The Committee considered the first draft of the Budgetary Review and Recommendation Report. As the draft had only been circulated to the afternoon before, not all members had had a chance to consider it. It was agreed that members would be given a chance to consult with their parties. Members were asked to submit written comments by the end of the day, and a meeting was set for the following to continue the discussion.

Meeting report

The Chairperson welcomed everyone and accepted the apology of Mr Macpherson who was busy with party business. He explained that the present meeting would consider the first draft of the Budgetary Review and Recommendation Report (BRRR).

Mr Andre Hermans, Committee Secretary, said that comments on the draft BRRR had so far only been received from the ANC. He apologised for sending the draft to committee members only the afternoon before. There had been some technical issues.

The Chairperson asked the Committee if they had any comments on the draft BRRR.

Mr S Mbuyane (ANC) suggested that the introduction should indicate successes as well as challenges. He also suggested that the conclusion should contain a record of submissions according to party.

Mr M Cuthbert (DA) said that he was looking at the document with his party but did not have any comments yet.

Mr W Thring (ACDP) said that the BRRR only discussed the two departmental entities that had not received clean audits. He hoped they would be able to interrogate more entities in future reports. He also observed that the Money Bills Act required the Committee to look at 18 months of financial performance, which they had not been able to do.

Ms Y Yako (EFF) said that she would need to consult with her caucus before commenting on the report.

Ms P Mantashe (ANC) suggested that the report should include other resources besides financial resources.

Mr Hermans suggested that the committee members be given time to discuss the draft BRRR with their parties and meet again the following day.

 

The Chairperson asked Members to submit comments on the draft in writing by the end of the day, and set a meeting to discuss them for the following day (Wednesday, October 16th) at 9am.

 

The meeting was adjourned.
