SUMMARY
The Committee adopted the Annual Report 2003 after minor spelling/typing errors and omissions were corrected. The Report on the Road Accident Fund Amendment Bill was also adopted with one amendment.

MINUTES
The Chair insisted that the required quorum of eight Members be present, which was eventually attained.
He read through the Annual Report (see document attached). Some typing errors were corrected and two improvements proposed and adopted, as follows: Page 3, Section F: Airports Company of South Africa (ACSA) was added to the list of entities overseen by Committee; Page 4, Section 3. To the Composition of Committee was added the name of Mr R Pillay (D P), Date of Appointment May 1999, and Date Discharged September 2003. The Date of Appointment of Mr S Swart (ACDP) was inserted as October 2003:
The Annual Report was adopted.

The Chair read through the Report on the Road Accident Amendment Bill 2003 and expressed his regret that the process could not achieve finality before the new Parliament came into operation. The Report urged the incoming Parliament to proceed "with relative speed".

Mr S Farrow (DA) wanted more actuarial work to be done to separate the short-term and long-term cash flow requirements of the Road Accident Fund (RAF). He also proposed that in Clause 7(a)," the words "and financial" be inserted between "operational" and "challenges.

The Chair stressed that one aim of the Report was to urge the incoming Parliament not to throw away the valuable work that was done by the Committee. The Report was then adopted.

The Chair announced that four tenders for the proposed research into the socio-economic profile of the minibus industry had been received from the CSIR, Transportec, Human Sciences Research Council (HSRC) and the Palmer Development Group.
