ANNUAL REPORT ON THE ACTIVITIES OF THE SELECT COMMITTEE ON EDUCATION AND TECHNOLOGY, SPORT, ARTS AND CULTURE JANUARY TO DECEMBER 2023

According to the Rules of the NCOP, Rule 102 (2) (b) A committee must report to the Council on its activities at least once per year, and this Annual Report documents the activities of the Committee between January until end December 2023 period.

3. Medium-Term Strategic Framework (MTSF) 2019-2024
The MTSF 2019-2024 aims to address the challenges of unemployment, inequality, and poverty through three pillars:
- Achieving a more capable state
- Driving a strong and inclusive economy
- Building and strengthening the capabilities of South Africans
The MTSF 2019–2024 translates the ruling party’s electoral mandate into government’s priorities over a five-year period. The three pillars set out above underpin the seven priorities of this strategic framework. These priorities, which will be achieved through the joint efforts of government, the private sector and civil society, are as follows:
Priority 1: A capable, ethical and developmental state
Priority 2: Economic transformation and job creation
Priority 3: Education, skills and health
Priority 4: Consolidating the social wage through reliable and quality basic services
Priority 5: Spatial integration, human settlements and local government
Priority 6: Social cohesion and safe communities
Priority 7: A better Africa and world
3. Mandate and strategic priorities of the Committee:
- To consider legislation referred to it and to facilitate public participation;
- To conduct oversight of any organ of state and constitutional institution falling within its portfolio;
- To facilitate the appointment of candidates to entities;
- To consider international agreements; and
- To consider the budget of the department and entities falling within its portfolio.

Basic Education Laws Amendment Bill [B 2B-2022]
|
The Bill proposes to amend the South African Schools Act, 1996 (Act No. 84 of 1996), and the Employment of Educators Act, 1998 (Act No. 76 of 1898) (the SASA and the EEA, respectively), so as to align them with developments in the education landscape. Also, to ensure that systems of learning are put in place in a manner which gives effect to the right to basic education enshrined in section 29(1) of the Constitution of the Republic of South Africa, 1996.
Amongst others, the Bill seeks to amend certain definitions, provide that attendance of Grade R is compulsory, and to provide for system improvements in terms of admission of learners to public schools. It also provides for financial and public accountability frameworks for governing bodies and provincial departments.
The Bill further provides for additional Regulatory powers of the Minister and enhancing decision making and oversight powers of Heads of Departments and Members of the Executive Councils. t Bill 41178 The Bill also proposes technical and substantive adjustments, clarify certain existing provisions, insert provisions which are not provided for in existing legislation, and strengthen enforcement mechanisms for offences and penalties.
