SUMMARY
The purpose of the meeting was to receive reports on budget and expenditure for Health and Welfare for 1997/98 from the provinces. Also to project on the 1998/99 allocations, and make inputs for 1999/2000 budget hearings. These reports were given by the Directors General of Health in KwaZulu Natal, Northern Cape, Northwest Province, and Northern Province.

MINUTES
The overall impression gained from the presentations of the Directors General is that the health system in South Africa is in much better form.

There are a huge number of clinics operating now in deep rural areas. Many problems were originally experienced in setting them up: no water/electricity/ telephones, and importantly no suitable accommodation for staff. However with community doctors, foreign doctors and interns, all provinces reported that their staff position was greatly changed and improved.

Like all departments, lack of funds and cuts in budget hamper them, but from all accounts they are meeting these challenges in some innovative ways.
