Report of the Portfolio Committee on Justice and Correctional Services on the filling of vacancies at the Information Regulator, dated 17 May 2016

 

The Portfolio Committee on Justice and Correctional Services (the Committee), having considered the request by the Minister of Justice and Correctional Services (the Minister) for the National Assembly to recommend five candidates for appointment as members of the Information Regulator, reports as follows:

 

1. In a letter dated 22 May 2015, the Minister requested that the National Assembly recommends five suitable people for appointment as members of the Information Regulator (the Regulator) in accordance with the principles and prerequisites of section 41 of the Protection of Personal Information Act 4 of 2013 (the Act). The letter was referred to the Committee on 10 June 2015 for consideration and report.

 

2. In July 2015, the Committee placed adverts in various newspapers calling upon members of the public to nominate suitable candidates for appointment as members of the Regulator.   

 

3. The Committee received 39 nominations and invited 10 people to be interviewed. The shortlisted candidates are as follows:

 

a)     Adv. Pansy Tlakula

b)    Mr Francis Cronje

c)     Adv. Lebogang Cordelia Stroom

d)    Prof. Tana Pistorius

e)     Mr David Taylor

f)     Mr Siyakhula Simelane

g)    Mr Sizwe Lindelo Snail ka Mtuze

h)     Ms Thavaneethee Reddy

i)      Mr Johannes Collen Weapond

j)      Ms Shamila Singh

 

4. The interviews were held at the Protea Hotel, Kempton Park on 10 May 2016. Nine candidates were interviewed: Ms Singh withdrew from the process but no reason was provided for the withdrawal.

 

5. Having considered the Minister’s request to the National Assembly, the Committee resolves that the National Assembly recommends that the following candidates be appointed as members of the Information Regulator:

 

a)     Adv. Pansy Tlakula - Chairperson

b)    Adv. Lebogang Cordelia Stroom – Full time

c)     Mr Johannes Collen Weapond - Full time

d)    Prof. Tana Pistorius - Part time

e)     Mr Sizwe Lindelo Snail ka Mtuze- Part time
