The Committee met in Gauteng on the sidelines of the National Council of Provinces (NCOPs) Taking Parliament to the People event. PMG was therefore not able to attend the meeting.

Films and Publications Amendment Bill

The Committee approved its report on the Bill.

The report indicates that the Committee agreed to the Bill with proposed amendments to clauses 6, 12, 15, 17, 19 and 34. A new clause was also inserted.

The DA and EFFs general objection to the Bill was noted.

The Bill will be considered by the NCOP and later referred to the NCOP for re-consideration as it is a section 75 bill.

National Research Foundation Amendment Bill

The Committee approved the bill as well as the report on the bill.

The Department of Science and Technology briefed the Committee on the contents of the bill on 14 November 2018.

Protection, Promotion, Development and Management of Indigenous Knowledge Bill

The Committee originally passed the Bill on 22 August 2018 and submitted its report to the NCOP for consideration.

On 12 September 2018, all 9 provinces voted in favour of the Bill in the NCOP.

On 7 November 2018, the Council rescinded its decision taken on 12 September 2018 in respect of the Bill and recommitted it to the Select Committee.

The Committee adopted its report on the amended version of the Bill and recommended that the Council adopts the amended Bill.
