Meeting Summary

The Portfolio Committee on Labour accepted the technical amendment of the word “providers” to be inserted after “skills development” into Clause 4(b), as proposed by the National Council of Provinces.

 

Meeting report

The Chairperson commented that members were operating under tight schedules, and that the National Schemes Conference had been useful. She did not estimate a long meeting. There were apologies from seven members, including Ms L Moss (ANC), Mr S Siboza (ANC), and Mr L Labuschagne (DA).

The Chairperson stated that the insertion of the word “providers” was a technical amendment already agreed upon.

Ms Mdludlu, State Law Advisor, stated that the omission of the word “providers” had been picked up during the proofreading of the Section 75 Bill. In terms of Section75 (1)(c) of the Constitution, if a Bill was amended by the NCOP, it had to be referred back to the Portfolio Committee for consideration.

The Chairperson asked whether members understood the technicality and put the proposal before members for adoption. One member said it was perfectly clear, and proposed the adoption; another seconded the adoption. The amendment was accepted and the Chairperson then reported the Bill with the amendment.

The meeting was adjourned.
