FORMAL CONSIDERATION OF AMENDMENTS BY NCOP ON B54B-97 AND STUDY TOUR TO GERMANY, SWITZERLAND AND BELGIUM

With regard to the amendments introduced by the NCOP, Mr Loots (ANC) asked whether the Zairean Generals in South Africa would also be covered by the Bill, even though they are here on visitor’s and not resident’s visas. The Chairperson, Mr Groenewald, answered in the affirmative. The committee members then looked at the amendments made by the NCOP and passed them without further discussion.

Regarding the committee’s foreign travel, the Chairperson informed the committee that the German Government would pay for seven Members of Parliament and a secretary to visit Germany, the Pilatus Aircraft factory in Switzerland and travel to Brussels to be briefed on peacekeeping in June this year.

PREAMBLE

1. On page 2, in the eighth line, to omit "and persons resident in the Republic" and to substitute:
, persons permanently resident in the Republic and foreign citizens who render such assistance from within the borders of the Republic

CLAUSE 1

1. On page 4, in line 3, after the second "Republic" to insert:
, and any foreign citizen who contravenes any provision of this Act within the borders of the Republic

CLAUSE 9

1. On page 6, in line 32, after "Republic" to insert:
, except in the instance where a foreign citizen commits any offence in terms of section 8 wholly outside the borders of the Republic

LONG TITLE

1. On page 2, in the second line, to omit "and persons resident within the Republic" and to substitute:
, persons permanently resident within the Republic and foreign citizens rendering such assistance from within the borders of the Republic; and to provide for matters connected therewith
