The Committee adopted its Committee Report on 2015 Division of Revenue Bill. The 2015 Division of Revenue Bill was to be debated in the House on Thursday, 12 March 2015. The DA wished it to be noted that it reserved the right to object to the Bill in the House.
 

Meeting report

The Chairperson placed the Committee Report on 2015 Division of Revenue Bill before the Committee for consideration and adoption. He noted that changes made to the Draft Report by the Committee the previous day had been incorporated.

The Committee Content Adviser, Mr Tshepo Masoeu, proceeded to take the Committee through the Report pointing out where changes had been incorporated.

Ms S Shope-Sithole (ANC) noted on Page 13 that the South African Local Government Association (SALGA) was unhappy with the use of the phrase, “constrained fiscal space” by Committee Staff in the report. SALGA had in fact said that it was concerned about SA’s economic growth. The problem was about slow economic growth. She asked the Committee Staff to capture something to this effect.

The Chairperson said that Committee Staff would make the necessary changes.

Ms Shope-Sithole noted that economists tend to criticise countries like Kuwait that had lots of money but had no economic growth. The concern of economists was what would happen once the natural resources in countries like Kuwait, dried up. 

The Chairperson placed the Report before the Committee for adoption.

The Committee adopted the Report as amended.

The Chairperson stated that the 2015 Division of Revenue Bill would be debated in the National Assembly on Thursday, 12 March 2015.

Mr M Figg (DA) wished it to be noted that the DA reserved the right to object to the Bill in the House.
