SUMMARY
The Legal Advisor to the Department of Social Development gave the background to the National Development Agency Amendment Bill, as well as the objectives of the Bill. The bill was unanimously accepted.

MINUTES
Mr Du Preez, legal advisor to the Department of Social Development read through the Clauses (1-7) of the Bill. The Committee proposed no amendments and the Bill was accepted by the African National Congress, the Democratic Party, the New National Party, the Inkatha Freedom Party and the United Christian Democratic Party.

Ms Jacobus read out a motion of desirability: "The Committee finds it desirable to amend the National Development Agency Act, so as to amend the definition of Minister; to reduce the number of members on the Board; to further regulate meetings of the Board; to empower the Minister to appoint the chief executive officer; and to further regulate delegation; and to provide for matters connected therewith".

Before adjourning the meeting, Ms Jacobus reminded the Committee that the theme for the up coming political debate was the role of social security in "pushing back the frontiers of poverty". She asked that the Committee members pay particular attention to issues regarding poverty and grants in the budget briefing.

Ms L Pietersen (Parliamentary Officer) told the Committee that the Department of Social Development had tabled its Strategic Plan. She said that the media information packages contained the progress report regarding poverty and related matters and would be available after the Budget Vote..
