REPLY:

(a) Deputy Minister Tobias will replace both the vehicles allocated to her, as they have not only exceeded 120 000 kilometres prescribed in the Ministerial Handbook but are also presenting mechanical problems.

REPLY:

No;

(a) Both the Minister and the Deputy Minister have not purchased new vehicles and both inherited the vehicles used by their predecessors in Pretoria and Cape Town.

A decision on the purchasing of new vehicles will only be made when the current contracts and or prescribed mileage in respect of each vehicle has been reached during 2010, in line with the guidelines set out in the Ministerial Handbook.

(b) We have not done a valuation of any of the four (4) cars used by the Minister and the Deputy Minister which have been inherited (from our predecessors) and will not be doing any in the near future, at least until we believe that the cars have run their Ministerial Handbook determined timelines.

(a) The Minister of Correctional Services has purchased a new vehicle and received it on 4 September 2009.

(b) With her appointment to the office, the Minister used a vehicle made available to her through the Department of Transport working together with BMW until the end of July 2009. There were no costs involved for DCS in this arrangement. Thereafter, a car was loaned to the Minister by Lexus (at no cost to the Department) until the purchase of a new vehicle on 4 September 2009.

(i) The vehicle of the previous Minister, a Land Rover Discovery 3 which was a rented vehicle, was not suitable for her transport needs and was returned to the rental agency.

(ii) A 2009 Lexus LS460 was purchased.

(iii) The cost of the Lexus LS 460 was R849843.20 excl. VAT

REPLY:

The Minister of Transport:

(1) (a) 350 permits.

(b) Fraudulent permits and un-roadworthy vehicles.

(2) The South African Police Service (SAPS) and the South African Revenue Services (SARS) are handling all incidents concerning vehicles carrying illegal goods.

(a) and (b) Fall away.

(c) The Cross Border Road Transport Agency (C-BRTA) inspectors handed over the offenders to SARS and the SAPS.

(3) The statistics are maintained by the SAPS.

EASTERN CAPE

(1) There is only one nursing college in the Province (the Lilitha Nursing College), with satellites campuses across the Province (as reflected in the table below). It was established by the Education and Training of Nurse and Midwives, Act 4 of 2003 and the inception of Lilitha College was initiated in April 2004 in association with the Consortium of Universities (Walter Sisulu; NMMU; Fort Hare).

(2) The table below reflects the Grand total which represents the (a) optimal number of posts by category; the filled posts, the (b) actual number of posts at each nursing college for (i) lecturers, (ii) support personnel and (iii) other specified posts. The vacant posts have been added for completeness

Whether the current incumbent of the post of Chief Information Officer of the Companies and Intellectual Property Registration Office (Cipro) was appointed on a salary scale within the salary band as advertised in August 2007; if not, (a) by how much did the final all-inclusive salary deviate from the advertised amounts, (b) who authorised this deviation and (c) on what grounds was this decision made? (a) Cipro indicated that there was a difference of R43 770.00 per annum deviation from the advertised salary.

(b) The deviation was approved by the former Minister of Trade and Industry, Mr Mandisi Mpahlwa

(c) Cipro advised that the decision was based on the fact that suitable candidates could not be found for almost a year due to non-market related salaries; relocation costs would not be paid; and the Chief Information Officer would also not qualify for an annual 1% pay progression during the tenure of the three-year appointment.

(2) Whether the Bushmans River into which the sewage plant discharges its outflow is regularly tested to assess the effect of the plant discharge on the river; if not, why not; if so, what are the relevant details;

REPLY:

(1)(a) Yes, My Department's Regional Office: Eastern Cape has been informed of the functionality problems at the Alicedale Sewage Treatment Plant in the Makana Municipality.

The plant services the Alicedale community and the nearby Bushman Sands Hotel.

At a meeting with the municipality My Department learned that the plant in question is operating beyond its design capacity. This is attributed to the connection of new houses, Bushman Sans Hotel, conversion of the bucket system to water borne sewage and the connection of French drains previously used in the area.

It was acknowledged that the long term solution to the problem would be to upgrade the plant subject to sourcing of funding and environmental authorisation. In the interim, the following measures were considered:

· Use of the effluent for irrigating of the Bushman Sands Hotel golf course as an alternative to abstracting water from the nearby river; and

· Diverting of the sewage from Bushman Sands Hotel by transporting it to the Grahamstown (Belmont Valley) Sewage Treatment Plant.

In addition, the municipality would conduct community awareness on the proper usage of waterborne sanitation facilities.

(1)(b) The municipality has applied for the upgrading of the facility and a permission to commence with the Environmental Impact Assessment process was granted on 8 July 2009.


(2) Yes, My Department conducts routine monitoring of the river and the monitoring programme which includes taking samples from downstream and upstream of the New Year's River. However the upstream point is dry since July due to the current drought.
