Ceza, Mr K to ask the Minister of Cooperative Governance and Traditional Affairs
What (a) number of infrastructure projects undertaken by her department have not been finished according to schedule in the past three years and (b)(i) number of persons have been held liable in terms of an investigation under section 106 of the Local Government: Municipal Systems Act, Act 32 of 2000, on wasteful and unauthorised expenditure and (ii) are the further relevant details in this regard?
Reply:
- In the past three years, the Municipal Infrastructure Support Agent (MISA) implemented sixty (60) infrastructure projects, thirty eight (38) were not completed according to initial schedule. The projects were completed after extension of time for several reasons including the lack of availability of materials that were vastly experienced in year 2020 during the COVID19 lockdown periods. There were four (4) projects, included in the 38 mentioned above, where the contracts of service providers were terminated due to poor performance of service providers and replacement contractors appointed resulting in delays.
- (i) Section 106 of the Local Government: Municipal Systems Act, Act 32 of 2000, is applied to municipalities. It is therefore not applicable to the national sphere of government.
(ii) The response is as per (b) (i) above.
