Report of the Portfolio Committee on Trade and Industry on the Lotteries Amendment Bill [B 21 – 2013], dated 2 October 2013:

The Portfolio Committee on Trade and Industry, having considered the subject of the Lotteries Amendment Bill [B 21 – 2013], referred to it and classified by the Joint Tagging Mechanism (JTM) as a section 75 Bill, reports the Bill with amendments [B 21A – 2013].

The committee further reports that the Democratic Alliance (DA) objected to the amendments in clause 13 of the Bill with reference to the insertion of section 13A (1) into the Lotteries Act, 1997, as it relates to the time period specified, and also to the retention of section 13A (3). The African Christian Democratic Party only objected to the amendment in clause 13 of the Bill with reference to the insertion of section 13A (1) into the Act as it relates to the time period specified.

“Clause 13 ruins for the DA what is otherwise a good bill”. On this basis the DA objected to the Bill being sent to the House.
