2023 Budget Review and Recommendation Report (BRRR)
The Portfolio Committee on Trade, Industry, and Competition convened a virtual meeting to consider the first draft of the budgetary review and recommendation report.
The Committee formally adopted the report.
Meeting report
The Chairperson asked if there was a quorum.
The Committee Secretary greeted everyone and said that there was a quorum. He did the roll call.
The Committee went over the apologies and the agenda.
The Committee adopted the agenda. The Committee would consider the draft Department of Trade, Industry and Competition Budgetary Review and Recommendation Report.

The Chairperson said that the Committee would only be going through the conclusions. She took the report as being read by the Members.
The Committee Secretary said only proposals were received from the ANC and so the Committee will only be going through that.
The Chairperson sought confirmation if no other proposals were received from the political parties.
The Committee Secretary said no.
The Committee Secretary asked if he should go over the whole document or go over each proposal one by one.
The Chairperson said that he should go over the whole document. Members can just raise their hands if they have any inputs.
The Committee Secretary went over the document.
The Chairperson reminded Members that this is the input from the ANC and the Committee has not received anything from other political parties. She asked if other Members had input, they can make their contributions. She said that the report would be adopted on Friday.
The Committee Secretary said that if the meeting is still scheduled for Friday, the political parties have time up until the end of the business day on Thursday to make contributions.
The Chairperson asked to hear from other Members. If there are no additions, can the report be adopted now?
The Committee Secretary said yes and added that it was the Committee’s decision.
Mr E Mthethwa (EFF) said that he was an alternative member. He is not always available for meetings because it clashes with the meetings of the Portfolio Committee on Sports, Arts, and Culture. He requested that he consult with Ms N Hlonyana (EFF) and then make a submission the following day before the end of the day.
Mr C Malematja (ANC) said that everyone was given enough time to contribute. It is clear that other Members are satisfied. He was of the view that the first draft of the BRRR be adopted. There are no discrepancies. He did not think that anything new would have to be added. He suggested that the report should be adopted now.
The Chairperson said that the EFF has requested for some time to make a contribution.
Mr S Mbuyane (ANC) said that the submission was supposed to be made by 09h00 today and that time has passed. Was there another 09h00? He agreed that the report should be adopted now. In principle, the first draft needed to be adopted this morning. Perhaps the EFF will get another chance to submit but the due date was today at 09h00.
Ms Hlonyana asked why the EFF is being dragged.
The Chairperson said that if Members want to speak, they should raise their hands. Mr Mbuyane was still speaking.
Mr Mbuyane said that Mr Mthethwa said that he would consult with Ms Hlonyana but she is already here. He suggested that the report be adopted now.
The Chairperson said that the draft report will be adopted now and then formally considered on Friday before the mini-plenaries. Up until the formal report, can Members still make contributions?
The Committee Secretary said that if the decision is to formally consider on Friday, then Members can submit contributions.
The Chairperson said that this will then be the way forward. The BRRR will be formally adopted on Friday.
Mr Mthethwa apologised and said that he was not aware that Ms Hlonyana was in the meeting because she was not present during the roll call.
The Chairperson said that it is always good to have an alternative member.
Mr Malematja said that since Mr Mthethwa is aware that the main member is here and apologised, his request should be withdrawn. For this reason, the report should be adopted now if nothing else has to be added.
The Committee Secretary suggested that Mr Hlonyana should indicate whether she wishes to make any contributions. If she is of the view that the Committee can proceed then the report can be adopted unless she wants to urgently consult with her members.
The Chairperson said that this is still the first draft of the report. Will the report then formally be adopted on Friday?
The Committee Secretary said that if the Committee decides that it is satisfied with the report, it can be formally adopted now. Nothing prevents the Committee from doing so. There will be no need to meet on Friday if the report is adopted now.
The Chairperson asked Ms Hlonyana if she had anything to add.
Ms Hlonyana said that she was fine and had nothing to add.
The Chairperson said that the report is formally adopted if there are no counter-proposals.
Mr D Bergman (DA) said that the DA reserves their rights. They will wait until Friday.
The Chairperson asked the Committee Secretary to clarify.
The Committee Secretary said that the Committee is now formally adopting the report. There will be no meeting on Friday. The report will indicate that the DA reserves their rights.
The Chairperson agreed. She asked about the meetings next week.
The Committee Secretary indicated that there will be deliberations on the Companies Amendment Bill.
The Chairperson thanked everyone for their attendance and participation.
The meeting was adjourned.
