Meeting report
The Committee received an apology from Mr C Dugmore (ANC) and a request from him to delay the meeting.
The Committee then elected one of its Members to stand in as acting Chairperson as per Standing Rule 82.3.
Mr R Allen (DA) was nominated and took up his seat as acting Chairperson.
The Chairperson addressed Mr Dugmore’s request to delay the meeting.
Ms D Baartman (DA) proposed the Committee deny Mr Dugmore’s request on the following basis: firstly, there were other Members present that were part of the meeting mentioned that Mr Dugmore currently occupies; secondly, the African National Congress had the option to send alternate Members to the meeting and the existing Members did quorate the meeting.
The Chairperson agreed with Ms Baartman’s contentions and denied Mr Dugmore’s request to delay the meeting.
Committee Report on Vote 1: Department of the Premier
The Chairperson went over the Report and said that it had been concluded and deliberated on. The report was referred to the Committee in terms of Standing Rule 188.
He asked for proposals from the Members.
Ms Baartman supported the Report without amendments.
Mr D Mitchell (DA) seconded the motion.
The Chairperson said that in the absence of any other Member presenting an alternative view, the Committee would adopt the report.
He read out the Committee report:
“The Standing Committee on Premier, having concluded its deliberations on Vote 1 in the schedule to the Western Cape Appropriation Bill (B3-2020), referred to the Committee in terms of Standing Rule 188, reports that it supports the Vote.”

The Committee adopted the minutes of its meeting dated 11 March 2020 without amendments.
The meeting was adjourned.
