ICASA COUNCIL: FINALISATION OF NOMINATIONS

Acting Chairperson:

Mr G Oliphant (ANC)

SUMMARY
The Committee decided on the final eight nominations for the ICASA Council that would be submitted to the Minister, who would then choose five candidates to be appointed as Councillors. The nominations were:

Dr A Barendse
Ms M Matlala
Ms M Mohlala
Mr R Nkuna
Ms B Ntombela
Ms K Serero-Chiloane
Dr M Socikwa
Prof J Van Rooyen

Committee Business

The Acting Chairperson informed members that the Council of Scientific and Industrial Research (CSIR) would be presenting a report to the Science and Technology Portfolio Committee on 19 September and that this Committee was invited to attend.

The Acting Chairperson further reported that it was still to be ascertained whether the Department was ready to do a presentation to the committee on the amending legislation for postal services.

Deliberations on ICASA Council nominations.
The chairperson asked the various parties once again to submit their lists of proposed candidates.

Ms D Smuts (DA) commented that the ANC had indicated that three of their candidates were non negotiable. She asked if the nomination for Ms M Matlala still remained non-negotiable; if not, she would suggest that Prof J van Rooyen replace Ms Matlala. She noted that she still considered it problematic that two of the names on the shortlist were Departmental officials.

The Acting Chairperson commented that there were five names common to all the lists.

Mr R Pieterse (ANC) commented that the ANC was not obliged to inform the Committee why it had not supported candidates suggested by other parties.

Adv P Swart (DA) suggested that the Committee need not consider the five common names, but should concentrate only on the names where there was no consensus.

The Acting Chairperson asked each party to table its nominations.

Mr K Khumalo (ANC) tabled the following eight names on behalf of the ANC:

Ms K Serero-Chiloane
Dr G Boloka
Dr A Barendse
Prof J Van Rooyen
Ms M Mohlala
Ms M Matlala
Ms B Ntombela

Ms D Smuts (DA) commented that the Committee had been due to make an inquiry into the alleged leaking of information by one of the candidates.

The Acting Chairperson replied that he had made the inquiry and was told that there is no problem with the candidate.

Ms S Vos , on behalf of the IFP, submitted the following names:

Dr P Mulder, on behalf of FF Plus, submitted the following names:

Mr V Gore, on behalf of the ID, submitted the following names:

The Acting Chairperson asked members to vote on the candidates. After the vote, the following were selected for recommendation to the Minister:

Ms K Serero-Chiloane
Dr M Socikwa
Prof J Van Rooyen

Adv P Swart (DA) commented that there was consensus on many candidates that were recommended. He asked if the number of votes each candidate received would be included in the report to be tabled.

Mr K Khumalo (ANC) replied that the committee was only required to submit eight names to the Minister and that he did not believed there was a need to include anything else.

The Acting Chairperson stated that the names would now be submitted to the Minister, who would then choose five councillors to be appointed.

Adv P Swart (DA) suggested that the names be submitted in alphabetical order, as the votes would not be reflected.

Ms D Smuts (DA) commented that the Democratic Alliance would be asking for a debate on the ICASA Councillors.

The meeting was adjourned.
