The Speaker took the Chair and requested members to observe a moment of silence for prayer or meditation.

 

ANNOUNCEMENT
 

The SPEAKER: Order! Hon members, I do wish to extend our appreciation to you, especially the party leaders and the Whips, for your co-operation under these trying circumstances.

As agreed, the Orders for today will be put for decision without debate of declaration.

The SPEAKER: The first item on the Order Paper is a motion in the name of the Chief Whip of the Majority Party.

 


The CHIEF WHIP OF THE MAJORITY PARTY: Speaker, I hereby move that the Report be tabled and adopted. [Interjections.]

 

The SPEAKER: Hon Chief Whip, it is the motion in your name.


The CHIEF WHIP OF THE MAJORITY PARTY: The motion on the ... as printed ... the motion as printed on the Order Paper ... [Interjections.] ... which reads as, Standing Committee on Appropriation and Division of Revenue Bill be considered and adopted.

The SPEAKER: Thank you, ma’am. Are there any objections to this motion? Hon Ndlozi, are you objecting?

Dr M Q NDLOZI: No, Speaker. There is a motion printed on the Order Paper which we must deal with first and agree to. The Chief Whip has to read that motion. [Laughter.] It reads as follows: That the House suspends Rule so and so and then we agree. Then we go there, otherwise, hayi ...

SUSPENSION OF RULE 290(2)(a)

 

(Draft Resolution)

The CHIEF WHIP OF THE MAJORITY PARTY: Speaker, I move the draft resolution printed in my name on the Order Paper as follows:

That the House suspends Rule 290(2)(a), which provides inter alia that the debate on the Second Reading of a Bill may not commence before at least three working days have elapsed since the committee’s report was tabled, for the purpose of conducting the Second Reading debate today on the Division of Revenue Bill.

Motion agreed to.

DIVISION OF REVENUE BILL
(Second Reading)

Question put: That the Bill be read a second time.

The attention of the Presiding Officer having been drawn to the requirement for a quorum in terms of Rule 98(1), the bells were rung.

A quorum being present, the Bill was read a second time (Democratic Alliance, Economic Freedom Fighters, Freedom Front Plus, African Christian Democratic Party and United Democratic Movement dissenting).

 

The SPEAKER: Order! Hon members, we do know that we are excited. We do know that we are meeting under different circumstances, but this is still a House that must be in order. Lower your voices please.

CONSIDERATION OF REPORT OF PORTFOLIO COMMITTEE ON JUSTICE AND CORRECTIONAL SERVICES ON JUDICIAL MATTERS AMENDMENT BILL

CONSIDERATION OF REQUEST FOR APPROVAL BY PARLIAMENT OF DRAFT NOTICE AND SCHEDULE DETERMINING THE RATE AT WHICH SALARIES ARE PAYABLE TO MAGISTRATES ANNUALLY

Draft notice and Schedule determining the rate at which salaries are payable to Magistrates annually approved.


CONSIDERATION OF REQUEST FOR APPROVAL BY PARLIAMENT OF DRAFT NOTICE AND SCHEDULE DETERMINING THE RATE AT WHICH SALARIES ARE PAYABLE TO CONSTITUTIONAL COURT JUDGES AND JUDGES ANNUALLY

Draft notice and Schedule determining the rate at which salaries are payable to Constitutional Court judges and Judges annually approved.

The SPEAKER: Hon members, this concludes the business of the day. [Applause.] [Interjections.] Please take your seats.
