SUMMARY
The meeting dealt with the Proposed Programme of Action for the Portfolio Committee on Correctional Services for 2003 by the chairman. The planned workshop and increase in visits to prisons and other relevant sites was discussed.

MINUTES
The Chairperson said that the priorities for the year 2003 would be:
- Firmly establishing policy in black and white to ensure continuity in the Department of Correctional Services especially during leadership changes.
- Review the Department White Paper.
- Inspect implementation of policies at prisons and other relevant institutions.

The Chairman said elections would be held early in 2004. As a result, in the second half of 2003 most members would prefer to spend more time inspecting the various facilities of the Department.

The planned Workshop was agreed to take place on the 24 and 25 of February 2003. The Workshop will deal with the White Paper, budget, Correctional Services Act and the Department's Strategic Plan.

Discussion
Mr D Bloem (ANC) said it was important that the minister be invited to the workshop.

Mr F Van Deventer (NNP) said that matters were often referred to the department and no response would be forthcoming. This was notwithstanding the various letters written requesting a response.

The Chairman said Mr Bloem had raised the same point at an ANC study group. Henceforth all members should draft a letter requesting a response to their concerns within seven days.

The Chairman said a meeting should be scheduled for open discussions with the department to deal with such outstanding matters.

Mr S Swart (ACDP) said it would be useful to have a joint meeting with the Departments of Safety and Security and Justice and Constitutional Development.

The Chairman agreed and said there were a number of issues that needed to be jointly addressed.

Mr Bloem said that much had happened during the parliamentary recess and that he had a list of matters he would like to discuss with the department.

The chairman agreed and said a letter should be forwarded to the Director General requesting a meeting with the Department and the Minister to discuss the above mentioned matters. Members could either write directly to the department or via the chairman.

The chairman's guidelines were adopted and the meeting was adjourned.
