REPLY:

The response from the Department of Science and Technology (DST) and one of its public entities, the Council for Scientific and Industrial Research (CSIR), is attached.

(a) The DST and the CSIR purchased tickets for the 2010 FIFA World Cup.

(aa) The DST purchased tickets for FIFA World Cup Match 57: Quarter Finals (Port Elizabeth) to be played on 2 July 2010.

(bb) (i) Ten tickets were purchased.

(ii) Tickets were purchased in line with the DST's Recognition and Reward Policy.

(cc) The total cost of the tickets was R25 200, 00.

(dd) (i) The tickets were allocated to employees who successfully completed the DST's Accelerated Leadership Development Programme (ALDP).

(ii) The tickets were allocated to the individuals who excelled in the ALDP as part of succession planning.

(aa) The CSIR purchased tickets for FIFA World Cup Match 17: South Africa vs Uruguay (Tshwane/Pretoria) to be played on 16 June 2010 and Match 47: Chile vs Spain (Tshwane/Pretoria) scheduled for 25 June 2010.

(bb) (i) Twenty tickets were bought for Match 17 and 20 for Match 47.

(ii) The CSIR Defence, Peace, Safety and Security (DPSS) Unit planned and provided for this expense in its budget, regarding it as a once-in-a-lifetime opportunity to invite and interact with key DPSS stakeholders. DPSS earns income from private and international sector contracts. The tickets were not funded from the CSIR's Parliamentary Grant.

(cc) The total cost of the tickets was R314 990, 70.

(dd) (i) Most of the tickets were allocated to members of the Department of Defence and South African National Defence Force, key stakeholders in the DST, some CSIR Board members and CSIR Executive Members, and some DPSS Management Team members. Key senior stakeholders of DPSS involved in setting strategic direction for the Operating Unit decided the allocation of tickets.

(b) Neither the DST nor any of its entities (the Council for Scientific and Industrial Research, Africa Institute of South Africa, Human Sciences Research Council, National Research Foundation, and the Technology Innovation Agency) purchased tickets for the Cape Town International Jazz Festival -

(i) in the 2009/10 financial year and

(ii) during the period 1 April 2010 up to the latest specified date for which information is available.

(c) Neither the DST nor the Council for Scientific and Industrial Research, Africa Institute of South Africa, Human Sciences Research Council, National Research Foundation, and the Technology Innovation Agency purchased any tickets for any other entertainment event in the -

(i) 2009/10 financial year and

Response:

(a) Yes, tickets have been purchased for the 2010 FIFA World Cup for purposes of hosting key investors during the tournament. Forty (40) tickets have been bought for each of the matches on 11 June 2010 (Bafana vs Mexico), 27 June (Round 16), 2 Jury (Quarterfinal), 7 Jury (Semifinal) and 11 July (final). The 2010 FIFA World Cup Soccer Tournament provides an ideal opportunity to engage with investors and showcase South Africa's investment opportunities and value offerings. Also, key decision makers of top Fortune 500 companies will be in the country during June 2010 while the tournament is running to attend the Global Forum conference hosted by Fortune, CNN, Times and supported by the dti. The total cost of tickets is R4 738 960. The tickets will be allocated to key potential and existing foreign and domestic investors based on the following criteria: decision maker on new investment with existing or potential SA partners; decision maker on expansion of existing investment; must be able to attend at own cost (the dti will only supply the ticket). A few tickets will be allocated to the dti Minister and Deputy Ministers and senior dti officials who will host the VIPs.

(b) No tickets have ever been purchased for the Cape Town International Jazz Festival.

(c) No tickets have ever been purchased for any other entertainment.

The Minister of Transport:

Department of Transport (DoT)

The Department of Transport has not purchased any tickets for any entertainment events. There was no available budget allocation for such an exercise.

Airports Company South Africa (ACSA)

(a) ACSA has, as part of its stakeholder management mandate (relationship building), procured 170 hospitality suite tickets for the 2010 Soccer World Cup, spread across 6 games, including the opening and final games, at a total cost of R4.67 million.

(b) For the Cape Town International Jazz Festival, ACSA purchased a hospitality package of 50 tickets, extended to 25 of the mostly Cape Town based stakeholders and their partners, at a cost of R300 000,00.

(c) (i)

In the 2009-10 financial year, ACSA purchased 2300 FIFA Confederations Cup open tickets for all ACSA staff, as well as 130 hospitality tickets for stakeholders at a total cost of R1.5 million.

(ii)

From 1 April 2010, ACSA purchased 25 hospitality tickets for the Vodacom Super 14 Challenge for ACSA stakeholders at a total cost of R54 000,00; 10 tickets for the semi final scheduled for 22 May 2010 at Orlando Stadium in Soweto, and 15 for the final scheduled for 29 May 2010 at the same venue.

The tickets were made available to ACSA's strategic partners and stakeholders in line with the business's relationship building programme. The allocation of these tickets is based on the strategic importance of these partners, and the key messages that ACSA wanted to communicate at each of the occasions.

Air Traffic & Navigation Services (ATNS)

ATNS is doing business to the amount R71 million per annum in the continent providing services such as training, satellite communication, billing, survey and aeronautical consultancy. ATNS' vision is "to be the preferred supplier of air traffic, navigation, training and associated services to the African continent and surrounding regions". As part of the ATNS strategy and programme of action to realize our vision, ATNS embarks, amongst others, on business development activities and stakeholder relationship management initiatives. Ø The Chief Executive Officer (now Director of Civil Aviation decided that the tickets be allocated to the top performers per department in the organisation based on the Performance Management System results for the previous Financial Year. 35 employees benefited from the tickets. Each of the 35 employees received 2 tickets each.

South African Maritime Safety Authority (SAMSA)

(a) Yes. SAMSA has placed an order for tickets.

SAMSA utilized the tickets as a Staff Motivation and Award Scheme, in line with the Corporate Human Resources Strategy.

BACKGROUND

(SAMSA PARTICIPATION IN CONFEDERATIONS CUP & WORLD CUP)

SAMSA experienced a crisis at the end of the 2007/08 and 2008/09 financial ears and had to reverse adverse audits for the period – the Disclaimer of Opinion and later a Qualified Opinion from the Auditor-General, as well as install a financial accounting system which had collapsed in 2004. The recovery and turn-around work that followed led to staff members across the whole organization having to work hard and long hours (averaging sustained 18 hour days), over weekends, public holidays and even into overnights, just to go home and refresh and to return to the office to continue with the work. These efforts were fruitful and SAMSA successfully installed an accounting system in record time, reversing a Disclaimer Audit Opinion and delivering an unqualified audit report for the 2008/09 financial year.

However, to reverse the effects of the stress and strain caused to staff, and responding to the need to motivate staff to sustain that performance, management decided to focus on the varied approaches to staff motivation. One of the strategies that management decided to employ was to purchase and use the Confederations Cup tournament tickets as a key component of its Staff Motivation and Award Scheme in 2009/2010. Tickets were purchased and given to staff members for outstanding performance and embracing change. SAMSA Executive Committee made the decision to award purchase the tickets for this reason.

· SAMSA Mandate (Maritime Safety and Security)

SAMSA as the country's Maritime Authority is part of the country's and Department of Transport's Soccer Tournaments' delivery capacities and capabilities, focusing primarily on maritime safety, security and the promotion of the country's maritime interests as part of our core mandate. In both the case of the World Cup and its, precursor tournament – Confederations Cup, termed the mini-FIFA World Cup, SAMSA is engaged as a key Authority responsible for the maritime sector, in line with our mandate.

· SAMSA Shareholder Initiative

The shareholder, through the Department of Transport, took the initiative to mobilize the state capacity, calling upon the agencies such as SAMSA to participate in ensuring the success of the Confederations Cup – including the purchasing of tickets. The decision to purchase the Confederation Cup tickets was influenced to no small measure by the need to support that strategic initiative of the shareholder in ensuring the success of the tournament. The following tickets were purchased: (Suites and the grand stands).

(dd) (i&ii) Tickets were distributed amongst staff based on performance in key turnaround projects, participation in change management exercises and the management teams. A few were given to stakeholders.

WORLD CUP TICKETS

(aa) The 2010 FIFA WORLD CUP happens from 11 June 2010 and 11 July 2010.

(ii) The tickets were ordered following an EXCO and Board decisions, that given SAMSA's role in the preparations for and delivery of a successful World Cup Tournament, as well as the entity's position as a public entity supporting the state's strategic initiative in ensuring a successful World Cup, SAMSA should participate in these historic games that the country is hosting. It will also be used as part of the Staff Motivation and Award Scheme, as well as a stakeholder engagement tool.

(cc) The total budget and order placed for the 2010 FIFA World Cup Tournament tickets is: $ 291 300.00 (R2 226 988.50) broken down in the table below. The cost is dependent on confirmed available number and type of tickets. The tickets have been purchase in regions with SAMSA Regional and Head Offices to reduce/eliminate costs of travel and accommodation.

(aa) - The 2010 FIFA World Cup™ dates are 11th June to 11th July 2010.

- The Cape Town International Jazz festival was on 3rd and 4th April 2010.

(bb) (i) PRASA purchased 4 570 tickets for the 2010 FIFA World Cup™

It was a business decision to acquire tickets for the tournament made in 2009. In fact, PRASA had intended to purchase in excess of 50 000 tickets with plans to link these to the sale of special tickets and seasonal tickets for commuter rail (Metrorail) and long-distance services during the month of June and July 2010. This was vital to raise revenue and to be able to pay for the costs associated with PRASA's Operational Plan for the tournament. Unfortunately, FIFA could not confirm the number of tickets required by PRASA.

(ii) PRASA is a National Public Passenger Public Transport company, which renders Public Transport services in the Public Interest. PRASA provides public transport services (both Rail and Bus services), and thus provides South Africans mobility and access to Socio -Economic opportunities. This includes transporting South Africans to Work and School every weekday, to fun and recreational activities such as Football matches, Concerts, Church and other faith Gatherings mainly over weekends, and to their holiday destinations by Train and Bus. In the execution of this Mandate, PRASA will identify significant moments and events in the Nations Life, such as the Cape Town Jazz Festival, the 2010 FIFA World Cup, the Annual Easter Zion Christian Church gathering etc. PRASA uses Marketing and Communication instruments to expose South Africans to PRASA Services during these events, such as buying tickets, packaging them with PRASA tickets and selling transport packages to events such as the Jazz festival and the World Cup. PRASA also gives promotional tickets away to loyal customers and potential customers through competitions on radio, at stations and through structures that represent customers and commuters. PRASA also uses the tickets to invite stakeholders in Community structures, Rail Commuter organization, Trade Unions, Politics, Business, Employees etc.

2010 FIFA World Cup™

PRASA is centrally involved to ensure the successful and seamless transportation of people during the 2010 FIFA World Cup™. PRASA was instructed by Government to develop a detailed Operational Plan for the transportation of fans during the 2010 World Cup.

PRASA had set itself the following objectives during the 2010 FIFA World Cup:

· Contribute to the success of the tournament

· Promote the use of public transport and more specifically, the role of rail in our transport system,

· Showcase the services and products being delivered by PRASA

· Reward loyal customers and employees (stakeholder Management)

· Build the brand of PRASA as a new public entity

PRASA, as an integrated Public Passenger Transport Company, has an official status in the tournament, as a National Supporter, and renders transport services through a Value in Kind (VIK) Agreement entered into with FIFA in June 2009. This means PRASA does not pay FIFA any cash for its National Supporter Status, but renders services to the value of R80 million. In addition, PRASA and its subsidiary, Autopax, have entered into contracts with MATCH on behalf of FIFA and the Local Organising Committee (LOC) for the provision of 410 and 50 buses respectively. This contract will yield revenue income of R174 million for PRASA at the end of the tournament.

PRASA's operational expenditure was preceded by a massive R14 billion Capital and Infrastructure investment in the system, the key components of which include the following:

1. R1.9 billion investment in the Passenger Rail Service (New Stations, Major Station Upgrades, installing new ICT systems etc);

2. R1.4 billion for the acquisition of a new Bus Fleet for Autopax, PRASA Bus Subsidiary;

3. R7 billion to refurbish 2 000 coaches, 780 of these (65 train sets – costing R3.4 billion) dedicated to serve spectators to and from Matches during the tournament as identified by Government.

PRASA is operating 3 013 Metrorail Train services for Matches, 726 Shosholoza Meyl Trains for Matches, 460 Buses Serving the FIFA family and Clients. In a nutshell, the cost of match tickets by PRASA is an integral part of the entire PRASA spends for the successful transportation of people during the 2010 FIFA World Cup. We are proud that thousands of people and fans are passing through our newly refurbished stations, and are traveling on our upgraded trains and brand new buses since the tournament started on 11 June 2010.

The cost for the World cup tickets was R10.8 Million

The Cost for the Cape Town International Jazz festival tickets was R376 200.00.

The tickets were allocated to the following categories of stakeholders:

· Labour

· Business

· Community Organisations

· Media

· Employees of PRASA Group as a whole

· Commuter Organisations

· Government

· Members of Parliament

· Provincial Legislators

The tickets are used to promote PRASA services by selling packages and are allocated to stakeholders of PRASA to promote its services, to expose stakeholders to the PRASA business and services and to build goodwill for PRASA amongst its loyal customers and influential stakeholders.

Road Accident Fund (RAF)

The Road Accident Fund only bought tickets for the FIFA Confederations Cup that was held from 14 – 28 June 2009.

A total of 600 tickets were purchased.

The tickets were obtained as part of the stakeholder engagement strategy and following a directive from the Department of Transport for RAF to support this initiative as a contribution towards nations building.

Total cost spent on purchasing these tickets was R1 821 404.75

A list of guests was selected from the RAF key stakeholder list.

Railway Safety Regulator (RSR)

The RSR has not purchased tickets any tickets for the above events.

Road Traffic Management Corporation (RTMC)

The RTMC only bought tickets for the FIFA Confederations Cup that was held in June 2009.

The Confederation Cup was held in South Africa in June 2009. The Corporation purchased and hired private suites at Ellis Park, Loftus Versfeld and Bloemfontein for eleven (11) matches.

The entity purchased 186 tickets for the Confederation Cup.

The Confederation Cup was considered a national event and the RTMC deemed it necessary to contribute towards the success of the event as a precursor to the 2010 FIFA Soccer World Cup. The event was also used as an exposure to the senior personnel within the corporation all whom were expected to play a critical role in ensuring sound traffic management for the 2010 FIFA World Cup.

The total cost of all the tickets (including private suites) was R1, 360, 125.

The tickets were allocated mainly to the senior personnel within the Corporation and to the members of the Board. Other tickets were given to law enforcement officers.

The decision for the allocation was based on the seniority of staff within the corporation and the nature of work performed by the officials.

Ports Regulator

No tickets have ever been bought by the Regulator for the above events.

1. Whether there are enough students in the education sector to meet the annual target of preparing the 15 000 to 18 000 teachers a year as estimated by his department for jobs in the school education sector; if not, why not; if so, what are the relevant details?

REPLY:

No, there are currently no sufficient students in teacher education programmes to meet the projected needs of the system.

The number of new teachers required each year is not a simple calculation as there are a variety of labour market forces influencing the teacher supply needs of Basic Education, including internal mobility of qualified teachers in and out of the labour market and foreign educators entering the system. It is estimated that the Higher Education and Training system should prepare approximately 15 000 new teachers annually across specific subjects and phases.

The table below provides an indication of initial teacher education (ITE) graduate output in 2007, and 2008 from the 21 Higher Education Institutions which offer initial teacher education programmes. The information provided in the table was submitted by the Higher Education Management and Information System officer at each institution in 2009, and provides the most accurate picture available. At the time that the information was collected, audited data for 2009 was not yet available. Audited graduate figures for 2009 will be available in October 2010.

It should be noted that these figures do not include graduates who may take up teaching positions without completing a formal initial teacher education qualification. However, the information confirms that the teacher education system needs to expand to at least double its 2008 graduate output over the next few years in order to meet the projected need for new teachers.

It is expected that 2009 figures will show a significant increase in graduate production, as the impact of the Funza Lushaka Bursary Scheme and the Teacher Recruitment Campaign become more evident. Since the introduction of the Funza Lushaka Bursary Scheme there has been a significant increase in the enrolment of student teachers at Higher Education Institutions. The table below shows that the total Full-time equivalent (FTE) enrolment across all years in initial teacher education programmes increased by 25% from 2008 to 2009.

When the first year enrolment alone is considered, there was an increase of 35% in 2009, as compared to first year enrolment in 2008.

The issue of teacher preparation and provisioning is receiving attention in the new, strengthened, integrated Plan for Teacher Education and Development, which is being developed as a result of collaborative work that was started through the Teacher Development Summit held last year. The Plan proposes that institutional arrangements for teacher education and development be strengthened. In particular, it proposes that institutional capacity be increased through increasing the capacity of existing institutions to provide initial teacher education, and developing additional institutions where appropriate/necessary.

(b) The aim of the mission was to investigate allegations of violence and human rights violations in Zimbabwe following the March 2008 harmonised elections.

(c) The mission took place between May and July 2008.

The Minister of Transport:

(1) The Administrative Adjudication of Road Traffic Offences (AARTO) Act, 1998 (Act 46 of 1998), is in the process of being rolled-out in a staggered approach and is expected to be completed by 31 December 2010. The allocation of demerit points to infringers will be introduced on a national basis from 01 April 2011.

(2) (a)

To date the pilot project in both the Municipalities of Tshwane and Johannesburg has revealed a number of aspects that needed to be addressed. These relate mainly to legislative, operational and systems aspects. To that effect, some of the legislative issues are being addressed with the amendments to the AARTO Regulations, which have been published in March 2010, whereas the related amendments to the Act are being finalised for tabling in Parliament. Other aspects include operational issues relating to the performance of officers, such as the accurate completion of the handwritten infringement notices, adherence to the strict time-frames for the service of documents, the skewed balance of law enforcement statistics, as in high percentage of electronically generated camera notices versus the low percentage of visible policing that emphasises comprehensive law enforcement such as vehicle roadworthiness, driver fitness and moving violations. Systems performance issues related to the electronic uploading of infringement information, and the on-line, real-time updating of transactions onto the National Contraventions Register, also have had an impact on the pilot project and had to be addressed prior to roll-out.

(b)

The challenges mentioned above resulted in a delay for the roll-out as initially envisaged. However, following interventions made by the Ministry, in particular the establishment of the National Task Team and the supportive role by the Department of Transport (DoT) and Corporation (AARTO), has ensured that the national roll-out can be embarked upon on a phased approach within the current financial year.

(3) Yes, the DoT has and is continuously engaging with the relevant Provincial, Metropolitan and Local Authorities on the AARTO. Various workshops and seminars have been held, wherein the AARTO process, its implications and impact have been discussed. A National Task Team has also been established in January 2010, which is leading the process of engagements with various authorities and provincial representatives that are involved in the Task Team.

(4) The results of the pilot project that was recently undertaken will indeed be released. The DoT is in the process of finalising the impact assessment and this is expected to be completed and released by October 2010.

The Minister of Transport:

No, there have been no tender advertisements for the transport call centre related to the 2010 FIFA World Cup. A number of options were explored with regard to the setting up of an event call centre. The option that made the most sense was to use one of the existing call centres within the Department of Transport's agency, the Road Traffic Management Corporation. The Department will therefore be utilising the existing AARTO call centre, located in Midrand, at the Tasima offices for the two months of June and July 2010. A media statement will be issued soon, covering the details of the call centre number and operational hours.

(b) The reasons for the cancellations were technical (59%), operational (13%), weather (10%), commercial (9%), miscellaneous (4%), service providers (3%) and damage on ground (2%).

The Airline endeavours to accommodate affected passengers on alternative flights (including those of competitors) in order to transport passengers to their destinations. The IDC evaluates applications for funding from entrepreneurs wishing to start new businesses, expand existing businesses, and buy into existing businesses. In the case referred to by the Honourable Member, black entrepreneurs approached the IDC seeking funding to buy into an existing business. Part of the funding was set aside for the expansion of the business.

The IDC applies the following criteria in such cases:

· The target company must fall within sectors covered by IDC's mandate;

· The target company must be profitable and its projections must show economic viability;

· At least 50% of the IDC funding must be used to expand the capacity of the target company;

· The BEE party must be operationally involved in the business;

· The BEE party must contribute to the transaction value;

· The value of the share purchase must be a fair value or at a discount;

· The transaction must show vesting of the BEE shares (the target company's cash flows must be adequate to provide IDC its preferred rate of return and leave value for the BEE party).

IDC's due-diligence showed that these criteria were complied with and the transaction was approved.

When is it envisaged that the amendment to the Broad-Based Black Economic Empowerment Act, Act 53 of 2003, requiring all commercial farmers to enter into a 40% shareholding scheme with emerging black farmers, will be gazetted? NW1836E

REPLY:

The AgriBEE Charter Council is still in a process of transforming the current Section 12 AgriBEE Transformation Charter into Section 9 Sector Codes, which would be gazetted in terms of the Codes of Good Practice of the Broad-Based Black Economic Empowerment Act, Act 53 of 2003. As informed by the current statement of Intent's indicative scorecard, the targets for ownership (shareholding) and land ownership will remain unchanged at 25% and 30% respectively. However, the Council has requested the commercial agricultural sector to table its own contribution to the land ownership element as it was felt that the current target represents the government contribution only. The representatives of the commercial agriculture sector have requested to be given time in order allow them to consult with their constituencies and will report in the next charter council meeting scheduled for 9 June 2010. If there are proposals to consider changing the targets, they will be discussed and consulted widely with all the agricultural sector stakeholders.

Whether catchment management agencies (CMAs) have been established at all water management agencies (WMAs) in terms of the National Water Act, Act 36 of 1998; if not, (a) why not, (b) which WMAs do not have CMAs and (c) when is it envisaged that CMAs will be established by these WMAs; if so, what are the relevant details? REPLY:

(a) No, not all the CMAs have been established at all WMAs, the only CMAs established and operational are the Inkomati and Breede-Overberg CMA. The Mvoti to Umzimkulu, Crocodile West Marico, Olifants-Doorn, Gouritz, Thukela and Usutu to Mhlatuze CMAs have been gazetted for establishment and have finalised their advisory committee processes. We are currently in the process of recommending which sectors should be represented on the board. The Berg has finalised the proposal for establishment and gazetted it for comment. The Olifants, Upper Vaal water management areas have done extensive work towards establishment through public participation processes. Public participation initiatives have been initiated in the Limpopo and in Levuvhu-Letaba water management areas and a draft establishment proposal has been submitted.

The lessons learned from the establishment process of the two functional CMAs indicated the following challenges:

· The limitation around financial availability: it cost about R22 million to run a CMA and currently CMAs are not self sufficient and are still dependent on my Department;

· The inability to attract the right level of expertise: CMAs are located in remote rural areas and experienced staff are hesitant to relocate to these areas;

· Delegation of functions: the process to delegate functions to CMAs has been slow due to their incapacity to take over all functions; and

· Society's perception of CMAs: most of the users are poor and see water as a social good and therefore cannot contribute much in the economic activities of the CMA.

The Institutional Realignment Project will enable us to re-examine the approach and financial viability of the proposed new CMAs

(b) The WMA which do not have CMAs gazetted for establishment are the Upper Vaal, Middle Vaal, Lower Vaal, Lower Orange, Upper Orange, Fish to Tsitsikamma, Mzimvubu to Keiskamma, Olifants, Limpopo and in Levuvhu-Letaba and Berg WMAs

(c) There is no definite date as the process of establishing new CMAs is dependent on the outcomes and options to be recommended by the institutional realignment project. This project will conduct a business case for each proposed CMA and look at various options of aligning the CMAs and also the implications for broader stakeholder participation at local level. The process will be participatory and key sector stakeholders will be invited to state their views.
