Yes, the agreements will be presented for deliberations to the Energy Security Cabinet Subcommittee. These Agreements are yet to be deliberated by the subcommittee. Once deliberated by the Energy Security Cabinet Subcommittee, it will be submitted for Cabinet approval and then submitted to Parliament for ratification. When these agreements are tabled in Parliament; all legal opinions received from the Department of Justice and DIRCO, together with a detailed explanatory memorandum, would form part of the submission to Parliament. These documents, including the signed Agreements will become public at that stage.

- (a) We need to make a distinction between evacuated tube and flat plate technologies, because the cost structure is different. In so far as evacuate tube technology, the imported product will be cheaper than any locally produced product. This is due to better economies of scale in relation to imported products from China. In so far as flat plate technology, local products can be produced at a much cheaper cost than an imported product due to the availability of all constituent material and technology in South Africa. The solar water heating roll out programme is aimed at improving economies of scale in relation to flat plate technology and therefore significantly bringing down the capital costs whilst simultaneously creating local jobs
(b) Prior to the designation of solar water for localization a study was conducted by the Department of Trade and Industry regarding the socio economic impact of localization. There is empirical evidence that localization will create more jobs than no localization.
- As indicated in 1 above, local manufacture of evacuated tubes on a competitive price level is currently not possible. This is due to vastly superior economies of scale in manufacturing centers like China rendering local production uncompetitive. China manufactures billions of tubes annually whereas the South African market requires a few million tubes at best.

Since the suspension of the National Solar Water Heater Programme (NSWHP) on 31 December 2012, what is the cost to the country in terms of the (a) number of (i) manufacturers, (ii) installers and (iii) maintenance companies that have closed down, (b) number of jobs that have been lost in each of the specified companies, (c) loss of skills development planned as part of the NSWHP and (d) deterioration of equipment and infrastructure built up by the industry until the programme was suspended? The NSWHP was not suspended on 31 December 2012 at all. Instead, the NSWHP was initially funded through electricity tariffs against which Eskom was responsible for disbursing the rebates (Solar Water Rebate Programme) until March 2013. Funding for the rebate programme was stopped in March 2013 due to the expiry of the tariff period under which the Energy Regulator had provided the funding. The funding was then replaced by an allocation from the fiscus extending from 1 April 2013 to 31 March 2015 and duly appropriated by Parliament as a conditional grant for disbursement by Eskom.
Local content was prescribed as a requirement to access any subsidy under the National Solar Water Heater Programme. By March 2013, 400 000 systems (overwhelmingly imported) had been installed at an estimated cost of R1.6 billion of subsidies. The installation of products has trickled down to less than a 1000 systems per month. This is due to the high capital cost that suppliers require from the end user. In order to address the lack of localization and other problems associated with the rebate model (lack of verification of installation, poor workmanship, lack of electricity load reduction, lack of maintenance) there was a need for the NSWHP to be revamped.

- (a) No, for private installation for own use. Yes, for renewable IPP’s, the installation information is known
(b) No, this initiative is under consideration. Government buildings fall under the jurisdiction of the Department of Public Works who are currently being consulted to gain access to the buildings.
(c) No, electricity distribution is a municipal constitutional mandate
- No, we already have 5000MW of Independent Power Producer (IPP) contracts in place covering wind, solar, biomass, hydro and gas. In addition, procurement process covers 2500MW of baseload capacity (coal) is being procured from IPPs. There is therefore no need to stimulate an already vibrant IPP industry.

Reply:
- The procurement model that will be used for the Nuclear Build Program has not been determined. The department is currently engaged in the pre-procurement phase including investigating the various procurement models that will be submitted for approval by Cabinet.
- The details of the procurement models will be revealed after it has been approved by Cabinet

(a) What detailed plans are in place to ensure the smooth transition of the solar water heater rebate programme that has been transferred from Eskom to her department and (b) how many (i) high pressure and (ii) low pressure solar water heaters will be rolled out in 2015? NW109E
Reply:
- This decision has not yet been made.
- The final projected low and high pressured SWH installations for 2015/16 are subject to confirmation of the SWH funds through the National Budget speech.

With reference to her reply to question 2222 on 13 November 2014, (a) on what date will the Gas Utilisation Master Plan be published for public comment and (b) with what other plans is the Gas Utilisation Master Plan aligned? NW108E
Reply:
- No exact date could be given.
- The GUMP will be aligned with the National Development Plan and the Integrated Resource Plan 2010, amongst others. It will also be aligned with the White Paper on Energy Policy of the Republic of South Africa.

(a) How many intergovernmental framework agreements on nuclear cooperation has she signed, (b) with which countries were each of these framework agreements signed and (c) on which exact date will each of these framework agreements be tabled in the National Assembly? NW37E
Reply:
- Three intergovernmental framework agreements on nuclear cooperation have been signed by Minister Tina Joemat-Pettersson. Minister Dipuo Peters signed another intergovernmental framework agreement with South Korea.
- France, China and Russia
- The intergovernmental framework agreements will be tabled in the National Assembly after they have been deliberated by Energy Security Cabinet Subcommittee and Cabinet.

With regard to the fourth round of bidding of her department’s Renewable Energy Independent Power Producer Procurement Programme (REIPPPP), (a) what is the status of this round, (b) how many bids have been received up to and including 31 January 2015, (c) when will the (i) Power Purchase Agreements, (ii) Direct Agreements, (iii) Implementation Agreements and (iv) Connection Agreements be signed and (d) when will the financial close of this tender be? Reply:
- The evaluation process of Bid Window 4 has been completed and the announcement of the preferred bidders is imminent.
- The department received 77 bid submissions on 18 August 2014 (Bid submission date) in response to the Request for Proposal for the Renewable Independent Procurement Programme Bid Window 4.
- (i)(ii)(iii)(iv)
It is anticipated that the Implementation Agreement, Power Purchase Agreement and Direct Agreement (where applicable) will be signed in 6 months from preferred bidder announcement date. The Connection Agreement will be finalized between Eskom, as the Buyer, and the Seller prior to the signing of the agreements stated in this paragraph.
- The financial close will be concluded within 300 days of signing of the agreements.

Reply:
The ISMO Bill will be reviewed and re-submitted to Parliament.
