(1) (a)  Ms Mirriam Mmaditonki Setwaba an official of the Department of Tourism has been designated as the Tourism Complaints Officer , published in Gazette No. 38419 vol 595 on 30 January 2015.

(b)   Ms Setwaba is the Chief Director:  Legal Services in the Department of Tourism. She is a holder of a B. PROC and an LLB Degree and is an admitted Attorney of the High Court of South Africa. She has amongst others, sound knowledge and understanding of the Tourism Act, 2014 and of the Consumer Protection Act, 2008

Whether his department has taken any immediate steps to address and allay any international xenophobia-related fears that may have arisen due to recent attacks directed at foreign nationals which may cause a decline in tourism to South Africa; if so, what are the relevant details?

REPLY:

Yes, the Department of Tourism issued a press statement condemning in the strongest possible terms, the attacks on foreign nationals. The statement, in line with government’s overall message, has also made it very clear that these attacks do not reflect the sentiments of the nation, whose reputation as a welcoming and hospitable people has earned global recognition. Having expressed regret for these unfortunate incidents, the Department has also affirmed that tourism activities have not been affected and further commended the swift action taken by the law enforcement agencies in putting a stop to such senseless actions.

In the build-up to the 2015 Tourism Indaba, the Department and South African Tourism have also reached out to the tourism stakeholders, exhibitors and buyers attending Indaba to reaffirm the sentiments expressed above.

(a)        According to Statistics South Africa, which is responsible for compilation and release of the Tourism Satellite Account officially used to report on the direct contribution of tourism to employment, no job losses were reported. The latest figures available indicated that the estimated direct contribution of tourism to employment increased from 591 785 persons in 2011 to 617 287 persons in 2012.

 

(b)        There is no intervention initiated by the Minister with the Minister of Labour.

  1. Yes, the Department of Tourism compiles a record of jobs created through TEP funding. These statics are obtained annually from TEP. Due to the casual and seasonality of tourism industry, TEP measures job opportunities (person days of work) instead of permanent jobs. The seasonal nature of the tourism industry leads to many part-time and temporary jobs.

According to the information obtained from TEP, the job opportunities facilitated are as follows:

Given the spread of tourism products and attractions across the country, it is without doubt that the sector stands to benefit. The department works closely with relevant structures such as municipalities, provinces and transport authorities. Furthermore, the Department serves on the National Transport Forum, which inter alia discusses matters pertaining to transport infrastructure.

Has there been any progress with the implementation of the National Tourism Sector Strategy as a means to assist underperforming municipal resorts to attract new middle-income travellers; if not, why not; if so, what are the relevant details?

REPLY:

The department in partnership with the Industrial Development Corporation (IDC) conducted an audit of municipal and provincially owned tourism assets. The study identified that some of the assets could be viable if adequately refurbished and supported to attract the new middle income market. While the department and/or IDC have not yet invested funding based on the outcomes of the study, the department has continued to fund municipalities and provinces through the Social Responsibility Initiative (SRI) programme for this purpose. The funded municipalities and products include some of those that were identified during the study. These include caravan parks, picnics sites (day visit facilities), and accommodation facilities, among others. Given the outcomes of the study, and subject to availability of resources, the department will continue to support municipalities and provinces to refurbish and enhance their products and facilities.

  1. (i)   Statistics South Africa is responsible for the compilation and the release of the Tourism

Satellite Account which is used to report on the direct contribution of tourism to the total Gross Domestic Product and employment. The latest figures available are for the period 2012 and it was estimated that the direct contribution of tourism to employment was 617 287 persons (4.6% of total employment). This was an increase from 591 785 persons in 2011.

 

  1. No jobs losses were reported by Statistics South Africa during this period. According to WTTC and Oxford economic models in there 2014 forecast, the total contribution of travel and tourism to employment in South Africa is 1.438 million jobs. This represents just over 10% of all jobs in the country.
