Report of the Portfolio Committee on Employment and Labour on the Compensation for Occupational Injuries and Diseases Amendment Bill [B 21 – 2020], dated 31 August 2021:

 

The Portfolio Committee on Employment and Labour, having considered the subject of the Compensation for Occupational Injuries and Diseases Amendment Bill(National Assembly – sec 75), referred to it and classified by the JTM as a section 75 Bill, reports the Bill with amendments [B 21A – 2020].

 

  1. Process followed by the Committee on the Compensation for Occupational Injuries and Diseases Amendment Bill

 

  1. The Bill was introduced in Parliament and referred to this Committee on 10 September 2020.

 

  1. The Committee received a briefing from the Department on the Bill on 4 November 2020.

 

  1. The Committee placed adverts calling for written submissions from14 – 17 January 2021. Advertisements in all official languages were placedin national, provincial and regional newspapers, as well as on social media platforms. The closing date for submissions was 19 February 2021, and was later extended to 5 March 2021 due to insufficient submissions received at the time.

 

  1. The Committee held public hearings on the Bill on 20, 21, 22 and 28 April 2021.

 

B.      Minority views were expressed on the following aspects contained in this report:

 

The Democratic Alliance and the Freedom Front Plus objected to the Bill and the Report on the basis that the Bill extends restrictive labour legislation.

 

C.         Recommendation

The Portfolio Committee on Employment and Labour recommends that the House adopts this Report and approves the second reading of the Bill.
