1. (a) and (b) (i)

2308 were tested in 2010/2011;

2284 were tested in 2009/2010 and

2255 were tested in 2008/2009.

(ii) (aa) 2008 – 28 tested positive;

2009 – 18 tested positive;

2010 – out of 53 positive cases, 24 cases were opened and prosecuted. The 29 remaining cases were deemed not to be adverse findings after further investigations.

The above information is the latest information available.

(1) The Minister of Sport and Recreation has not been informed of any investigations by the Mbombela Municipality into the allegations of corruption against a certain person with regard to the construction of the Mbombela stadium.

(2) The Minister currently does not intend to investigate the matter as it is within the jurisdiction of the Mbombela Municipality and he has not been informed of it.

Ms S P Lebenya-Ntanzi (IFP) to ask the Minister of Sport and Recreation:

(1) Whether the Sports Transformation Charter as announced in his budget vote debate on 13 April 2011 in the National Assembly has been finalised; if not, what is the position in this regard; if so, what progress has been made in terms of transformation in sport;

(2) whether he has encountered any obstacles in achieving his objective of transformation; if so, what are the relevant details;

(3) whether he has any plans in place to ensure that this objective is achieved in the 2011-12 financial year; if not, why not; if so, what

(a) plans and

(b) are the further relevant details?

REPLY

(1) The transformation charter has not been finalized at present. Following Minister Mbalula's announcement of his emphasis on transformation as one of the most critical focus areas in the roadmap, a lengthy process of research, engagement of different stakeholders and integration of their inputs has been undertaken. A discussion document was prepared by the Department and circulated for inputs to all stakeholders, including the Provincial Sport and Recreation Izindaba. The document consists of a Charter and a Scorecard. A transformation perspective document has also been prepared to stimulate discussion and debate on this topic at the National Sport and Recreation Indaba on 21-22 November. After taking the final inputs at the indaba into account, the discussion document will be finalized. The scorecard will be used to measure transformation objectively amongst the key role players in Sport and Recreation.

(2) Atpresent, the main obstacles experienced relate to National Federations having internal power struggles resulting in poor governance of their sport.One of the many ways of addressing transformation will be levelling the playing field through making sport accessible to the broader South African communities. This will definitely require a lot of resources (financial, material human capital, skills development, etc). This will be made possible through the adoption and roll out plan of the National Sport and Recreation Plan. The plan will be adopted at the National Sport Indaba which will be held on 21 and 22 November 2011. However, once the Transformation Charter is finalized and the implementation plan has been agreed upon, all Federations will be closely monitored with regard to their own improvement in transformation matters.

(3) The Transformation objectives will be addressed and implemented in the 2012 financial year as 2011 was spent on consultations and engagement, so that all stakeholders buy in to the process and end product, the transformation charter and scorecard. A detailed plan of action as to what structure to use in monitoring the process of transformation, what will the HR needs be and what the timeframes will be agreed upon for the various targets. This will enable the Department to systematically monitor transformation as required by national regulations and legislation.

The Minister, after engaging extensively on the issue of the affairs of Cricket, decided to appoint a Committee of Inquiry into the affairs of Cricket. This was done following the advice and assistance of the Department of Justice and Constitutional Development. The terms of reference were drawn up and a three person committee was appointed. Judge Christopher Nicholson a retired judge will be the Head of the Committee, and he will be assisted by Ms. Zolisa Zwakala and Mr. Freeman Nomvalo, the Accountants General at National Treasury.

We are aware that Sun International management has issued a media statement on the matter placing it on record that no room was damaged during the 2011 South African Sport Awards in Sun City.

REPLY:

(a) (i) The Department of Sport and Recreation (SRSA) has implemented the following practices in an attempt to save energy:

§ Two energy saving workshops have been attended during 2010/11 financial year, by the majority of SRSA staff members. The workshops were facilitated by Zufi Investments, who are contracted by the Department of Public Works.

§ The security guards have standing orders to ensure that all centralised air conditioners and lights are switched off after hours when doing their rounds.

(ii) SRSA has installed the following devices at the current premises, in order to save electricity:

§ All the light bulbs in the building have been changed to energy saving light bulbs.

§ SRSA engaged the landlord with regard to installing motion sensors and or timer switches to automatically switch of lights and/ or air conditioners when not in use, but due to the fact that SRSA is planning to move to new premises in the near future, this has not been done. When a new building has been procured, other devices will be installed.

(b) (aa) Boxing SA (BSA) has no energy saving strategy and plan in place as yet. BSA is renting office space wherein they do not have control over the lights. They all are centrally controlled by the owner of the building.

(bb)(i) The South African Institution for Drug Free Sport (SAIDS) has implemented the following energy saving practices:

§ The management of SAIDS is constantly exploring efficiency gains together with energy saving strategies. Their primary energy saving strategy has been to reduce the volume of paper publications and to instead leverage technology, such as phone apps, social media and their website to publish information to respective target audiences.

§ Staff incentive allowance for commuting to work by bicycle, walking and public transport, has been implemented.

(ii) SAIDS has installed the following devices, in order to save energy:

§ Energy saving light bulbs.

§ Timers on the hot water geyzers.

REPLY

a) No national school sport tournaments have been planned for this year. The plan this year is to establish a programme of leagues from school to provincial level to increase access for learners to participate in sport. A national school tournament will be planned for the next financial year.

b) As there are no national tournaments scheduled for this year school sport structures cannot be held accountable for such.

1. Whether the agreement regarding funding between the Department and loveLife is still valid and binding; if so, how does the Department ensure that school programmes and federations benefit from these funds allocated to loveLIfe; if not;

2. Whether the Department will withdraw the funding and directly distribute it to the dependent programmes and federations; if not, why not; if so, what are the relevant details in this regard?

REPLY

(1) The funding agreement between SRSA and LoveLife is still current and binding. SRSA has engaged with LoveLife to ensure that their programmes are aligned to the Department's strategic plan. In addition, SRSA has requested LoveLife to conduct an impact assessment of their programmes and provide a detailed report in 2011.

(2) SRSA does not have the authority to withdraw the funding as it emanates from National treasury through an agreement involving Department of Health as the lead Department with the Kaiser Foundation. SRSA is used as the vehicle to distribute the funds to Lovelife as part of the process to mobilise resources for school sport. Therefore SRSA cannot distribute this funding to National Sport Federations as the LoveLife programme is the major contributor to SRSA meeting its obligations on HIV and AIDS.

Whether, with reference to comments made by his spokesperson (details furnished) regarding the transformation expectations of the various sporting codes, his policies differentiate between quotas and targets; if not, what is the position in this regard; if so, how does he differentiate between quotas and targets within this context?

REPLY

The Department of Sport and Recreation is currently consulting National stakeholders of sport with regard to a draft transformation charter and scorecard before finalizing it at the National Sports Indaba. The draft policy clearly does not support the previously used concept of quotas. Instead, a scorecard that will be used to assess sport organizations from a holistic perspective on their attempts to address sport development has been developed. In this regard a huge focus is placed on developing school sport which is the foundation for the sport development continuum.

Ms A M Dreyer.(DA) to ask the Minister of Sport and Recreation:

(1). Whether he has been informed about a letter addressed to the mayor of Mogale City Municipality (details furnished) informing him of the state of disrepair of the Bob van Reenen Stadium in Mogale City; if not, what is the position in this regard; if so,

(a) when was he informed and

(b) what are the relevant details;

(2) Whether, with reference to his reply to question 2375 on 26 October 2010, any steps have been taken to deal with the state of disrepair of the Bob van Reenen Stadium; if not, why not; if so, what steps?

REPLY

(1) Unfortunately I am not aware of the letter addressed to the Mayor of Mogale City Municipality informing him of the state of disrepair of the bob van Reenen Stadium in Mogale City. I have only become aware of it since receiving this question.

(2) With reference to the reply to question 2375 the Department liaised with Mogale City Municipality to determine the facts on the state of Bob van Reenen Stadium. The Department also did site inspection to confirm the state of the stadium. The following response has been submitted by the Mogale City Local Municipality;

a) In 2007 Mogale City Local Municipality signed a Memorandum of Agreement with Lefika Emerging Equity. The intension hereof was to facilitate the construction of a 55 000 seater stadium. The anticipated benefits were that the Municipality would stand a chance to be one of the training venues for the 2010 Soccer World Cup. For implementation purposes, the Memorandum of Understanding was followed by the signing of a Notarial Lease Agreement. The expectation to construct the new stadium has not been realized.

b) Whether there is any plan to rehabilitate the stadium and timelines?

Rehabilitation of the stadium by the municipality and timelines will be subject to the settlement of the agreement previously signed with Lefika Emerging Equity, which is in progress. The municipality would formulate a revised plan upon conclusion of the matter with Lefika Emerging Equity.

c) Alternative facilities made available to sporting bodies in the West Rand for the past years that the stadium has been closed to the public are the following;

Johanna Botha Park Sport Complex, Azaadville Sport Complex, Kagiso Sport Complex, Kagiso Sport Complex, Lusaka Sport Complex, Khoza Club & Market Hall at the Civic Centre.

REPLY:

(1) With reference to whether the Department intends to take back sports infrastructure functions from the municipalities, the following is the reply;

a) The Department does not intend to take the sport infrastructure functions from the municipalities.

Why not?

a). In terms of Schedule 5 of The Constitution of the Republic of South Africa, Act 108 of 1996, Part A lists Provincial recreation and amenities and Part B (Local Government matters) lists local sport amenities, municipal parks and recreation as Functional Areas of Exclusive Provincial Competence. In terms of section 156(1) a municipality has the executive authority in respect of, and has the right to administer (a) the local government matters listed in Part B of schedule 5.

(b) The Department recognizing the challenges with the provision of sport and recreation facilities provision has sought intervention and remedial action as follows;

In terms of the municipalities (smaller municipalities) funded through the Municipal Infrastructure Grant (MIG);

  1. The Department together with the Department of Cooperative Governance (DCoG) has prepared a proposal for ring-fencing of funds for sport and recreation within the Municipal Infrastructure Grant (MIG).
  2. The proposal has been presented to National Treasury, in order for the proposed funding policy reforms to be incorporated in the Division of Revenue Bill (DoRB) for 2011. National Treasury has indicated that the proposed changes in terms of the allocation formula can not be incorporated into the DoRB for 2011/2012 financial year. National Treasury indicated that at the point of submission of the proposal the draft Bill had already been submitted to Cabinet and so it was not possible to make any substantive policy changes such as introducing ring-fencing into the MIG. These would be incorporated in the 2012/2013 financial year.
  3. However the DoRB MIG Framework prescribes to the municipalities sport and recreation facilities as one of the measurable outputs against which they must report.
  4. In addition SRSA and (DCoG) have identified and met the municipalities without sport and recreation projects since the inception of MIG in all the provinces except the Eastern Cape. Plans are underway to have a session with the municipalities in the Eastern Cape. The plans for these municipalities are being reviewed to include sport and recreation facilities.

In terms of the big municipalities funded through the Urban Settlements Development Grant (USDG);

  1. The Department together with the Department of Human Settlements is working on the model to ensure more equitable provision of sport and recreation facilities in the urbanized areas. The possibility of ring-fencing funds for sport and recreation facilities would also be considered.

2. Sport and Recreation SA does encourage National Federations to develop their structures in the rural areas. This is done through the support given in the transfer of funds for the development and revival of clubs. Details: Federations submit projects to be funded through the transfer funds, specifically club development or revival. SRSA monitors by getting reports and physically monitoring the projects to ensure that the money is used for intended purposes. Within the mass participation Programme, Legacy programme also deals with club development. The focus is on establishing clubs, provision of capacity building programmes, namely training of administrators, coaches and technical officials as well as the employment of area co-ordinators. The development of clubs takes place in conjunction with Provincial federations. The focus is on the most rural areas.

Indigenous Games are coordinated as part of the Siyadlala Mass Participation Programme which is implemented in all provinces in the mostly rural areas. Games include stick fighting (Intonga), umlabalaba, ngati, dibeke, Khokho, ncuva and jukskie. Provinces hold indigenous games festivals with the mass participation hubs. These feed into the provincial Indigenous Games Festivals and on an annual basis, SRSA, Organises a National Indigenous Games Festival.

In 2008, winning teams of each code participated in an International Indigenous Games Festival in Busan, North Korea. Some provinces have fully structured Indigenous Games Councils.
