1. OPENING
The Chairperson opened the meeting and informed all present that a special meeting of the Rules Committee had been called to discuss one item. He requested all staff to recuse themselves from the meeting since the meeting had to discuss an item related to staff.

3. MATTER ON THE AGENDA
3.1. FILLING OF VACANCY OF SECRETARY TO THE NATIONAL COUNCIL OF
PROVINCES
The Chairperson reminded members that the Chief Whip moved a motion in the House declaring a vacancy in the position of Secretary to the NCOP and that the motion was carried. He also indicated that this vacancy exists due to the release of Adv. Lulama Matyolo-Dube from her duties as Secretary to the NCOP.
The Chairperson further informed members that the vacancy would need to be filled. He explained that in the past a resolution was put to the Houses to appoint the Secretaries to the respective Houses. The Chairperson proceeded to propose that Adv. Eric Modibedi Phindela be appointed as the Secretary to the NCOP. Further, that a motion to that effect be put to the House.
Mr Gunda seconded the proposal.
Mr Watson indicated that he was in agreement with the proposal.
The Chairperson explained that the procedure for appointment of Secretary to the Council is not recorded in the Rules of the Council but that a precedent has been set in this regard. That the Secretary to the House had been appointed in this way in the past.
The meeting agreed that the resolution should be put to the House during the sitting of the House in the afternoon.
Agreed:
- That Advocate Eric Modibedi Phindela be appointed as Secretary to the National Council of Provinces.
- That a resolution be put to the House during the sitting scheduled to take place in the afternoon.
4. CLOSURE
The Chairperson adjourned the meeting.
