The Minister of Public Works

The Department of Public Works (DPW) has drafted a language policy that is based on The Use of Official Languages Act, 2012 (Act No. 12 of 2012) and the National Language Policy Framework. The draft policy was submitted to the Deputy Director-General: Corporate Services for tabling, discussion and adoption by the Executive Committee (EXCO) of the DPW during the 2013/2014 financial year.

The following languages are adopted as official languages for the national office the department:

(a) Sepedi

(b) isiZulu

(c) English

(d) Afrikaans.

The proposed languages are national departmental languages, however for communication targeted for a specific region the Department rotates this with adopted languages of the province, e.g. North West, Mahikeng Region, Setswana and Afrikaans are used, since they are predominant languages in that province.

Chapter 4, clause 15.3 of the Senior Management Services (SMS) Handbook guides the awarding of bonuses to SMS members, whilst the Department of Public Service and Administration (DPSA) Employee Performance Management and Development System Framework guides the awarding of bonuses to levels 12 and below. In terms of clause 9.5 of this framework, Government departments must not spend more than 1.5% of their remuneration budget for bonuses.

(a) The criteria to be met in order to be considered for a Performance Bonus is outlined in the approved Departmental Policy on Performance Management and Development System (PMDS), namely that an official must have completed 12 months service in the same rank and notch and must also obtain a moderated annual assessment rating of 115 and above.

(b) Based on the current verified information, a total number of 3466 staff members on salary levels 2 – 12 will receive Performance Bonuses.

(c) The total amount approved for the payment of Performance Bonuses for the said staff is R18 241 122.50

(d) Yes, this amount was budgeted for.

Whether funds were directed away from the Dolomite Risk Management Programme resulting in the non-maintenance of several government department buildings; if so, (a) who ordered this re-allocation of funds, (b) for what reason and (c) where were the funds re-directed to? NW3540E

An amount of R160 million was allocated to the Dolomite Programme for the 2010/11 financial year. The allocation was based on an initial high level Dolomite Risk Strategy developed by the Department of Public Works (DPW). As part of the normal Departmental budget management framework, a total allocation to a Programme has to be further allocated to specific projects making up the programme. At that point of allocating funds to the individual dolomite projects making up that programme, it was discovered that there were not enough projects to allocate all the Dolomite Programme funds to. This resulted in an over-allocation to the Programme to the extent of R103 million, i.e. only an amount of R54 million could be allocated to specific dolomite projects for that period. The excess funds had to be re-allocated to other projects that were in need of funds in the interest of service delivery. As such, this re-allocation did not compromise any of the Department's infrastructure maintenance programmes.

(a) This re-allocation was done in accordance with the then approved budget management framework. It was carried out by the then established budget governance structure, the Planned Maintenance Budget Committee, which was the highest authority then.

(b) The reasons for the re-allocation have been provided above.

(c) The funds were re-directed to the following projects:

(1) (a) This is a process driven primarily by the Department of Water Affairs with the Trans-Caledon Tunnel Authority as an implementing agent. The National Department of Public Works (NDPW) is at this stage unable to provide details of the process, as the negotiations are still ongoing between the relevant departments that are leading the process.

(2) (a) The extent of the land to be made available will depend on the outcome of the negotiation process between the relevant parties. The role of the NDPW will be to release the land once all the necessary processes of land transfer have been followed.

(1) The National Department of Public Works (NDPW) is the custodian of the remaining extent of the farm Hartbeespoort C 419 JQ, known as Rashoop, totalling 5.31 hectares and is located in the District of Madibeng Local Municipality, North West Province.

(a) The property is still under the custodianship of the NDPW and has not been transferred.

(b) and (c) Not applicable / fall away.

(2) The North Gauteng High Court judgement dated 05 November 2009, ruled against the removal of the illegal occupants. The property shall be transferred to Madibeng Local Municipality once approval is obtained from the National Treasury in terms of National Treasury Regulation 21.3.1, which states that the "[National] Treasury's "approval must be obtained before institutions offer or accept any gifts or donations of immovable property."

(3) The matter will be resolved by the Madibeng Local Municipality in conjunction with the Department of Human Settlements, as per the court judgement by the North Gauteng High Court.

(1) The National Department of Public Works (NDPW) is monitoring the developments around the illegal invasion of portions 454 and 455 of the farm Kameeldrift 211 JQ in the North West Province. However, the NDPW has received a request from the Madibeng Local Municipality for the release of the affected portions for the development of formalised human settlements. The request is under consideration together with all other needs the Department may have for the property. The final decision on this will have a bearing on the manner in which the matter of the illegal invasion is to be resolved.

(2) As noted above, the NDPW is considering various options for the optimum use of the land. Relevant departments are being consulted in the process.

(ii) The position of Chief Director: Legal Services has been advertised and interviews are scheduled for the second week of December 2014. It is anticipated that the position will be filled by 01 February 2015, having made provision for the successful candidate to serve the required 30 days' notice period after receiving an offer of employment.

(iii) The position of Chief Director: Monitoring and Evaluation has been filled.

(b) The delay in the filling of the vacant positions in question is as a result of the ongoing review of the organisational structure of the Department of Public Works and the current pressure on the budget for compensation of employees.

Leave of absence in the Public Service is regulated in terms of the Ministerial Determination and Directive on Leave of Absence in the Public Service and is granted in terms of the relevant prescripts. This Determination and Directive is made in terms of the provisions of section 3(5)(a) and 5(6)(b) of the Public Service Act, 1994 (Act No. 103 of 1994) as amended.

In terms of the said Determination and Directive the need for a leave dispensation in the Public Service is to:

· comply with the legal requirements entrenched in the Basic Conditions of Employment Act, 1998;

· promote the health and safety of employees;

· allow the employee to recuperate from illness / injuries; and

· accommodate the employee's family, professional, civic and personal needs.

An employee is entitled to 36 working days sick leave with full pay over a three-year cycle. Any unused sick leave credits shall lapse at the expiry of the three-year cycle.

It is incumbent on the employees to utilise and manage their entitled sick leave responsibly and with circumspection.

The Property Management Trading Entity (PMTE) has been approved to operate as a trading entity of the National Department of Public Works (NDPW) and not yet as a Government Component. We are currently working towards the establishment thereof and envisage that it will be formally instituted as a Government Component by March 2018.

(a) (i) In order to professionally fulfil the NDPW's role as Property Manager, Facilities Manager and Property Agent for the State, intensive research was done through benchmarking against industry best practice. This, and due consideration for our legal mandate and Government's priorities, informed the development of the Department's delivery model into three focussed operational divisions:

· Real Estate Investment Services – Property Agent and Management functions through the acquisition and disposal of assets

· Real Estate Management Services - Property management functions with State-owned properties, as well as property agent functions in situations where leasing in is required.

· Facilities Management Services – facilities management functions.

The Asset Registry Services and Property Development serve as individual delivery units.

The above functional structure, spearheaded by highly skilled property professionals as well as the revision of systems and policies, will ensure that the PMTE operates as a professional and revenue focussed entity to ensure effective and efficient cost saving service delivery.

(ii) The physical verification of State-owned assets nationally is 97% complete. The completion of a credible and comprehensive Immovable Asset Register for the State will enable us to identify the percentage of State assets that are currently utilised, their conditions and the number of unutilised buildings in tenantable conditions. This information will assist us in planning for future acquisitions, renovations and or refurbishments, and optimum utilisation of our allocated capital expenditure budget.

(b) A drive towards reducing the cost of leasing in from the private sector is in progress and the fixing of escalation rates and renegotiation of rates per square metre according to market related prices for expired leases has already led to approximately R30 million in savings per annum.

The PMTE is already engaging the National Treasury: Office of the Chief Procurement Officer in developing the new lease procurement and management framework. Annual escalation rates will be prescribed by the Minister of Finance in the new lease management framework.

(c) (i) Through the physical verification of State-owned immovable assets nationwide, it is clear that the State does not own sufficient facilities/properties in rural areas and small towns. In order to provide basic services to these areas through Thusong centres and service stations, a special unit within the Department has been established to focus on the development of facilities that will house essential service Government departments such as Home Affairs, the South African Social Security Agency (SASSA) and the South African Police Service (SAPS). The Department has also embarked on the process of acquiring land closer to communities by means of Permission to Occupy Building (PTOB) and long-term leases to enable development of such facilities critical to enable the State to take services closer to the general populace and disadvantaged communities.

(ii) In terms of improving the quality of Government buildings in order to improve the quality of Government Services, the NDPW's Refurbishment Programme is aimed at creating functional values of existing building stock, which have been abandoned in favour of private properties (leasing in). This refurbishment includes additional accommodation, space reconfiguration in terms of client's needs, energy efficiency solutions, and accessibility to physically disabled persons.

In addition to refurbishment, the NDPW is driving compliance to municipal by-laws, which was previously not a requirement. The process will unlock value for the municipalities to be able to levy appropriate taxes and services.

(d) With regard to utilising the State's vacant properties productively, the NDPW is in the process of identifying assets that are underutilized or not appropriately resourced. These assets are earmarked for rapid redevelopment through Build, Operate and Transfer (BoT) models, where the PMTE engages in opportunities through Public-Public Partnerships with State-owned enterprises and Public Entities, such as the Public Investment Corporation (PIC), to meet short to medium-term accommodation requirements.

In this regard, we have already engaged with the National Treasury, Transnet National Ports Authority, Transnet Freight Rail, SENTECH, ESKOM, the Passenger Rail Agency of South Africa (PRASA), Telkom, the PIC, and the Airports Company South Africa (ACSA) to explore opportunities for collaboration to optimise property space utilisation for service delivery obligations. To effect this collaboration a forum is to be established to engage on issues of mutual benefit in the property space.

(e) In terms of levering the State's property portfolio to create employment, the reopening of Workshops (Facilities Management Service Centres) is key in both skills development and job creation. Currently only 5% of facilities management services can be done in-house due to a lack of capacity. The reopening of these workshops will contribute towards the development of technical and professional skills in the Built Environment. Two pilot workshops in the Cape Town and Pretoria regions have been identified and are currently being refurbished and revamped. The targeting of youths for the Structured Workplace Capacity Development Programme will, in time, build internal capacity by absorbing youths that have completed the workplace programme into permanent structures of the Facilities Management Centres.

The NDPW provides for the National Youth Service (NYS) programme in all capital projects. Through EPWP infrastructure managers in the regions, areas of training are identified and recruitment is concluded with the assistance of local councillors or NYS agents. The recruits attend training courses in selected trades and once concluded they are brought to construction sites under the supervision of the main contractor.

In terms of creating jobs through Real Estate Management as part of the PMTE, Small, Medium and Micro Enterprises (SMMEs) will be engaged to provide property management services for unutilised State-owned properties. The SMMEs will serve as property agents and will manage, develop and market these properties to generate profit.

(c) The newsletter is circulated to all the DPW regional offices throughout the country, and is made accessible to members of the public who visit the department's reception areas. What practical steps is his department taking to ensure that its work supports the National Development Plans' goal of creating job opportunities for (a) unemployed youth, (b) women and (c) indigent persons in rural areas? NW1895E

(a) The National Development Plan (NDP) sets out a vision for the massification of the Expanded Public Works Programme (EPWP), with the targeted number of work opportunities in inverse proportion to economic growth over a 20-year period. To realise this vision of the NDP, a target of 6 million work opportunities in Phase 3 (2014 - 2019) of the EPWP has been set.

In recognition of the extremely high rates of unemployment among the youth, the EPWP youth target has been increased from 40% in Phase 2 to 55% in Phase 3. The EPWP is partnering with youth agencies, as well as funding and training institutions to ensure that unemployed youths are provided with opportunities to work, generate income and develop skills through learnerships and artisan training programmes. These interventions will equip the youth to gain skills and enhance their employability upon exiting EPWP.

(b) The EPWP target for women in Phase 3 of the programme is similar to what it was in Phase 2, i.e. 55%. All sectors and participating departments have been sensitised of including this target in their planning processes. The Non-State Sector has partnered with the National Youth Development Agency (NYDA) to facilitate the participation and skilling of young people in the Programme. A Memorandum of Agreement (MoA) has been signed to develop young people in Phase 3 of the EPWP.

(c) With the introduction of the Community Work Programme (CWP) the EPWP has an added mechanism to target poor communities and maintain a presence in these communities. The CWP is consistently targeted at the poorest and most marginalized communities in each of the municipalities in which it is established.

The CWP applies a multi-sectoral approach and is entrenched in communities to create a pool of community assets and improve the quality services provided. The CWP is also used as an implementing platform to direct additional projects and programmes into these same communities.

The EPWP branch in the National Department of Public Works monitors the achievement of targets on a regular basis.

(b) The National Department of Public Works (NDPW) initiated a Spatial Development and Economic Framework that led to the identification of various infrastructure development projects, as per the attached annexure to roll out over the next 15 years. These projects will be prioritised and shall be dealt with according to the needs at each harbour and based on the availability of funds.

(c) The details of the socio economic benefit will be quantified and communicated as soon as each harbour has its own unique plan and funds have been allocated to the respective projects.

(d) The Habour Steering Committee (HSC) was established in 2005 for the 12 proclaimed fishing harbours in the Western Cape. Its members include the NDPW, the Department of Agriculture, Forestry and Fisheries, the National Treasury, as well as the Western Cape Provincial Government and the City of Cape Town. The HSC was established to oversee the interim management of proclaimed fishing harbours, the unlocking of tourism and other socio-economic opportunities and further to investigate proposals on the future management of the fishing harbours.

(a) None of the public entities reporting to Department of Public Works received adverse audit reports for the 2013/14 financial year. However, out of the four public entities reporting to the Department, the Independent Development Trust (IDT) is the only one that received a qualified audit report.

(b) (i) The major findings that led to the qualified audit report for the IDT are stated below:

Ø Due to a lack of appropriate audit evidence, the Auditor-General was unable to confirm the tender deposits by alternative means and therefore, could not determine whether any adjustments to the tender deposits, stated at R5.812m in Note 8 (Other Income) of the IDT financial statements, were necessary.

Ø Due to the inadequacy of the internal control system on employees' leave records the Auditor-General was unable to conclude on the accuracy of the leave pay accrual amounting to R14.307m in Note 25 of the financial statements.

Ø The financial statements were presented for audit purposes without accurate and complete underlying accounting records. The Auditor-General was therefore unable to audit funds due from Programme Principals as stated in Note 21 of the financial statements.

(ii) None

(iii) The Department of Public Works will ensure that IDT develops an appropriate action plan with clear performance targets on how to address the audit findings that led to the qualified audit report. Such a plan will be endorsed by the Department prior to implementation. As part of monitoring implementation of the action plan, the IDT will be expected to submit a detailed progress report to the Department on a quarterly basis for review.

Dr Lewis acts in an advisory capacity and has been appointed in terms of the Public Service Act (section 12A (1)) to:

• advise the Minister on the exercise or performance of the powers and duties relating to Minister's office;

• advise the Minister on the development of policy that will promote the objectives of the National Department of Public Works; and

• perform such other tasks as may be appropriate in respect of the Executing Authority's powers and duties.

(d) Level III in accordance with the Special Dispensation for Special Advisors.

(e) The Cabinet approved dispensation as captured in the Ministerial Handbook provides guidelines for the determination of the salary level of the Special Advisors. It should be indicated that the salary scales of individuals form part of a confidential agreement between the employer and the employee. (b) The total amount being claimed from the Department is R348,106,830.00. However, the historical analysis on the outcome of court cases against the Department demonstrably shows that following a rigorous adjudication of these matters, the Department usually ends up being liable to one third of the total amount claimed.

With respect to (1) (a) (i) and (ii), (aa), (bb), (cc), (dd) and (ee), the detail is as follows:

22 investigations have been instituted for overbilling/overcharging since the 2009-10 financial year. Amongst the investigations are projects that stretched over more than one financial year, where overbilling/overcharging is suspected to have occurred and invoices were submitted for payment at intervals over the duration of the projects.

(1) (b) (i) Two investigations were initiated internally.

(ii) The Department of Public Works is not privy to information on investigations that are conducted by the Office of the Public Protector.

(iii) Seven cases were referred to the South African Police Service (SAPS) based on recommendations by the Special Investigating Unit (SIU) following the conclusion of its investigations.

(iv) Thirteen cases were registered for investigations conducted by the SIU.

(v) None.

(2) Not Applicable.

(3) (a) (i) and (ii) Since a number of the investigations are currently underway an exact amount cannot be determined at this stage.

(3)(b)(i) In respect of the outcome of the investigations, the details are as follows:

· With reference to investigations noted in Part (1) (b) (i), in both cases, the fieldwork has commenced.

· With reference to investigations referred to in Part (1) (b) (ii), above, not applicable.

· With reference to investigations referred to in Part (1) (b) (iii), above, in all the cases, criminal charges have been registered. The matters are at different stages of the prosecuting process.

· With reference to investigations referred to in Part (1) (b) (iv), above, disciplinary action was recommended against 22 officials. Two of the officials resigned before the disciplinary process could commence. Two other officials were found guilty and have subsequently been dismissed.

· Five officials and approximately four service providers are facing possible criminal charges following the referral of those cases to the SAPS.

· Civil claim processes for the recovery of monies are under way in 7 matters.

The National Department of Public Works (NDPW) has estimated that it will have completed the current backlog of the Government's immovable assets under its custodianship to be registered in its enhanced Immovable Asset Register (IAR) by 31 March 2016.

To date, 95 percent of such assets have been entered into the asset register. It should, however, be appreciated by the Honourable Member that the NDPW commenced with the programme to enhance its immovable asset register in November 2011, in a protracted process that would include the reconciliation of State-owned assets under the custodianship of all national and provincial custodians.

Phase 1 of the Immovable Asset Register (IAR) project focused on the completeness of information on land parcels. This milestone was successfully reached whereby the Department moved from an audit disclaimer to an audit qualification on immovable assets for the 2012/13 financial year. The only assertion contributing to the qualification was the valuation of the immovable assets, which is being addressed in Phase 2. This second phase of the IAR Enhancement Programme commenced in January 2014 and includes the following key integrated work-streams that are working to ensure that the IAR is fully compliant to the Generally Recognised Accounting Practice (GRAP) by 31 March 2016:

· Designing and implementing the right operating model to manage and maintain DPW's IAR.

· Designing and implementing an appropriate IAR management system, using iE-Works and other systems as a base to enable the required reporting and accounting.

· Vesting of remaining State land parcels by 31 March 2016.

The IAR was submitted to the office of the Auditor-General (AG) on 31 May 2014. The 2013/14 audit on immovable assets has thus far displayed significant improvement in the compilation of the Immovable Asset Register.

(a) In respect of this question, the Honourable Member should note that the Department of Public Works (DPW) initiated an investigation, which was undertaken and is currently still being undertaken by the Special Investigating Unit (SIU) into maladministration, tender irregularities, price inflation and other irregularities in respect of certain State-owned houses in the Prestige Portfolio located in both Pretoria and Cape Town.

In Pretoria 7 houses were investigated for the period in question. The reasons for the investigation were tender irregularities in the appointment of consultants, inflation of bills of quantities and non-delivery corresponding to payment claims by contractors in terms of bills of quantities. The cost of the renovations and/or planned maintenance of these properties amounted to R27 674 924.96. The DPW Director of Prestige in the Pretoria Regional Office was charged and found guilty and charges have been laid against others involved in maladministration.

In Cape Town 17 houses are under investigation by the SIU in terms of proclamation 54/2014 gazetted on the 01 August 2014 (GG No. 10243). The investigation covers the period from 2008 up to the date of the gazette. The reasons for the investigation are possible tender irregularities in the appointment of service providers, inflation of bills of quantities and non-delivery relating to payment claims by contractors in terms of the bills of quantities. The investigation is currently underway.

(a) 21 land parcels have been allocated.

(d) in respect of Balfour, 20 land parcels were allocated, each measuring 2 855 sqm; and in respect of Mount Frere, Eastern Cape, one land parcel was allocated measuring 30 hectares.

The National Department of Public Works (NDPW) is managing a massive property portfolio that comprises approximately 30 000 land parcels and 107 000 improvements (buildings and structures) countrywide.

The project to physically verify all assets under the custodianship of the NDPW commenced in October 2013 and is scheduled to be completed by 15 September 2014. To date the Department has verified 95% of the properties that were identified. The Department made use of electronic data collection tools and GIS (Geographical Information Systems) software in the compilation of the Immovable Asset Register.

The information fields populated through the desktop and physical verification exercise are fully compliant to National Treasury's minimum requirements and GRAP (Generally Recognised Accounting Practice) requirements as per Directive 2 (which provides for classifying, recognizing and measuring assets and liabilities received as a result of the transfer of functions). The application of the Directive has resulted in an improved audit outcome on the immovable assets for the 2012/13 financial year.

Sufficient audit evidence was provided for all properties disclosed in the Annual Financial Statements of 2013/2014 through the Paper-Trail Project, where supporting documentation such as title deeds and Surveyor-General diagrams per property are uploaded on the system.

The NDPW's Immovable Asset Register was submitted to the office of the Auditor-General on 31 May 2014 for auditing purposes. The audit process was to be completed by 31 July 2014.

(1) The maintenance on the exterior woodwork including (a) doors, (b) windows and (c) window shutters at the Marks Building in the Parliamentary precinct has normally been done upon request. The Department of Public Works did not have a schedule for preventative maintenance for the Marks Building per se.

(2) The maintenance was last performed on 04 December 2013.

(3) A maintenance project has been registered on the Departmental project management systems whereby all external items, the woodwork, repairs to the external façade as well as replacement of the roof will be attended to. The departmental officials are in the process of preparing the requisite documentation to activate the project.

(4) Yes, for the current financial year 2014-15 a budget has been allocated.

(a) R2 226 762 was allocated for maintenance.

(b) The cost of the maintenance and breakdown thereof will be determined by the scope of works.

(2) 440 Parking bays are allocated to Parliament to allocate to Members of Parliament, among others.

(3) (a) and (b) The names and job descriptions of persons other than Members of Parliament occupying a portion of the 440 parking bays allocated to Parliament may be obtained from Parliament, as the Department of Public Works is not privy to this information.

(4) Since Parliament manages the parking bays allocated to it, Parliament is therefore better positioned to respond to this question. The Department of Public Works has not received an application from Parliament requesting additional parking bays.

The R3,6 billion was identified as a result of the requirement by the Auditor-General South Africa (AGSA) for both the DPW's Main Account and the Property Management Trading Entity (PMTE) to review all bids, quotations and payments made from 2009/10 to 2012/13. This entailed revisiting a total of 1,2 million transactions with a Rand value of R96 billion over the three year period in question. Out of this, a total of 56 578 transactions (6%) with a Rand value of R3,6 billion (3% of the total Rand value), were identified as irregular.

Of the R3,6 billion reported at the end of 31 March 2013, R451 million relates to transactions currently being investigated, or have been investigated, by the Special Investigation Unit (SIU). Internal disciplinary actions are in progress and where they have been concluded and action recommended against officials who have flouted the prescribed processes, the Department has moved swiftly to implement the recommendations.

In addition to the above, an amount of R574 million has been condoned as at end of February 2014, as a result of investigations or analysis conducted by the Department.

During the month of February 2014, the Department has increased its internal investigative capacity to investigate and deal with all the transactions that led to irregular and fruitless and wasteful expenditure. This will see an acceleration of swift investigations and conclusion of all internal disciplinary enquiries in the Department.

The daunting task has been completed and the adjusted irregular expenditure registers have been presented to the AGSA for verification and audit. (1) The Department of Public Works has noted the reply by the President of the Republic of South Africa to question 453 on 17 December 2013. It should, however, be stated that the running of the President's homestead in Nkandla and costs involved lies with the owner/beneficial occupier of the property.

It is recommended to the Honourable Member that they refer to the reply to NCOP question 452 on 12 December 2013, in which it is stated that the Department of Public Works has not incurred any costs except for electricity payments.

It is also stated in the same reply that the Department of Public Works is in the process of putting in place a maintenance plan for the State property adjacent to the President's homestead for 2014 and going forward. Note that the Department of Public Works will not be responsible for the maintenance of the President's homestead, as stated above.

(1)(a) The Department of Public Works does not have information pertaining to Mvula Trust for the project in question.

(b) (i) The company in question was appointed as a domestic sub-contractor.

(ii) Installation of the air-conditioning and ventilation equipment.

(iii) Installation of air-conditioning and ventilation equipment.

(iv) The amount paid to the main contractor for the work was R3,7 million. The amount paid to the company in question is known to the main contractor since the Department of Public Works had no contractual obligations with the sub-contractor.

. (2) As noted above in (1) (b) (iv) the amount paid to the main contractor was R3,7 million.

(3) As the Department of Public Works did not have a direct contractual relationship with the sub-contractor, the reason why the main contractor awarded the contract to the company in question and the criteria thereof can by only be ascertained the main contractor.

(4) Due to the reason stated in (3) above, the Department of Public Works does not have information on whether any person/s have been remunerated for awarding the contract to the relevant company.

(1) (a) and (b) Property taxes and municipal service charges are the responsibility of the private owner of the property in question and thus are not paid for by the Department of Public Works.

(2) The Department of Public Works has never paid such accounts.

(3) (a) and (b)There is no record within the Department of Public Works indicating that security upgrades were made to the specified property and also there is no record of any such request being made.

Thus (i) and (ii) fall away.

(1) The Department of Public Works' Communications and Marketing Unit was allocated R3.9 million for the 2013/14 financial year to use on all its applicable programmes, including advertising, developmental communications (Izimbizo), internal communications and on marketing and public relations material.

(a) No specific amount was set aside for advertising given the limitation on the budget and the costs involved.

(b) The Department's main programme, the Izimbizo events, are part of the developmental communications programme as stipulated in the DPW Strategic Plan (2009-14) and R1.2 million was earmarked for about 10 events per annum, at an average cost of R120 000 per event, as per the performance indicators in the Annual Performance Plan (2013/14) of the Department of Public Works.

(c) The remainder of the allocation would be used to finance internal communications, contribution to change management, branding, corporate identity, media and stakeholder relations, as the need arises.

(2) (a) In the case of Izimbizo events, community media, word of mouth and mobilization through community governance structures and the collaboration with other spheres of Government are often employed as part of developmental communications.

(b) The only service provider on board is a company named Double Option, contracted to produce the internal newsletter of the Department of Public Works entitled WorxNews (doing work such as design; lay out, printing and distribution).

(3) The messaging is constant and centrally controlled and contains the Programme of Action of Government as set out in the President's State of the Nation Address, Cabinet Makgotla and the Budget Vote of the Department and is informed by the Priorities and Outcomes stipulated by Government.

(i) Feasibility studies will be undertaken to inform the best and highest use of the properties in question.

(ii) A request was received from the Department of Correctional Services (DCS) requesting the Department of Public Works (DPW) to undertake a feasibility study on a possible disposal of the two facilities.

(iii) The feasibility studies have been undertaken internally by the DPW officials.

(iv) The feasibility studies are still underway, hence no conclusions have been reached.

(a) (i), (ii) and (iii) The Department of Public Works is on ongoing basis dealing with the accommodation of not only persons other than Members of Parliament, but the latter themselves. Moreover, the Department often conducts an audit of the occupation of accommodations at the Parliamentary Villages. Thus, the exact numbers of persons accommodated at the Parliamentary Villages will be confirmed when the audit is finalised.

(b) (i) and (ii) The Department accommodates Sessional officials, standby officials and disabled Members support staff. Sessional officials are housed at the Parliamentary Villages by virtue of the fact that their bases are in Pretoria and have to perform Parliamentary sessional duties in Cape Town. Standby officials are appointed by the Department to perform stand by duties in each park to assist the residents after hours. Disabled Members' support staff members are also housed at the Parliamentary Villages in order to assist the disabled Members.
