Yes, as follow up to the Transfrontier Conservation Areas (TFCA's) Investment Conference of October 2008 held in South Africa, TFCA's Investment opportunities were presented at the Fifth Africa-Asia Business Forum (AABF) that was held in Kampala, Uganda from 15 to 17 June 2009. To date, four of the investments sites have secured investors while two are at an advanced stage of negotiation.

THE MINISTER OF TOURISM ANSWERS:

The Department has developed a draft Bill which seeks to, among others, empower the Minister with the powers to develop and implement a national quality assurance strategy and a national grading and classification system for tourism. The Department will also be given the powers to monitor and evaluate the quality of tourism services and products. I t is through this legislation that the department intends dealing with the problems of the quality of the grading process.

However through the mandate of South African Tourism, the TGCSA in ensuring the grading process for all establishments is robust and credible, undertook a comprehensive review of the Grading System. The new Awards Committee Members were appointed on 1 November 2009, the TGCSA identified six pillars that are core to the implementation of a strategy to enhance the TGCSA Star Grading System.

These are:

1. Introducing Grading Criteria which are globally recognised and credible to visitors/stakeholders.

· The TGCSA consulted the industry extensively on the improvement of the actual Grading Criteria and this work has recently been finalised with the final Grading Criteria document now being available online.

2. Improve the integrity of the Grading Process using IT infrastructure.

· A new IT system has been implemented and all Assessors will now use tablets to get establishments graded, thus reducing subjectivity in the awarding of points and the Star Grade applicable.

3. Simplify the Billing process and implement a more equitable fee structure.

· TGCSA has introduced and is implementing a fee structure that takes into consideration the Room Rate charged to the public, the Star Grading status applied for as well as the number of rooms the establishment has.

4. Improve the Competence and Integrity of Assessors.

· All Assessors including all TGCSA employees recently underwent training on the new Grading Criteria as well as the new IT system being implemented.

5. Stop the illegal use of stars and protect the TGCSA brand.

· The plaque has been re-designed and will be handed out to all establishments that are graded using the new, stricter, Grading Criteria.

· Through the Consumer Protection Act, the TGCSA will have 'teeth'' with which to stop all the establishments that mislead consumers by claiming that they are quality assured when they, in fact, are not.

6. Get industry to see value in participating in the TGCSA Star Grading System

· The TGCSA management are currently on a country-wide Roadshow addressing all the establishment owners on key concerns they have on the new Grading Criteria and ensuring buy-in.

With the availability of more detailed statistics for foreign arrivals to South Africa we are, since 2009, able to distinguish between the total number of foreign arrivals, total number of foreign visitor arrivals and the total number of foreign tourist arrivals as published by Statistic South Africa.

As leaders in the tourism sector we must ensure that we are consistent in the reporting of these statistics and demonstrates the necessary discipline when we do so.

The ratio of the number of jobs created for every foreign tourist has risen as South Africa managed to increase the number of foreign arrivals at a faster rate than the number of direct employees. In other words, we have a larger number of arrivals being serviced by a smaller number of employees.

However, this number requires further investigation to understand the structural issues that impact on South Africa being able to increase jobs through tourism, without creating a scenario of cheap labour.

The decreasing average length of stay of tourists to South Africa is driven by the length of stay of tourists from our neighbouring African countries. Most tourists from these countries are now staying one night in South Africa as opposed to two nights previously and this is affecting the average length of stay.

If one considers the average length of stay of overseas tourists, this has remained fairly constant over time with these tourists generally staying for an average of two weeks.

Australia has always enjoyed longer stays by foreign tourists due to the fact that this country is a very long distance from most countries and there are vast distances to be travelled within Australia. Furthermore, Australia also attracts a large number of backpackers and students who tend to travel for longer periods.

Yes,

South African Tourism (SAT), as an entity of the National Department of Tourism , have always tracked the performance of Australia as a key competitor and through studies such as the Global Competitiveness Programme, they have been able to evaluate the impact of tourism in Australia compared to South Africa. For example, Australia employs almost as many people through tourism as South Africa, but has a larger contribution to GDP. Through such studies, SAT is then able to review strategies for better impact.

Australia is able to capture ~3 times more foreign direct spend than SA. This is because tourists often stay in Australia for longer durations (~24.8 days) and there exists a high incidence of students who study at Australian universities.

Total arrivals to the country consist of visitors. The visitors comprise of tourists and same day visitors, and these are the only two categories recognised in measurement of tourism contribution to the economy. Total visitor arrivals were always taken into account.

The tourism direct contribution to employment is derived from the National Accounts through the Tourism Satellite Account. The indirect contribution is arrived at through modelling by the World Travel Tourism Council.

Statistics South Africa is the official statistics agency for the country and is responsible for the publishing of all the statistics. There are no plans to do retrospective calculations from the Department of Tourism as we focus on ensuring alignment to the international definition and standards going forward.
