(1) whether the Deputy President purchased a new vehicle on his appointment to office; if so, (a) why, (b) what make and model is the vehicle, (c) what did the vehicle cost and (d)(i) what accessories were included in excess of the vehicle's purchase price and (ii) what was the cost of such accessories; if not;

REPLY:

Honourable Member, I was under the impression that it is common knowledge that The Presidency does not procure, operate or maintain any cars or form of transportation for use of the President and Deputy President.

The South African Police Service provides, operate and maintain a pool of cars that transport the President, Deputy President and all former Presidents and Deputy Presidents.

Therefore, Honourable Member, The Presidency did not purchase any car when the Deputy President was appointed and has no specific car with specific accessories designed for his use.

The Leader of the Opposition (DA) to ask the Minister for: National Planning

(1) What the timeframes with regard to the establishing the National Planning Commission, (b) are the (i) names and (ii) designations of the selectors of the Commission;

(2). Whether it will include a nomination process, if not why not; if so what are the relevant details?


REPLY

The Honourable member is aware that we are currently in the consultative phase. We expect this phase to continue into November 2009, depending on the readiness of the Parliamentary Committee to report. The consultative phase is expected to yield comments and inputs from all sections of society regarding the content of the Green Paper. Among the feedback we expect is on the National Planning Commission, its role, composition and relationship to the executive. In its current form the Green Paper proposes a National Planning Commission which will be tasked with the responsibility for the development of a national plan and vision. This National Planning Commission (NPC) will comprise respected leaders and experts whose task would be to produce a draft long term plan and, in doing so, mobilise the country around the national vision and strategy.

Processes to establish the NPC will only begin after all the comments and inputs from the consultations have been considered and a revised Green Paper has been adopted by Cabinet. The Honourable Member would therefore agree that it would not be appropriate to pre-empt the result of the consultation process regarding the selection and appointment process for the NPC.

The question posed by the Honourable Member will therefore not be answerable before the finalization and approval of the Green Paper by Cabinet.

1197. The Leader of the Opposition to ask the President:

Whether he can elaborate on the reasons why he made certain statements (details furnished) regarding the effectiveness of the willing buyer, willing seller model; if not, why not; if so, what are these reasons? NW1536E

REPLY:

The Constitution places an onus on government to bring about land reform and equitable access to all South Africa's natural resources.

Land redistribution is an important element of this responsibility.

The willing buyer, willing seller approach to land redistribution has proven incapable on its own of achieving land redistribution at a sufficient pace.

Against the original target of redistributing at least 30% of agricultural land by 2014, only about 5% of land has been redistributed to date. Although a marked improvement was achieved with the emergence of the Land Redistribution for Agricultural Development sub-programme in 2001, the pace of delivery is still too slow.

It is for these reasons that we believe that alternative means of land acquisition should be investigated to ascertain how the land redistribution process can be accelerated and sustained.

The Minister of Rural Development and Land Reform is attending to the matter. It will be important that all stakeholders are involved in developing an approach that ensures effective and accelerated land redistribution takes place.

THE MINISTER OF RURAL DEVELOPMENT AND LAND REFORM

No.

The transfer is dependent on the back-scanning of the paper and microfilm records currently held in the Cape Town Deeds Registry. The back-scanning will commence once additional server storage capacity and hardware has been procured, and the necessary software developed.

1192. THE MINISTER OF WATER AND ENVIRONMENTAL AFFAIRS ANSWERS:

1. Yes. The date of the final meeting was on 23 April 2009.

2. No, because the National Environmental Laws Amendment Act, 2009 (Act No. 14 of 2009) is not in operation yet. However, the Department intends to establish two fora in terms of the afore-mentioned Act to replace the Committee for Environmental Coordination. In relation to replacement of NEAF, the Department currently follows a sectoral approach. There are existing fora for the various sectors in place, but we do not intend to formally establish them in terms of section 3A of the Act.

3. No, the Department has not considered this option yet.

(1) Whether her department has been informed of partially treated water that is being discharged from the uMthatha sewage treatment plant into the uMthatha River; if so, what are the relevant details;

(2) whether a section 19(3) directive has been issued against the operator of the uMthatha sewage treatment plant in accordance with the National Water Act, Act 36 of 1998; if not, why not; if so, what are the relevant details;

(3) whether her department is taking any steps to rehabilitate the uMthatha sewage treatment plant; if not, why not; if so, what are the relevant details?

REPLY:

(1) Yes, My Department is aware of the partially treated effluent discharged from the Umthatha Waste Water Treatment Works (WWTW) into the Umthatha River. This discharge exceeds both chemical and microbiological limits of the General Standard, set for discharge to a water resource. The discharge is monitored on a monthly basis.

(2) Yes, a pre-directive in terms of Section 19(3) of the National Water Act, 1998 (Act No 36 of 1998) [the Act] was issued to OR Tambo District Municipality (as the responsible Water Services Authority for the area responsible for provision of water and sanitation services) on 23 October 2008 for non-compliance with the Act due to the state of the Umthatha WWTW, collector sewers and pump stations. The pre-directive instructed OR Tambo to submit a Plan of Action to rectify the issues of non-compliance.

(3) Yes, My Department has made available an amount of R25 million from its Accelerated Community Infrastructure Programme to restore the Umthatha WWTW. The contractor moved on-site in September 2009.

In addition to the above support, the Department through cooperative governance, was able to secure R10 million from Provincial Department of Local Government and Traditional Affairs to refurbish the sewage pump stations. Currently, the refurbishment is nearing completion. Further more, My Department and the Eastern Cape Provincial Government have committed to assist OR Tambo District Municipality in developing a far wider action plan that addresses rehabilitation, delivery, resource conservation, planning, technical & institutional capacity, and sustained management of water services.

(a) The mandate of the company is to undertake an independent assessment of the cumulative progress (by the mining industry) against the targets of the Mining Charter, as agreed upon by all stakeholders prior to implementation of this Charter.

Mr. M J Ellis (DA) to ask the Minister for Provincial and Local Government:

(1) (a) What was the total rand value of (i) hotel accommodation procured for his departmental officials and (ii) conferencing facilities hired by his department during period 1 October 2007 to 31 March 2008 and (b) in each case, what percentage was spent at establishments graded by the Tourism Grading Council:

(2) whether there are any barriers to making use of graded establishments; if not, why is the use of graded facilities not higher; if so, what are the relevant details?

ANSWER

The total Rand value of hotel accommodation procured and conferencing facilities hired, for the period 1 October 2007 to 31 March 2008, amounted to:

(1) (a) (i) Hotel accommodation: R 6.027 million

(ii) Conferencing facilities: R 2.250 million

The percentage spent at establishments graded by the Tourism Grading Council Is as follows:

(b) 1 % on 2 star hotels;

27% on 3 star hotels;

66% on 4 star hotels;

3% on 5 star hotels; and

3% on lodges, guest houses and tour operators.

(2) There were no barriers when making use of the graded establishments as 97% of expenditure is spent on graded hotels as indicated in (b) above.

Communication Strategy for H1N1

The Minister of Health issued a letter to individuals and people in leadership positions in all sectors of our society, including those in civil organisations. The letter not only shared vital information on H1N1 Flu and how to handle it, but it also requested people in leadership positions to assist in disseminating the said information to their different constituencies. The mention but just a few, the letter was sent to all Members of the Executive; all Members of Parliament; all Provincial Premiers and MECs; all Members of the Provincial Legislatures; all Municipal Councillors; Traditional Health Practioners; all Media Houses (print and electronic); Religious leaders and church groups; Business Labour; NGOs; Social Workers; Community Development Workers; Community Health Workers; Chancellors and Vice-Chancellors of Universities; Rectors and Heads of Universities of Technology and FET Colleges; School principals; etc. The Minister also made a statement in Parliament, on 26 August 2009.

(a) What amount has been spent to date on the publicising of the toll-free hotline regarding the N1H1 virus, (b) what additional amount has been allocated for further publicising, (c) how many operators are employed at the toll-free hotline and (d) how many calls has the hotline received since it became operational?

REPLY:

(a) First of all, the Honourable Member is advised that the number is not a toll-free number but a shared-call number. Publicising of the hotline has been done through electronic media, press and media releases with no additional cost implications. Details are as follows:

  • Media Release 19 August 2009;
  • Media Briefing 19 August 2009;
  • All promotional material include hotline number and e-mail address ([email protected]);
  • Placed on the website (H1N1 webpage), intranet and computer screens (internal employees);
  • Mentioned during ad hoc media interviews (Minister, spokesperson and health experts);
  • 90 second TV advert include the hotline number.
  • (b) No additional funds are earmarked for further publishing of the hotline.

    (c) 20 Operators trained to man the hotline - obtained from a pool of 100 operators for the Gauteng Emergency Services Control Room. Presently 8 operators are dedicated to the hotline with 2 operators manning it per shift. At busy times up to 6 operators are called in to assist per shift.

    (d) 4,461 calls were received since 12 August to 16 September 2009.

    2. The Deputy Minister has continued using his existing vehicles.

    (b) The BMW X3 3.0i is four years old and the Landrover Discovery 3TDV 6 is two years old.

    1179. THE MINISTER OF TOURISM ANSWERS:

    (1) Yes, The Department of Tourism has procured two vehicles for the newly appointed Deputy Minister, Ms T Xasa. The Deputy Minister from the onset instructed the Department that she does not wish to use the maximum amount available for procuring the vehicles.

    (a) The Department of Tourism is a new Department that was announced by the President of the Republic of South Africa in May 2009. There are therefore no previous vehicles available for the Deputy Minister.

    (b) Two BMW 550i, 2009 model sedan vehicles have been procured for the Deputy Minister's use in Cape Town and Pretoria, respectively.

    (c) The total cost of the two vehicles amount to R1 521 000.

    (d) The following accessories are included in the total price. Auto transmission, rear screen blind, park distance control, navigation system, night vision and protection glaze. The cost of the accessories amount to R124 200.
