Committee report on the appointment of the National Council for Correctional Services (NCCS)

Meeting report

The Chairperson opened the virtual meeting and noted all Members present. She welcomed Mr Gurshwyn Dixon to present the draft report.

Report of the Select Committee on Security and Justice on the Appointment of the National Council for Correctional Services (NCCS) in terms of Section 83(2)(h) of the Correctional Services Act 111 of 1998, referred to the Committee on 14 June 2023

The Committee Secretary presented the draft report.  

On 14 June 2023, the Committee received a briefing from the Minister for Justice and Correctional Services on the list of proposed names to serve on the National Council for Correctional Services.   The Committee was presented with a total of 16 names including motivation for each name.  

 The Committee was briefed on the security screening of the proposed names as requested by the Portfolio Committee on Justice and Correctional Services. The screening report of all candidates was submitted to the Committee containing both criminal records and qualifications checks. All candidates’ qualifications were confirmed and all candidates’ criminal records, except for two, were negative.

The following names were presented to the Committee:

10. Dr Vanitha Chetty
11. Ms Vuyelwa K Maweni
12. Ms Daleen Van Biljon
13. Dr Yolinda Steyn
14. Mr Willem A.A Hanekom
15. Ms Lusanda U.Z Rataemane
16. Ms Ngenzeni Victoria Mboweni.

The Select Committee, having deliberated on the appointments and the consultation process, recommends that the Council concurs with the appointment of the above-listed names to serve on the National Council for Correctional Services as representatives of the public not in the full time service of the state.

Mr G Michalakis (DA, Free State) requested the abstention of the Democratic Alliance (DA) to be included in the report.

Ms M Bartlett (ANC, Northern Cape) and Mr E Mthethwa (ANC, KZN) voted for adopting the report.
