1701. Mr S B Farrow (DA) to ask the Minister of Transport:

(1) Whether, with the opening of the new King Shaka International Airport, the Airports Company of SA (ACSA) will pay the same rates to the eThekwini Municipality on the property that used to accommodate Durban International Airport; if so, what are the relevant details; if not, why not;

(2) whether ACSA has made any attempt to renegotiate the rates on the property where Durban International Airport was located now that the airport is no longer operating; if not, why not; if so, what are the relevant details;

(3) what amount in rates has been paid to eThekwini Municipality in each month since 1 January 2010? NW1967E

REPLY:

The Minister of Transport:

(1) The Department of Transport is currently in discussions with the Airports Company South Africa Limited (ACSA) regarding the possibility to increase eThekwini Municipality property rates on the old Airport, whilst awaiting a Government decision on a Government entity buyer for the property.

(2) ACSA is currently engaging the eThekwini Municipality in this regard. No final decision has been taken.

(3) The rates charged for the old Durban International Airport site are R12 million per annum. With the decommissioning of the Airport, this could potentially increase and this is the subject of discussions with the eThekwini Municipality.

(1) No, tests are done when clinically indicated after assessment and on the prerogative of the attending clinician.

(2) No, there are no international norms for the frequency of the above testing.

Ms E More (DA) to ask the Minister of Health:

(1) Whether his department complied with any reports with regard to the Millennium Development Goals (MDGs) relating to his department; if not, why not; if so, (a) when were they published, (b) in relation to which MDG were they compiled and (c) what were the findings in each case;

(2) whether his department is on track to achieve the relevant MDGs; if not, (a) why not and (b) what steps are being taken to ensure that the MDGs are achieved?

REPLY:

(1) The Department of Health complied with the reporting on the MDGs. The first report was done in 2005 in which difficulties pertaining data prior to 1994 was not comparable to post 1994 data. In the same report it was reported that data collected through each successive Income and Expenditure Survey and other mechanisms continued to improve, as the methodologies got refined. In the Ten Year Review government emphasized the need for better monitoring and evaluation of the implementation of its programmes.

The next report was in 2007, which compiled and published data on 72 indicators.

The current assessment of the countries performance, as articulated in the South Africa MDG country report, suggests that some of the MDGs have already been met. Among others, the 2003 South African Demographic and Health Survey (SADHS) showed that infant and under-5 mortality rates remained relatively constant, decreasing by 0.5% and 0.3% respectively. There was an increase in the number of paediatric attendance (by 102%) after the introduction of the Free Health Care policy. Also, clinic attendance by pregnant women increased by 29.8%. As a result efforts have been put towards meeting the equity criteria of access to care for pregnant women and children under the age of six. South Africa was declared Polio-free by the Africa Regional Certification Commission. South Africa MDGs report shows that immunization coverage was at 78% in 2005. Routine data showed an increase to 83%. This clearly shows that there are positive gains due to government efforts to meeting the MDGs.

More recently coverage has increased significantly due to the Polio and Measles campaign.

(2) The 10-year Review is conducted to assess progress towards the realization of government objectives. Furthermore, progress is reported on through various mediums including progress on Government Programme of Action, State of the Nation Address, Budget Vote Speeches and others. According to the World Development Indicators Database, South Africa's latest figures on:

MDG 4: Reduce child mortality

The South African Demographic and Health Survey of 2003 indicate that there was downward trend in child mortality prior to 1995. Coming to 2003, a slight upward trend could be observed, especially in non-urban areas. The goal is to reduce child mortality to 20/1000 live births by 2015. South Africa is one of the few countries globally where the U5MR is stagnant or increasing. By 2005 there was no sign of improvement in the U5MR.

Target: 20 per 1,000 live births. The baseline for U5MR in 1990 was 66 per 1000 live births and the latest (2006) is 73 per 1000 live births. The under-five mortality rate has climbed steadily since 1990. For Infant mortality rate (0 – 1 year) per 1,000 live births the baseline was 48/1000 live births and the latest remains the same. Vital registration estimates 84/100 000, whereas SADHS (2003) estimated 150/100 000. These figures have increased significantly and latest data from StatSA shows increase in mortality rates. These can mainly be attributable to HIV and AIDS.

The Department of Health introduced the Expanded Program on Immunization to promote immunization of infants and children in public health facilities.

MDG 5: Improve Maternal Health

By monitoring the quality of health services afforded to mothers, South Africa tracks a number of indicators including health service accessibility, coverage, utilization and quality in order to plan and deliver services in the context of poverty and HIV. Utilization of antenatal care decreased slightly from 94% to 92%, as reported in the SADHS of 1998 and 2003 respectively. Sixty three percent (63%) of mothers received iron supplements from public facilities. Coverage of Tetanus Toxoid vaccination to mothers was 56%, live births that occurred in a health facility increased to 89% from the 83% reported in 1998 SADHS. The World Development Indicators Database indicates that Maternal mortality rate (MMR) is estimated at 400/100, 000.

Records that provide maternal mortality data in South Africa include: SADHS, Vital registration, National Confidential Enquiry Maternal Deaths, ICD10, Burden of Disease and South African National HIV Prevalence, Incidence, Behavior and Communication Surveys, Antenatal HIV and Syphilis Prevalence Surveys. These provide different figures, depending on the disease that is focused on.

MDG 6: Combat HIV, AIDS, Malaria and other Diseases

From 2007 up to 2009 the prevalence among HIV positive pregnant women of 15 – 24 years of age remained static at 21.7%. The incidence for the South African population as a whole for 2009 was estimated at 1.5% of the uninfected per year. According to The Status of Child Health in South Africa report (2009/10), the declining trend of child mortality seems to coincide with the introduction and roll-out of the national programme for preventing mother-to-child transmission (PMTCT) of HIV. The baseline for HIV prevalence is estimated at 0.12%. Current prevalence is estimated at (1990) 18.9% (2009). Modelled estimates suggest that HIV prevalence has increased by more than 150 times the 1990 rate. Since the mid-2000s, the rate has slowed down. More needs to be done to meet the stated target.

The Status of Child Health in South Africa report (2009/10) states that the TB incidence rate has steadily climbed since 1990, and has more than tripled over the 1990 – 2007 period (from 300/100 000 in 1990 to 950/100 000 in 2007).

Among programs that have been initiated to mitigate the spread of HIV, a HCR Campaign was introduced by the Department of Health in 2010.

Sources: The South African Demographic and Health Survey (SADHS) is under discussion for implementation in 2011. The HSRC is currently preparing to go to the field in early 2011 for its fourth South African National HIV Prevalence, Incidence, Behavior and Communication Survey and its first South African Nutrition Health and Examination Survey. It is from these records that data to update on MDGs will be sourced for the next reporting session.

REPLY:

Yes, my department has signed contractual agreements with several companies in the last two financial years, 2008/09 and 2009/2010. The department advertised 17 bids during the financial year 2008/09 and only 6 were finalized, the other 10 were finalized in the 2009/2010 financial year.

The DAC entities have their own procurement units, and do their own procurement for the services required by the entities.
