use as magistrate’s court and is operational five days a week.

3. Regular maintenance is carried out on the building through day-to-day maintenance and covers all disciplines such as building, electrical and mechanical. The Department of Justice also carries out maintenance using their own delegation. The DPWI is also in the process of planning a complete repairs and renovations project including additional accommodation to the facility.

4.There is currently no debt with the municipality as the account is up to date.

5. (a) The total cost of maintenance to the building over the last 5 years amounts to R1.8m.

(b) The most senior official at the building is a magistrate and,

(c) There are 14 staff member employed by the Department of Justice.

The Department of Public Works and Infrastructure has not been approached to procure a new generator for Home Affairs in Graaff-Reinet as this is a Leased Building and the generator is the responsibility of the Landlord. The Department (DPWI) was however approached on the 26th April 2023 to repair the existing generator through the current Landlord.

(a) The Landlord was subsequently approached to expedite the repairs to the current generator set but procurement of a new generator has not been addressed – alternatively to provide sustainable sources of energy.

(b) The Landlord is responsible for the procurement.

(c) The procurement of the new generator set is dependent on the maintainability of the existing generator set and if not repairable, a subsequent approval of funding by the Landlord’s Board of Trustees. The Landlord indicated a meeting of the Board of Trustees is being convened during the week of 29 May 2023, subsequent to which financial decisions regarding operational expenditure/capital expenditure will be provided, due to the huge magnitude of repairs required to the generator set.

(i) N/A.

(ii) N/A.

(aa) Should the landlord fail to repair/replace the generator set within a reasonable timeframe, DPWI will invoke the lease contract conditions, put the landlord in mora and take appropriate actions to repair/replace the generator. The outcome of the meeting between the landlord and his board of directors will guide the way forward and allow DPWI to communicate clear timeframes as to when the generator will be repaired/ replaced.

(bb) Total cost for the repairs/replacement of the generator set will be for the account of the landlord.

It is expected the profiling will commence in the new financial year in consultation with political leadership and subsequent to funding approval processes.

2. (a) The Department is currently surveying the land in question with a view to subdividing it for disposal to relevant identified stakeholders, inter alia, a portion to the HDA for BCM Human settlement purposes, a portion to ACSA for the extension of the runway and a portion to the Department of Forestry, Fisheries and the Environment for incorporation into the Umtiza Nature Reserve.

(ii) The programme has been able to build 41 bridges since its inception in 2009 but has also been able to complete four (4) in the 2022/23 financial year. The plan is to build 96 bridges for the current financial year through the Budget Facility for Infrastructure (BFI) allocated from the beginning of 2023/24 financial year.

b) The 41 bridges were built in the Eastern Cape, Kwa-Zulu Natal and Gauteng; the four completed bridges for 2022/23 are in Kwa-Zulu Natal while the 288 planned bridges will be built in Eastern Cape, Free State, Kwa-Zulu Natal, Limpopo, Mpumalanga and North West over the MTEF period.

c) The life span of the bridges is over 20 years with maintenance; and

(ii) Their quality can be traced back to world war two (1945) wherein some of the constructed bridges are still functional to date depending on maintenance provided.
