The amounts that was (a) budgeted for and (b) spent on annual Sports Awards are as follows; (aa)

The Sport Awards includes the following various events:

(ii) Nominees evening
(iii) Ministerial Outreach programmes
(iv) Andrew Mlangeni Golf Development programme
(v) Andrew Mlangeni Legends Green Jackets evening
(vi) SA Sport Awards ceremony.
It must be noted that the service provider was appointed based on the project proposal and delivery methodology submitted based on the broader concept of project ideas and proposals.

1. The Minister and the Department has not been approached by the SA Football Museum, and therefore no funding request was received, granted and spent.
2. The Ministry and the department is not aware of who is employed by the SA football Museum and what are their names, positions, dates of employment, qualifications and their salary level.

The Ministry of Sport and Recreation South Africa and/or the department does not have any plans to invite Floyd Mayweather and/or any other international artists to the country for the annual SA Sport Awards 2014. However If any International sport star and/or international artists show interest to attend or be invited to the annual SA Sport Awards, Sport and Recreation South Africa together with the partnership collective behind the SA Sport Awards would embrace such a gesture provided it is in line with the aims and objectives of the Awards.

1) Whether he had any contact with the SA Rugby Union (SARU) regarding the decision to place Border Rugby Football Union (BRFU) under administration; if so, what are the relevant details;
2) did he in any way support the decision by SARU to put BRFU under administration; if so, on what basis;
3) whether he investigated reported allegations that vehicles belonging to BRFU were used by a certain political organisation (name furnished) in Buffalo City during the election campaigns; if so, what were the findings? NW587E
REPLY
The Minister was not involved in the placing of Border Rugby Football Union (BRFU) under administration by the South African Rugby Union (SARU). The Minister is not involved in administrative functions of federations. Minister does not participate nor does he interfere in the day to day running of federations. The Minister only intervenes in such matters where the legal requirements espoused in the South African Sport and Recreation Act and its accompanying regulations have been complied with or upon request by such affected party or federation. Accordingly none such request has been received by the Minister or a dispute has been declared in line with the provisions of the Act. It has not been brought to the attention of the Minister that vehicles belonging to the BRFU have been used by a certain political party in Buffalo City during the election campaign.

According to the information provided to the Minister by the South African Sport Confederation and Olympic Committee (SASCOC):- 1 (a) All Commonwealth Games NF's were actively engaged regarding their possible inclusion to Team SA. All MOU's were signed by each NF and the selection policy was agreed upon by each NF and SASCOC and was published on the SASCOC website - http://www.sascoc.co.za/sascocs-2014-commonwealth-games-policy/
• All Individual athletes and teams eligible for the Commonwealth Games were to be ranked in the top 5 in the Commonwealth to be eligible for selection
• Continental qualification was considered for talented Youth/Junior Athletes, and was sport specific
• The cut-off date for qualification was 31 May 2014 for most sports however some had requested later or earlier cut off based on their international calendars

During his visit to South Africa, Mr Floyd Mayweather Jnr accompanied the
Minister of Sport & Recreation South Africa to a departmental program hosted
at Dube Boxing Gym in Soweto on 15 January 2014. The departmental staff
members present at this event were members of the departmental project
team constituted by the accounting officer to ensure the successful
implementation of the project. Their presence was therefore never for the
purpose of accompanying anybody but for delivery of coaching clinics held at
Dube Boxing Gym.
Mr Floyd Mayweather Jnr was also a guest at a Gala Dinner held at Emperor's Palace on 17 January 2014 to raise funds for boxing development in South Africa. Invitation to this event was extended to stakeholders and partners in the Sport & Recreation sector, particularly in the boxing fraternity. Invitation was also extended to senior managers of the Sport & Recreation South Africa.
On the 18 January 2014, the Minister of Sport & Recreation SA joined Mr Floyd Mayweather on a tour of Robben Island. No staff members of Sport & Recreation SA were part of this tour and no expenditure accrued to the Sport & Recreation South Africa arising from this tour.

(1) What steps did he take to mediate between Cycling South Africa (CSA) and the Cape Town City Council to ensure a transparent and open consultation process with all interested parties, in light of CSA's application for an urgent court interdict against the Cape Town City Council to halt construction at the Bellville Velodrome track cycling facility set to start at the end of March this year;
(2) whether he has taken any steps to ensure that during the construction process CSA is provided with sufficient alternative facilities that are of the same Olympic standard as the specified venue; if not, what steps will he take to stop the construction process before the end of March this year;
(3) what steps will he take to ensure that upon completion of the upgrade the specified venue is readily available for the sport and will not be encroached upon by alternative entertainment events and concerts to the detriment of track cyclists' preparation to compete and win medals in the Commonwealth and Olympic Games and other international sports events?

1) The department followed up with the City of Cape Town and Cycling South Africa on the matter and both parties confirmed that there is no court interdict submitted. The clubs that practice at the venue did threaten to submit the application if the City does not provide them with an alternative venue. The city has extended the contract to the end of June and SRSA will continue to mediate between the two parties until an amicable solution is reached.
2) The matter will be attended to during the mediation process and SRSA will ensure that alternative measures are taken by the City in order to afford the athletes an opportunity to train for their league competitions and International events. The Bellville velodrome track cycling facility benefits almost 70% of the disadvantaged cyclists and the sport has the potential bring to the country medals from International competitions.
3) The Bellville velodrome should be treated as a primary training venue for the cyclists and the City would be encouraged to rehabilitate the Athlone venue as a secondary venue that could be used for concerts and festivals.

REPLY
SRSA hosts the Annual National championships that take place during the December school holidays since 2012. This programme was reviewed in 2014 after the 2013 championships and from 2015, the event will be held every June and December school holidays. These are National Competitions for the 16 priority sport codes, inclusive of girls and people with disabilities. The 2014 there will be one championship on 10-16 December 2014, Pretoria. The sport codes are athletics, basketball, chess, cricket, football, gymnastics, hockey, Jukskei, Morabaraba, netball, rugby, tennis, table tennis, volleyball, swimming and goal ball!
The programme for 2015 will be finalized as soon as the school calendar dates are released, but will be during school holidays of June and December 2015 and annually thereafter!

1. (a) and (b): The Minister is informed about learners being charged to participate in sport by both National Federations and School Code Committees. Equestrian is currently not part of the 16 priority codes for school sport and it is generally a very expensive sport. Equestrian is however provided with funding by SRSA where they can subsidise learners in their championships. Gymnastics is funded by SRSA for school sport and the national championship that is staged by government is free. Parents and learners are encouraged to participate in programmes that are organised by government as private institutions and organisers of gymnastics demand steep competition fees.
2. This practice has been discouraged, however, without resources to stage these competitions that generally span 2-5 days, sport codes have no recourse but to pass the associated expenses to the learners. Stakeholders are therefore advised to participate in government funded programme.

(1) (a) Of the 16 priority National Federations, 1 (boxing) does not have school code committee yet, this is due to the fact that the Department of Basic Education (DBE) prohibits learners from engaging in combat sports. This is a DBE policy position.
(b) Ten sport codes (athletics, basketball, cricket, softball, football, gymnastics, table tennis, goal ball netball and swimming) do not have a seat on their National Federations' Executive Committee, and
(c) The remaining 5 (chess, hockey, rugby, tennis and volleyall) have a seat.
(2) SRSA has a guideline document in forming school code committees. In this document, it is directed that school code committee should have a seat on the National Federation Executive Committee. This document was formalized after consultations with Federations through SASCOC.
a. The Support for school code committee's by National Federations is a priority and policy position of SRSA. Funding for Federations is linked with their compliace in this regard. This was reiterated at a meeting with National Federations by SRSA DG.
b. Once all mediation efforts have failed, federations that do not comply will firstly loose funding reserved for their programmes and secondly all government support related to the sport code in question.
