SUMMARY
Members met to consider adoption of the Budget Vote 5 Draft Report but it was decided to postpone adoption until their next meeting of 17 May 2005, due to insufficient time for Members to study the report and to discuss issues. [The Re-determination of the Boundaries of Cross-boundary Municipalities Bill (B12 – 2005) was handed out but not mentioned.]

MINUTES
The Chairperson introduced the Committee Report on the Department budget, for Members to consider and put forward recommendations and amendments. The Chairperson noted the short timeframe since Members had received copies.

Mr W Doman (DA) reminded Members of a scheduled meeting for the following day at which a detailed discussion could be held allowing for further consideration of the report.

The Chairperson asked whether Members would prefer to adjourn and reconvene tomorrow to discuss the report before the commencement of the meeting's agenda.

Mr S Mashudulu (ANC) reminded Members of the Chairperson's recent illness and felt it appropriate to issue a formal ‘welcome back’ statement on behalf of Members.

The Chairperson acknowledged their kind concern and asked whether Members had already identified any amendments to the report that had to be made.

Mr Doman stated that the report had not made many recommendations and should not present a problem to Members. Certain issues should be discussed, such as the future of the Municipal Infrastructure Unit,and meaningful amendments could be made at the next meeting. The Chairperson agreed that amendments would be made at the next meeting.
