Report of the Portfolio Committee on Justice and Correctional Services on the Appointment of National Council for Correctional Services (NCCS) in terms of Section 83(2) (h) of Correctional Services Act 111 of 1998, dated 23 May 2023.

 

The Portfolio Committee on Justice and Correctional Services, having considered the consultation process by the Minister of Justice and Correctional Services on the appointment of members of the National Council for Correctional Services after the term of office of the previous Council came to an end, report as follows:

 

  1. Section 83(2) (h) of the Correctional Services Act, 111 of 1998 stipulates that the Minister must appoint four or more persons, not in the full time service of the State, as representatives of the public in consultation with the relevant Parliamentary Committees.

 

  1. On 8 June 2022, the Committee received a briefing from the Deputy Minister of Correctional Services on the list of proposed names to serve on the National Council for Correctional Services.  

 

  1. The Committee was presented with a total of 16 names including motivation for each name.  

 

  1. The Committee was, however, concerned that screening of the proposed names was not conducted. The Committee therefore, resolved that, screening of all the names presented should be conducted.

 

  1. On 6 September 2022, the screening report of all candidates was submitted to the Committee containing both criminal records and qualifications checks. All candidates’ qualifications were confirmed and all candidates’ criminal records were negative, except two, which were cleared.

 

  1. On 19 May 2023, the Committee was presented with a feedback of the criminal records and qualifications checks. All candidates’ qualifications were confirmed and all candidates’ criminal records were negative.

  8. Mr Mziwoxolo Mfeketo
  9. Dr Herma Hargovan
  10. Dr Vanitha Chetty
  11. Ms Vuyelwa K Maweni
  12. Ms Daleen Van Biljon
  13. Dr Yolinda Steyn
  14. Mr Willem A.A Hanekom
  15. Ms Lusanda U.Z Rataemane
  16. Ms Ngenzeni Victoria Mboweni.

 

8.         Recommendation

 

  1. The Committee, therefore, recommends that:

 

8.1.1 The National Assembly concurs with the appointment of the above listed names to serve on the National Council for Correctional Services as representatives of the public.

  1. The Committee would like to thank all those who made themselves available to be considered for the appointment.
