INTELLIGENCE SERVICES BILL: FINALISATION

Intelligence Services Bill [B58b-2002]
The Committee finalised the Intelligence Services Bill after considering and accepting a number of consequential amendments to the Bill.
Certain clauses have been rewritten. They are mostly consequential amendments arising from changes to the Intelligence Services Control Amendment Bill and the National Strategic Intelligence Bill.
The amendments introduced include the following. The Bill ensures that the CEO of the Academy provides annual reports to the Minister and the Joint Standing Committee on Intelligence. In terms of the Intelligence Services Control Amendment Bill the JSCI takes over from Scopa and this consequential amendment therefore seeks to streamline these functions.
The Academy qualifications will be brought in line with South African Qualifications Authority standards.
Clause 38(3), governing security screening investigations and the type of information which the security services can access, was amended. Parts of the regulations have been put into the body of the Bill itself.
There were also amendments to the provisions on appeals procedures as well as new conduct procedures.
