The Committee considered and adopted 2nd Term Programme and March 7 2012 Minutes. Members concerns included adopting the Committee programme even before the delegates had briefed provincial Committees on the Traditional Courts Bill. There was no clear and uniform understanding of the Bill amongst Committee Members.

Outstanding Committee Minutes
The Chairperson tabled the minutes dated 7 March 2012 and invited Members to give their input on the document.
A Member said that the he had been waiting for the National Assembly (NA) comments on the Trditional Courts Bill (the Bill), so that Members could raise salient issues from it, rather than repeat what the NA had done already.
The Chairperson explained that an official had promised to forward the NA report to the Committee but nothing had materialised.

Second Term Committee Programme
The Chairperson mentioned that the University of Cape Town (UCT) wanted to do a presentation regarding the Bill. He told the Committee Secretary, Mr Gurshwyn Dixon, to accommodate the UCT research Unit during the hearings.
Mr Dixon informed Members that the Provinces had originally requested that the negotiated mandates be dealt with on May 30. They then requested an extension for the mandates to be moved to August. He asked for guidance from the Committee on the matter. He said that the Provincial Committees had five weeks between March and April to deal with hearings, those dates clashed with constituency period for the NCOP. A further extension was made till the 13 of June before the third term of Parliament.
Mr Matile said that the NCOP would be going to recess soon, delegates needed to have a uniform and clear understanding of the Bill before they briefed the Provinces.
Mr L Nzimande (ANC; KZN) indicated that his province had already started with briefing their Committee and that it endorsed the 30 May suggestion. However, he conceded that it would be easier to deal with the mandates in August. The Traditional Courts Bill could be handled concurrently with other Committee business, because the Committee had till December to deal with that Bill.
