Report of the Select Committee on Health and Social Services on the National Health Insurance Bill [B11B–2019] (National Assembly–Section 76), dated 28 November 2023:

 

The Select Committee on Health and Social Services, having considered the subject of the National Health Insurance Bill [B11B-2019] (National Assembly – Section 76), referred to it, reports that it has agreed to the Bill.

 

Process

 

• The National Health Insurance Bill [B11B–2019], Section 76, was referred to the Committee on 13 June 2023.

• The National Department of Health briefed the Committee on 20 June 2023.
• All provinces had briefings and public hearings on the Bill between 28 July and 30 October 2023.
• All provinces concluded their public hearings by 30 October 2023.
• The Committee deliberated on the eight negotiating mandates submitted by provinces on 14 November 2023.
• The Western Cape Legislature missed the deadline and submitted the negotiating and final mandate late, on 24 and 27 November 2023 respectively.
• On 28 November 2023, the Committee met to deliberate on the mandates submitted by the Western Cape Legislature.
• The Committee noted that eight provinces support the Bill, and one province does not support the Bill.
• The Committee finalised the Bill on 28 November 2023 and adopted it without amendments.
