Meeting Summary

Annual Performance Plans

The Committee considered and adopted draft reports and plans for the portfolio, and commended the researcher and content advisor on the excellent manner in which they had been presented.

It also accepted the draft programme for the second term, with a proviso that should anything arise that needed urgent attention, the Committee would discuss how it could be accommodated, because the programme was not cast in stone.

Meeting report

The Chairperson thanked Members for attending the meeting, and asked for the agenda to be flighted on the screen. He said the Members had to discuss the programme of the Committee, and they would be allowed to share their thoughts.

Committee's second term programme

Mr S Marais (DA) said he was satisfied with how the programme was structured, but commented that when something happened in other portfolios, the Committee would ask presenters to come and engage with them. He therefore wanted to know if something related to the Defence Force happened, whether this Committee would be able to amend its programme.

The Chairperson responded that the programme was not cast in stone, and had been drafted so that there could be structure on how it would work. However, should any emergency matters arise, the Committee would work on accommodating such matters.

Mr Marais agreed with the response given by the Chairperson.

The draft programme for the 2021 second term was accepted.

Committee's 2021 annual report

Mr Peter Daniels, Committee Content Advisor, presented the Committee's annual report for consideration and adoption.

The Chairperson asked for input from Members on the draft report.

The Members accepted the report without objections.

Committee's strategic plan

Mr Daniels presented the Committee's strategic plan for consideration and adoption.

The Chairperson asked for comments from Members.

Mr Marais commented that the report was excellent, but asked that the Department of Defence's obligation to share its planning with the Committee and for it to be included in the report.

Mr T Mmutle (ANC) accepted the report, saying it was very detailed. He raised a point around Armscor, and said that the Committee should schedule site visits so that they could get an understanding of the work that was being done by the department. Going on site visits would help the Committee to understand some of the challenges that the departments were going through.

The Chairperson agreed with Mr Mmutle, and suggested that they should apply for the Committee to be allowed to make use of some days when Parliament was in recess so that they could conduct site visits. He requested the Committee secretary to work on the programme, and revert to the Committee on how they could proceed.

The report was accepted without objections.

 Committee's draft annual performance plan

Dr Wilhelm Janse van Rensburg, Committee Researcher, presented the draft plan to the Committee for consideration and adoption.

The report was accepted by the Committee.

DOD's budget and annual performance plan

Dr van Rensburg presented the DOD's budget and its annual performance plan to the Committee.

These were considered and adopted.
