PRESS THE MINISTER OF TOURISM ANSWERS: a) The National Department of Tourism uses official data collected and released by Statistics South Africa (Stats SA) to monitor key tourism indicators such as the performance of the accommodation industry, tourist arrivals to South Africa as well as the direct contribution of tourism to the economy of the country. The department has worked closely with Stats SA and key departments such as the Department of Home Affairs as well as the South African Reserve Bank in developing and improving some of the methodologies used to collect and release tourism related statistics currently released by Stats SA. The Department together with Stats SA and South Africa Tourism (SAT) are in a process of developing one methodology that will be used to measure domestic tourism performance and the first report will be piloted in 2014/15. This process is led by the department and the implementation is done by Stats SA.

b) The Department together with Stats SA and SAT has developed the methodology that is used to calculate the number of tourists from the total foreign arrivals which was implemented in 2009. Stats SA led this process and the first release of tourist arrivals to South Africa was with effective from 2009. Therefore, there is currently a single method of measuring tourist arrivals to South Africa which is implemented by Stats SA to produce official statistics for this indicator.

(b), the applications and constitutions are scrutinized for the registration requirements in terms Section 13(1) of the NPO Act. The annual reports are checked for compliance with section 18 (2) of the NPO Act. Staff in the NPO directorate is responsible to check and scrutinise all these paper work from the non-profit organisations for compliance purposes. (c) Organisations seeking registration and registered NPOs submit applications with their constitutions and annual reports to the Department (NPO Directorate) in terms of sections 13, 18 and 19 of the Nonprofit Organisations Act no 71 of 1997. This is prescribed in terms of the law that governs the non-profit organisation (the NPO Act)

(2) Yes, The Department has initiated the development of an online NPO web-system, and the systems will allow for submission of all the above documents electronically. The public will also be able to view these documents online. The system will be rolled out in the first quarter of 2013/14 Financial year.

(1) (a) (i) – (iii) The Department of Tourism is involved in the Mvezo Great Place at Mbashe as part of the EC-Mbashe, CoffeeBay, Mvezo, Nelson Mandela Museum Expanded Public Works Programme project of the Department of Tourism that is being implemented in terms of the Expanded Public Works Programme (EPWP). The said project is implemented in two (2) phases. The Department of Tourism only became involved in the project with effect from 1 April 2010 after the project was ceded to it when the Department of Environmental Affairs and Tourism was split in terms of the Presidential notice 48 of 2009. Phase 1 was funded for R14, 625,000 from 2007 to 2011 and was completed on 31 August 2011. Phase 2 was funded for R28, 500,000 from 2010 with an envisaged completion date of 31 July 2013. The project scope involves the following :

Phase 1:

· Build lower site guard hut

· Construct upper site parking

· Construction of the multipurpose centre,

· Building of the craft node

· Construction of the cultural centre

· Landscaping

Phase 2:

· Perimeter fence for the site

· Construction of veranda on the multi-purpose centre

· Earthworks

· Building of the Lapa

· Construction of kitchen and entertainment area

· Manufacture of furniture and procurement of equipment for the Craft Node

· Building of accommodation facilities (backpackers and self-catering)

· Upgrading of electricity

· Installation of lightning protection

· Sewer reticulation

· Bulk water reservoirs

· Construction of internal roads, pedestrian walkways, rehabilitation of old gravel road

· General landscaping.

(2)(a)The project implementing agent was already appointed when the Department of Tourism took over the project in April 2010. The implementing agent's responsibility is to manage the project and to oversee the implementation of the deliverables of the project which includes the appointment of service providers to undertake certain elements of the infrastructure project within a defined business plan.

In Phase 1 the implementing agent unbundled the project into subcontracts as follows:

· Thatched roofs were done by AJ Thatching

· Electrical Reticulation was done by Bloomingdale Electrical

· Brickwork , finishes, plumbing, corrugated roof was done by Volley & Hunt

· Water was done by RJN Projects

· Glazing was done by Amatola Glass

· Landscaping was done by Roots & Culture

In phase 2 the deliverables were put to tender by the implementing agent resulting in the short listing of 3 contractors and ultimately the award of the contract to Inyatsi Construction.

2(b) (i) and (ii) The monitoring and evaluation of process of each EPWP project compromises the following actions:

· Regular site Inspection visits are done by the officials of the Department as well as unannounced visits by the officials of the department

· Office Administration inspection of the implementer to check on invoices and on expenditure of the funds by the Department

· Project Advisory Committee Meetings are held bi-monthly to discuss progress and bottlenecks.

· Annual audit by the Independent External Auditor of the project

2(c) Phase 1 of the project was completed 31 August 2011 and phase 2 is expected to be completed by 31 July 2013.

(3) The department is not implementing its project in partnership with any other Department.

Other entities are independently involved in the project of which the details are as follows:

· Department of Rural Development and Land Reform responsible for Road construction and Community Rural Development Programmes (CRDP)

· Department of Environmental Affairs responsible for greening.

· National Lotteries responsible for the Mvezo Interpretative Centre.

(1) (a) – (d) The National Department of Tourism has no capital project budget. The amount allocated for the payment for capital assets for the 2011/12 financial year was R21, 290 million. This allocation was for machinery and equipment, software and other intangible assets and for the payment for financial assets. However capital projects are undertaken in terms of the Expanded Public Works Programme's (EPWP). Projects of the Department of Tourism which are multi-year projects (normally three years) are undertaken in terms of the Ministerial determination for and in terms of the prescripts of the EPWP programme. The programme is not classified as capital projects for the Department of Tourism. The annual budget for the programme is a transfer payment from National Treasury which is ring fenced just for the use of programme. The criteria applied to allocate funds for each project was done in terms of the prescripts of the EPWP.

During the 2011/12 financial year the following projects received payments in terms of the business plan of each project for capital expenditure see attached.

1 (a) The Tourism Ambassador Programme is a skills development programme at NQF 2 Level targeted at the unemployed youth to enable them to gain skills and work place experience in the tourism and hospitality industry with a view to obtaining employment.

(b) The duration of the training programme is twelve (12) months comprising of three (3) months theoretical or classroom training and nine (9) months practical training. Learners are placed in lodges, hotels, guesthouses and other facilities to obtain the practical and hands-on work experience.

(c) After completion of the programme learners receive the accredited certificates issued by Cathseta. They also gain skills to enable them to be employed in the industry.

2 (a) The programme is not registered with Higher Education and Training because it not a full qualification but a skills programme. The Department utilizes the training service providers which are accredited by the Cathseta. The learning programmes or skills programmes which are being offered are Customer Care, Table attendant, Assistant Housekeeper, General Tourist Assistant, Assistant Chefs and are NQF aligned and approved by Cathseta.

3. (a) The individual projects are monitored monthly by the officials of the Department which are based in the provinces. The focus on the monitoring visits is to verify the expenditure against the supporting documentation, verify the attendance registers and whether practical and theoretical training are taking place as planned.

PRESS 2347. THE MINISTER OF TOURISM ANSWERS:

The Department's total allocation to South African Tourism (SAT) amounts to R753 303 000 who has the mandate to market South Africa internationally and domestically. The SAT markets South Africa both as a business events and leisure destination.

(1) (a) (i) International marketing: R407 144 000.

(ii) Domestic marketing: R40 000 000.

(iii) Africa marketing: R50 000 000.

(b) (i) The SAT has developed a research based strategy to choose the markets where they will invest, based on core, investment, tactical and watch list markets.

(ii) The proportional allocation of budget to each market in the Portfolio is based on the return on investment and the identified market opportunity.

(1) There are currently 36 markets in total where SAT has a marketing footprint through country offices. In all other markets Department of International Relations and Cooperation (DIRCO) through the missions, is responsible for tourism promotion. The Department together with SAT works closely with DIRCO to provide marketing support such as toolkits, promotional material and maps. Missions are encouraged to translate materials and use the SAT produced audio visual material. The Department together with South African Tourism and the Tourism Business Council of South Africa also offers:

· A one day training course on tourism as part of DIRCO's economic diplomacy workshops to all missions – marketing is one of the elements of this training; and

· An ambassador 1 day's training before postings abroad.

Alignment with the DIRCO is well established and joint working mechanism together has been entrenched over time. There is no duplication of marketing as the brand alignment process adopted by Cabinet has provided a clear programme for all departments to follow.

Tourism statistics collected by StatsSA includes statistics on the accommodation sector, tourist arrivals figures, domestic tourism and the Tourism Satellite Account (TSA). The Department further ensures that more information such as spend by tourists, length of stay, provincial spread is collected through the Tourism Departure Survey conducted by the South African Tourism (SAT) of which the methodology was approved by StatsSA.

South African Tourism (SAT) has a mandate to market South Africa as a tourist destination internationally. It also has a mandate to encourage South Africans to travel within the country. Part of the marketing activities is to host trade / media / prize winners / influencers so they are better equipped to create awareness about the country and to sell it better with the aim of increasing Tourism. SAT will accordingly not sponsor, but rather structure a reciprocal deal driven campaign. An event such as Standard Bank Jazz or Indaba is structured in this manner. E.g. the hosted buyer's budget for Indaba is taken from the investment of the bid parties. At the time of the tender, the bid parties indicate their financial contribution to INDABA as the city, province and the venue.

How this money is used is detailed in the contract and therefore this is not a financial contribution/sponsorship by SAT per se, but merely a facilitation of the funds received.

However, the high profile International Cape Town Jazz festival is also such a structured deal driven campaign by hosting international media, but the contract structure refers to a sponsorship deal. The amounts spent for this event are:

(a)(i)(ii) National Department of Tourism did not use this fund because its job creation programme is financed through the Expanded Public Works Programme (EPWP) and Tourism Enterprise Partnership (TEP) which is responsible for promoting SMMEs through the budget of the department.

(b) The National Department of Tourism has developed the National Minimum Standard for Responsible Tourism (NMSRT). The standard has a section on Environmental Criteria, which ensures compliance to greening by the tourism establishments that will certified under the NMSRT. A National Tourism and Climate Change Programme and Action Plan have also been developed. The primary purpose of the Action Plan is to ensure that the tourism sector responds effectively to the challenge of climate change. A key focus of the plan is the reduction of tourism related Green House Gas (GHG) emissions through the promotion of resource efficiency (water and energy) and the use of renewable energy sources. In addition to its policy work, the NDT in partnership with Departments of Water and Environmental Affairs and ESKOM embarked in the Hospitality Greening and Resource Efficiency Provincial Awareness Workshops in the 2011/12 financial year.

501. THE MINISTER OF TOURISM ANSWERS:

The Minister appoints the internal audit committee which reports to the Accounting Officer (Director-General). As stated in the Audit Committee Charter, the Audit Committee has free and unrestricted access to the entire Departments activities, records, personnel, the Accounting Officer, the Minister, as well as the Auditor-General. The Chairperson of the internal audit committee has an open line to the Minister if he/she wants to bring anything to the Minister's attention. The Minister together with the Accounting Officer meets with the Auditor General en Chairperson of the Department Audit Committee and the Chairperson of the Audit Committee gives his input on the audit issues reported by internal audit. Furthermore the Department reports once a month to the Minister on financial matters, which he interrogates.

The Minister, Accounting Officer, Auditor General and Chairperson of the Department Audit Committee met on the following dates:

440. THE MINISTER OF TOURISM ANSWERS:

1) Statistics South Africa (StatsSA), which is the official statistics agency for the country, is responsible for processing and dissemination of official tourism statistics, both inbound and outbound. This is also categorised by visitors and tourists. South African Tourism (SAT), which is a destination marketing agency funded through the National Department of Tourism (NDT) conducts a departure survey at ports of entry to supplement the data release by StatsSA to cover variables such as the purpose of the visit for example vacation, business, medical, conference attendance, sport, family and others.

2) Yes.

SAT methodology for the departure survey was approved by StatsSA in line with its mandate and the South Africa Statistical Quality Assessment Framework (SASQAF). The department works closely with StatsSA, Department of Home Affairs, Reserve Bank, National Treasury, SAT and the Tourism Business Council of South Africa to ensure the accuracy and reliability of the information. The framework collection, processing and dissemination of tourism statistics in South Africa is benchmarked against the United Nations World Tourism Organisation (UNWTO)'s framework to ensure global comparability.

3) Yes.

A National Conventions Bureau office has been established as a business unit for South African Tourism. A General Manager has been appointed to lead the Bureau and the process is underway with regard to the development of the Conventions Bureau Plan.

141. THE MINISTER OF TOURISM ANSWERS:

(1) The department uses the Tourism Satellite Account (TSA) compiled by Statistics South Africa (Stats SA) to track progress with regards to the direct contribution of tourism to employment. The latest information available in this regards is for 2009 (provisional) and therefore we could not report on the progress using official figures from Stats SA. Furthermore, TSA from Stats SA only provides figures on direct contribution of tourism to employment not total contribution (which includes both direct and indirect) of travel and tourism to employment.

However, the department had to use estimates released by the World Travel & Tourism Council (WTTC) to track on progress in the absence of the latest figures from Stats SA. According to WTTC report released in 2011, it was estimated that direct contribution of tourism to employment was going to be 593 800 in 2011 compared to 590 200 revised estimate for 2010. Furthermore, it was estimated that the total contribution (Direct and Indirect) of travel and tourism to employment for 2011 was going to be 1 334 400 compared to the revised 2010 estimate of 1 338 800. This is a slight increase in 2011 compared to 2010. However, the department is in consultation with WTTC to verify these figures and to further establish the disparities between their methodology and that of the TSA.

Currently the National Department of Tourism is above target for quarter one up to quarter three of the current financial year in supporting and creating of jobs through the Tourism Enterprise Partnership and the Social Responsibility Implementation (Expanded Public Works Programme) of the department. Under the Tourism Enterprise Partnership, 3991 jobs were supported up to the third quarter; and under the Social Responsibility Implementation (Expanded Public Works Programme) a total of 4262 full time equivalent jobs were created from April 2011 up to the third quarter.

(2) Based on WTTC estimates used as well as the jobs from the Expanded Public Works programme as reported above, there was a slight increase in the total contribution (both direct and indirect) of travel and tourism to employment and the department is confident that the 2020 target will be met.
