Meeting Summary

The Committee briefly discussed and adopted its report on the appointment of candidates to the National Youth Development Agency Board. Mr N Bhanga (COPE) asked why the report did not include the case of two candidates who were disqualified. He was willing to take the matter to Parliament as candidates continued to be disqualified by the National Prosecuting Authority (NPA) or other institutions dealing with security clearance unfairly without valid reasons

The Chairperson welcomed Members and noted apologies from some Committee Members who were absent.

Consideration and Adoption of Minutes
Committee Minutes dated 31 July 2012
The first item on the agenda of the day was the consideration and adoption of the minutes of the meeting on 31July 2012.

During the consideration, there were no corrections and matters arising.
Mr A Nyambi (ANC) moved for the adoption of the minutes and this motion was seconded by Mr J Skosana (ANC).

The Chairperson tabled the minutes dated 1 August for consideration.

The minutes were adopted without any changes.

Committee Report on Appointment of candidates to NYDA Board
The Chairperson put up the three page report of the committee for consideration.

Mr N Bhanga (COPE) asked why the report did not include the case of two candidates who were disqualified. He was willing to take the matter to Parliament as candidates continued to be disqualified by the National Prosecuting Authority (NPA) or other institutions dealing with security clearance unfairly without valid reasons. Candidates were disqualified due to errors and lapses on the side of the NPA. Why was that issue not included in the report?

The Chairperson replied that in terms of procedures, the report could not contain specific names and that was why the paragraphs relating to the issue was drafted in such a manner. It was a public document and did not seek to compromise the image of the candidates.

Mr Bhanga insisted that he wanted the details of the people who misled the Committee by falsely disqualifying candidates.

The Chairperson said that such sensitive information could not be included in the Committee report. Such issues were to be raised through other channels in Parliament. He added that the Committee was not misled.

Mr Bhanga said that he was willing to take the matter up personally in Parliament. He wanted the name of the office which was dealing with the disqualification.

Mr Skosana said that it was inappropriate for an individual member of the committee to take up a matter from the proceedings of the Committee to further quarters without the permission or mandate from the rest of the committee members.

Mr Nyambi suggested that the discussions had nothing to do with the business of the day and the Committee had to proceed with the matters which were on the agenda.

An ANC member suggested that instead of the report listing the candidates in numbers, the names of the candidates should be arranged in alphabetical order so that the presentation of the list did not suggest any bias or preferences.

The Chairperson agreed that the list should be arranged in alphabetical order.

The report was adopted with minor changes.

The Chairperson said that this was the last sitting of the Ad Hoc Committee responsible for the appointment of the NYDA Board and thanked members for the cooperation and understanding.

The meeting was adjourned.
