Report of the Select Committee on Public Enterprises and Communication on the SA Post Office Soc Ltd Amendment Bill [B11B-23, dated 27 March 2024.

 

The Select Committee on Public Enterprises and Communication, having considered the subject of the SA Post Office Soc Ltd Amendment Bill [B11B-23) (National Assembly – sec 75), referred to it, reports that it has agreed to the Bill.

 

Process followed by the Committee

 

The Bill was referred to the Select Committee on Public Enterprises and Communication on 30 November 2023. The Committee received a briefing from the Department of Communications and Digital Technologies on 21 February 2024. The Committee, acting in accordance with its constitutional obligation to facilitate public participation, invited interested parties to submit comments on the Bill.

The Committee advertised the Bill on 21 February 2024 inviting all interested stakeholders to submit written submissions and to indicate whether they would like to make an oral submission to the Committee.

The invitation was advertised for a period of four weeks, from 21 February 2024 – 20 March 2024, on the parliamentary website and in community newspapers in all eleven languages.

The Committee received only three submissions from Congress of South African Trade Unions (COSATU); the South African National Council of the Blind & Tape Aids for the Blind; the South African Express Parcel Association; and the Prudential Authority; prior to the closing date. The former was in support of the Bill.

On 27 March 2024, the Committee deliberated on the content of the Bill and considered the issues raised and satisfied itself that the matters raised was properly dealt with during the Department’s presentation as it was raised earlier in the National Assembly. The Bill was therefore approved with no amendments.
