Close TV’s  licence was issued on 19 March 2015.

(b)        The said licences were granted provisionally and not issued until the said            applicants have complied with certain conditions set out by the Authority.   1.  The Department of Communications did not spend any amount from its budget during the last 3 financial years on (i) tickets and (ii) sponsorships on The New Age Breakfast Briefings.  It is a new department.
  1. (i) The Film and Publication Board spent R14, 161.40 in the 2014/15 financial year for the Department of Home Affairs briefing hosted by The New Age. (ii)  No sponsorships in the past 3 financial years.

(2) whether her department or any of the entities reporting to her intends to enter into any type of sponsorship deal or contract in the (a) 2015-16 and (b) 2016-17 financial years; if not, why not; if so, (i) with whom will each sponsorship deal or contract be made, (ii) what will the terms of each of the sponsorship deals or contracts be, (iii) when will each of the sponsorship deals or contracts (aa) commence and (bb) end and (iv) what is the value of each of the sponsorship deals or contracts? REPLY: MINISTER OF COMMUNICATIONS

  1. Except for the SABC, the Department of Communications (DoC) and its entities do not provide sponsorships.

The SABC relies on commercial revenue for the bulk of its funding. The media advertising industry is highly competitive and accordingly the SABC engages in marketing activities to enhance the image of the organisation and in furtherance of its own business interests. Some of the marketing during 2014/15 involved media partnerships that benefited the image of the SABC and its commercial revenue potential. In some cases the partnerships involved an element of sponsorship by the SABC. (a) the sponsorships in question included music awards associated with SABC radio stations, sponsorship of the keynote speaker at the Promax/BDA Africa Conference, and the Arts Alive event. (b) Whereas these events are included in the SABC Annual Report, the actual amounts (while not substantial) are subject to contractual confidentiality clauses. (c) (d) Agreements for such marketing partnerships range from one to three years. Several agreements that terminated in the past fiscal were not renewed. 

  1. The DoC and its entities do not intend entering into any type of sponsorship deal or contract in 2015-16 and 2016-17 financial years.

(1) Since the reply to question 2028 on 13 September 2013, is there still a South African Broadcasting Corporation (SABC) choir; if so, (a) is it paid for by the SABC and (b) how much was budgeted for the SABC choir for the 2014-15 financial year;

(2) does the choir sing songs about a certain person (name furnished) during staff meetings; if so, what are the words of the songs? NW1004E

REPLY: MINISTER OF COMMUNICATIONS

1. (a) The SABC Choir is the property of the SABC established in 1997, the composition of the Choir is made up of 40 Choristers, 25 Freelancers and 15 permanent SABC staff members, performing at memorial services and all other SABC related events.

(b) For the 2014-15 fiscal an amount of R3million was budgeted for the Choir. It includes salaries for Freelancers and travelling costs. Each Freelancer draws a salary of R10 000.00 per month;

2.  SABC Choir does not sing songs about the said person during staff meetings as a matter of course;

Only one verse was sung in a single staff meeting with the lyrics “Hlaudi Motsoeneng reya o leboha” ( “Hlaudi Motsoeneng we thank you”) . This verse was spontaneous and was not composed by the subject of the verse nor was it composed under his direction/ and or influence.

The Ministry did not procure any one to work with the NCTT. This was a matter left entirely to Brand South Africa and they followed their own processes to do so.

There was no such agreement entered into with Brand South Africa. The Ministry requested Brand SA to host the work of the NCTT as part of its work.

(1) Since her reply to question 1662 on 7 October 2014, how much advertising revenue has been generated through the SA Broadcasting Corporations’ (SABC’s) 24-hour news channel since it went live;

(2) what is the proportion of (a) SABC promotional advertising and (b) government advertising to private sector paid for advertising carried on the SABC 24-hour news channel since inception;

(3) how much revenue was generated for the 24-hour news channel from government departments and its entities?NW677E

The SABC respectfully submit that disclosure of the SABC News Channel commercial revenue quantum could jeopardise the SABC’s position in a highly contested media advertising market. Notwithstanding the aforesaid, the breakdown of commercial airtime since the launch of the SABC News Channel is as follows: classic advertising (88.5%); sponsorship (8.3%); trade exchanges (1.7%); Channel self-promotions (1.5%).

 (a) 1.5%.

(b) 37% government advertising and 63% private sector advertising.

(a) What progress has been made with (i) preparing and (ii) digitising SABC archive content for the 24-hour entertainment channel, (b) what is the cost of preparing such material to meet DSTV’s platform standards and (c) from which department is such process being financed?

REPLY: MINISTER OF COMMUNICATIONS

(a) (i) SABC has transferred episodes to digital format and all of these episodes are ready for broadcast (subject to technical tests).

(a) (ii) SABC has transferred episodes to digital format

(b) the SABC is making use of internal production facilities to prepare the material for DSTV. The required standards are no different to any of our other clients which SABC sells content to.

(c) the contract with DSTV was concluded on commercial terms. The project is self-funded from the revenue received from MultiChoice.

The SABC is currently running the test feeds to DSTV. The Entertainment is expected to go live as soon as the technical tests are completed.

 (1)       What amount did her department spend in each month on advertising in a certain newspaper (TNA) in the period 1 April 2014 to 28 February 2015;

(2)        whether she can provide (a) a list of all advertisements submitted by her department to the specified newspaper in the period 1 April 2014 to 28 February 2015, (b) the date each advertisement appeared in print, (c) the name of the accounting officer who approved the advertisement in each case, (d) the cost of each advertisement and (e) proof that the accounting officer in each case approved the advertisement?     NW650E

         

REPLY: MINISTER OF COMMUNICATIONS

  1. The Department of Communications advertises on various platforms based on the objectives and target audience of its campaigns. The department spent an amount of R1 266 550.94 on advertising in The New Age from 01 April 2014 – 28 February 2015.
  1. The adverts were for various campaigns such as departmental recruitment, the State of the Nation Address, supplier database registration and departmental  profiling as (a) listed in the below table with (b) the date each advertisement appeared.

                  

(c) The above expenditures were authorised in accordance with the GCIS/DOC

      supply chain management delegation 4.4 which states that: 

 

The acquisition of print media directly with the sole service providers or sole appointed agent, approval thereof rests with the Chief Director (Communication Services Agency) and the Chief Financial Officer for amounts between (R30 000.00 – R3 million).It further states that if the amount is above R3million it then requires the approval of the Director General/CEO on advice from the Chairperson of the Bid Adjudication Committee.

(e) All the above expenditures were authorised as per the above quoted supply chain

     management delegation.

(1) Has there been any investigation at the SA Broadcasting Corporation (SABC) into so-called leaks emanating either from (a) the SABC Board or (b) SABC staff in the period 1 February 2014 to 28 February 2015; if not, why did a certain person (name and details furnished) inform a certain newspaper (name and details furnished) that a decision to investigate the source of leaks had been taken at the highest level; if so, in each case, (i)(aa) who authorised the investigation and (bb) on what date, (ii) on what grounds is the investigation justified and (iii) what are the details of the allegations;

(2) (a) has the investigation been concluded and (b) what is the outcome of the investigation?

REPLY: MINISTER OF COMMUNICATIONS

1.

(a) No SABC Board investigation has been undertaken.

(b) The SABC staff investigation was initiated and is currently underway.

Incidents, such as the individual informing the newspaper of Board matters, were the main reason for the intention to investigate the leaking of information.

(i)(aa)    during January 2014 to February 2015, the leaking of information was deliberated at the Group Executive Committee, and the Governance & Nominations Committee of the Board and it was resolved that:

In order to take the necessary actions against such Member(s), it be and is hereby recommended to the Group Executive Committee and the Board to address the issue of information leaks by conducting an investigation to establish the identity of the Member(s) and Employee(s) responsible for the leaks.

 (i)(bb)  subsequent to the above resolutions, Board members were advised that the Chairperson was in the process of establishing a Panel to undertake this inquiry on her behalf and that the details of the panel members and board members to be interviewed, proposed dates, time and venue would be communicated to them in due course.

(ii)         See above.

(iii)        The allegations were based on the numerous reports in the media.

2. As per (1) above no investigation of the Board was conducted therefore there are no results.

(1)      The SABC is currently commissioning the services of an independent service         provider to determine the accuracy of the above quoted amounts as a         consequence of the AGSA qualifying the disclosure. The service provider  will           recommend the appropriate action to be taken, i.e.: condonement, recovery,          criminal prosecution or disciplinary action based on credible information as             required by section 83,83 and 86 of the Public Finance Management Act, Act 1        of 1999.

(2)      This can only be carried once the above-mentioned exercise has been       completed

REPLY:   MINISTER OF COMMUNICATIONS

The position that Mr Motsoeneng occupies has changed since the release of the Public Protector’s report and accordingly, the current salary structure is in line with his position as Chief Operations Officer.   Mr Motsoeneng is not earning the R2.4 million alleged currently.

Any parliamentary questions relating to issues which are currently before the court are unfortunate as they tend to undermine court proceedings underway.

REPLY: MINISTER OF COMMUNICATIONS

  1. September 2014;
  2. In terms of the Companies Act 71 of 2008 (as amended), the MoI must be signed off by the Shareholder – in this case Minister A F Muthambi (MP) is the Shareholder Representative of the SABC;
  3. There were several typographical errors in the MoI, which was approved and signed off by the previous Shareholder Representative when it was converted from the Memorandum and Articles of Association to the MoI, including the SABC being referred to as SAPO.  In addition to the above the MoI was amended to allow operational matters to be dealt with by Management and not the Board, whose role is to deal with strategic matters;
  4. In terms of the Companies Act 71 of 2008 (as amended) there is no longer any reference to Articles of Association – this has been replaced in full by the MoI.  The MoI is open for inspection in the offices of the SABC.

  1. The advertising monthly report reflects the total value of advertising that is committed for that month meaning that orders for those suppliers utilised were generated and the implementation of the campaign started in the same month.

 

  1. The advertising monthly report does not reflect expenditure for the month as payment of services rendered only occurs 30 days after invoices and proof of campaign implementation are received and verified.

 

  1. The advertising report does not reflect amounts that are paid in advance as we do not make advance payments for advertisements. Suppliers are only paid once the services that are rendered have been verified.

The duties of the four (4) Brand Ambassadors appointed by President Zuma in December 2013 mentioned in (1) (a) above are set out in Clause 22.2 of the Brand SA Trust Deed registered by the Master of the High Court on 02 December 2013 as follows:

 (22.2) Appointment of Brand Ambassadors

22.2.1 The President shall at any time appoint person(s) as ambassador(s) (“Ambassadors”), who shall not be Trustees of the Trust, and whose role shall include, amongst others, engaging the domestic and international media consistently, and initiate discussion in the national discourse about South Africa and/or its positive achievements.

22.2.2 The Board shall, in board terms, set the roles and responsibilities of the Ambassadors and the Ambassadors shall undertake their assigned roles and responsibilities on a non-remunerative voluntary basis, and shall be deployed on different platforms domestically and international at the cost of Brand SA to influence key markets ).

Brand Ambassadors have the same responsibilities set out in Clause 22.2 of the Brand SA Trust Deed registered by the Master of the High Court on 02 December 2013.

(d)

Brand South Africa works with and through domestic and global stakeholders in building a positive image and profile for the country. The entity uses a myriad of “advocates”; namely, Brand Ambassadors and Play Your Part (PYP) Ambassadors. This approach gives Brand South Africa access to critical target audiences, markets, buy-in and media traction.

Brand South Africa calculates the return on the activities of Brand Ambassadors and other PYP Ambassadors through, amongst others, country brand awareness and understanding, stakeholder perceptions, audiences reached, and media publicity value for the country (measured by Advertising Value Equivalents (AVEs).

The long-term return on investment is measured through perception surveys (e.g. media reputation) that Brand SA conducts annually with an outcome of positively dispositioning South Africa as a competitive destination amongst target international and domestic audiences.

The stakeholder engagement sessions in Kenya and Nigeria realised an AVE of about R100 000, with a reach of approximately 400 000 individuals and an AVE of R200 000.00 was achieved with a reach of more than a million individuals, respectively.

This reach and impact can be attributed to the role and influence of, amongst others, Brand Ambassadors.
